SAN FRANCISCO (AP) — Gov. Gavin Newsom declared an emergency Tuesday over wildfires burning throughout California as the state's power grid operator pleaded for continued conservation to avoid rolling blackouts. The grid operator praised residents and businesses for astonishing conservation efforts that kept the power on Monday night. The state is in a days-long heatwave that has stressed the electrical system and resulted in rolling blackouts over two nights last weekend. Outages, excessive heat, wildfire and the pandemic have people on edge. Evacuations were in effect or growing in several Northern California communities because of growing fires. Newsom demanded an investigation into two smaller weekend blackouts. 733

(KGTV) - Nearly six years after it passed, Proposition B will be in front of two courts this week, with the future of San Diego pension reform on the line.Prop B was on the ballot in June of 2012 and passed with 65% of the vote. It promised to solve San Diego's pension crisis by giving new City hires a 401(k) style retirement plan instead of a pension. The change went into effect for all city hires except police officers.Since then, it's been mired in legal challenges.Shortly after it passed, union leaders sued, arguing that any changes to union employment agreements have to be negotiated first before they're placed on a ballot. They said that then-Mayor Jerry Sanders violated that rule when he openly campaigned for the Proposition in 2012.In 2015, the State Labor Board agreed with the union claims.That ruling went to the California 4th District Court of Appeals, who overturned the Labor Board's findings in 2017.In 2018, the State Supreme Court reversed the 4th District's ruling. The Supreme Court sent the issue back to the lower courts to decide what an appropriate "remedy" would be to Sanders' improper campaigning."They did not say 'Overturn Prop B.' They could have," says Reform California's Carl DeMaio, who wrote Proposition B. "They said, 'Hey, district court, find out how you punish the City of San Diego for this violation.' What’s the punishment? A slap on the wrist, a speeding ticket?"The 4th District will hold an open session on Monday, March 11 to begin that process. DeMaio says if the District Court rules to overturn Prop B, he plans to appeal that decision."Do you think they’ll actually overturn the citizens initiative? If they do, we will counter-sue on the punishment phase," says DeMaio.Meanwhile, the US Supreme Court will also look into the Proposition this week. On Friday, they'll decide whether or not to hear a case based on the First Amendment. Supporters of Prop B say the California Supreme Court's ruling violated Mayor Sanders' First Amendment rights of free speech and his ability to openly support or oppose items on a ballot."The issue is whether for not elected officials have first amendment rights," says DeMaio. "Can an elected official actually give an opinion on a ballot measure? I think yes. Even if I disagree with that opinion, it is their constitutional right. San Diego (KGTV) One plate at a time, a San Diego couple is hoping to help those living on the streets with no food to eat. They’re using their new food trailer to do just that. ‘#FeedingEveryone’ is the goal for the Duwara Consciousness Foundation. “Our foundation is about serving anyone and everyone,” says co-founder Harisimran Khalsa. Through donations from the community, couple Davinder and Harisimran were able to purchase a food trailer to help feed the homeless. The couple says they’re committed to helping others. They left their jobs, sold businesses, and are now living a simpler lifestyle. “When your passionate about something, you have to live the life of and see how it is,” says Davinder Singh. “We decided that we would give up the house that we were living in.”The 16-foot trailer is equipped with a griller, 2 part stove, refrigeration and prep space. Every food item made is plant-based. Donations and volunteers strictly power the organization. They are serving at least two locations every week. They hope to grow the non-profit and eventually purchase a shower bus for the homeless.  The organization has partnered with the Jewish Family Service to feed the homeless on Thursdays and Fill-A-Belly to serve those in need on Tuesdays. They are also working on a partnership with the Alpha Project in Downtown. Serving locations and times, as well as a donation page, is listed on the Duwara Consciousness Foundation website.  1507

SAN DIEGO (KGTV)-- Flags are being flown at half-staff around the country today to honor fallen firefighters and to promote emergency preparedness. Sunday is also the kick-off of National Fire Prevention Week.Cher Smith's home in Crest has a 360-degree view of nature. It's beautiful to look at, but dangerous during fire season. "Somebody is throwing a cigarette out, sparks from a car, whatever," Smith said. "There's always that fear that something is all of a sudden going to cause a fire to get out of control."In the last month, she and her son-in-law spent hours clearing up the dead brush on her 2.5 acre property. "We just barely made a dent on what needed to be done," Smith said. Smith said she couldn't afford to pay a landscaper to finish the job, but that all changed when she looked out her window earlier this week. "They are all up there like ants on the mountain bringing down the brush," Smith said. She saw CALFIRE and inmate fire crews working earnestly, with shovels in hand, to create a safe, defensible space. The space won't just create a defensible space for Smith's home, but for the entire Crest community. "I said, 'You have no idea how jazzed I am that you guys are doing this for us!'" Smith said enthusiastically. That's because just last month, she watched the Dehesa fire, creeping up toward her home. Also, back in 2003, her son-in-law lost his childhood home to a wildfire."A lot of people in Crest had their homes burned, so I think people are on high alert and sensitive to the dangers," Smith said. That's why to kick off National Fire Prevention Week, she wants to thank the fire service for their hard work. She also wants to remind her East County neighbors to be prepared. "I like to see our tax dollars going to being proactive, rather than having them create these fire barriers after the fact," Smith said. 1861

SAN DIEGO (KGTV)— The City of San Diego announced Friday it would be shutting down its reservoirs an additional weekday each month in response to a 3 percent citywide budget cut.10News heard complaints from Steve Gordenker and his buddies, all regulars at El Capitan Reservoir. “The summer months, I am here Friday, Saturday, and Sunday, every weekend,” Gordenker said. As competitive freestyle jet skiers, El Capitan is their home turf.“More time on the water equals results,” Gordenker said. When the City of San Diego announced it would be closing El Capitan on the first Friday of every month, they were devastated. “If we are not able to come on Fridays, then that limits us to two days a week,” Gordenker said. “And the problem is this is our only freshwater lake in San Diego County.”Their only other option is to visit San Diego Bay. Gordenker said salt water is much harsher on their jet skis and makes it costly to maintain. That is why they chose to practice at the freshwater reservoir.El Capitan is one of eight city-operated reservoirs that will be closed an additional weekday, starting July 1.The closures are as follows:Barrett – Closed the first Wednesday of each month.El Capitan – Closed the first Friday of each month (starting August 1, 2019)Hodges – Closed the third Wednesday of each month.Miramar – Closed the first Tuesday of each month.Murray – Closed the second Tuesday of each month.Otay, Lower and Upper – Closed the second Wednesday of each month.San Vicente – Closed the second Friday of each month.Sutherland – Closed the third Friday of each month.“It doesn’t even really make any sense,” El Capitan concessions manager Stacy Foster said.Foster works for an independent contractor, Rocky Mountain Recreation. They provide concessions for most of the city’s reservoirs. If the lakes close, Foster doesn’t get paid. “If they still have to pay the city workers and they are losing the revenue of the people that are coming in, they are not saving any money. They are losing money,” Foster said. According to a city spokesman, maintenance and water staff will keep their hours because their duties fall under a separate budget. However, recreation-related workers will be affected by the closures because their duties fall under the 3 percent general fund budget cuts.Out of the eight reservoirs, El Capitan is the only one to close starting in August.“It is going to start in July for the other lakes, but here we were able to push it to August because it’s Fourth of July weekend,” said Foster.Foster said their lake keeper was able to negotiate the start date since the closure would have fallen under one of the busiest weekends of the year. Still, she is worried that the sudden change in schedule will inconvenience regulars. “When they have a truck and a trailer with a boat on it, there is no place for them to turn around back there, so it is going to be a mess,” Foster said, pointing toward the gate.As for Gordenker, he said he is disappointed. But he said it could be worse. “They could turn the whole program off if they wanted, so we are fortunate to at least have two days.”The closures are in effect for the next year. 3174
