SPRING VALLEY (KGTV) -- Some neighbors in Spring Valley want the county to do more to address the large cluster of homeless tents at Lamar Park. Residents say the park’s homeless population has skyrocketed in recent months. At least two dozen tents lined Bancroft Drive outside the park gates Tuesday morning.“Our heart goes out to the homeless people, but when there’s drugs going on, people finding needles, the dogs are running loose, you can’t even bring your kids over to enjoy the park,” said neighbor Joe Fearce.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsThe county has posted signs saying it will clear the park January 13 for a major cleaning, but Fearce and other residents say that tactic has failed before.“They came in two or three Tuesdays ago. They cleaned everything out. By 3 o’clock, [the homeless people] were all back and then some,” Fearce said. “They know they can’t be arrested if there’s nowhere for them to go.”Last month, the U.S. Supreme Court solidified a lower court’s ruling that protects the rights of homeless people to camp in parks or on sidewalks if there is no other shelter available. San Diego County has a shortage of shelter bed space.RELATED: Businesses battling homeless in Mission Hills“I’m very concerned about the homeless camps in the Lamar Park area and I’m working with the Sheriff’s Department and other county agencies to address them,” said County Supervisor Dianne Jacob in a statement. “There have been previous cleanups at the park, but short-term efforts aren’t enough.”Supervisor Jacob said the county recently launched an “intensive outreach effort” to connect the homeless with services and potential housing. “We’re now putting together a long-term approach based on the lessons learned.”“Many of these folks have serious, chronic needs and it’s important that we break the cycle of homelessness, addiction, medical emergencies and incarceration,” she added.RELATED: Theft victim hunts for stolen bikes in 'homeless hotel'With so many homeless people clustered together, churches and non-profit groups know Lamar Park is a hotspot where they can help. On Tuesday morning, a volunteer with Joseph’s Storehouse dropped off boxes of food.“It’s not something that only happens to people on drugs or alcohol. (KGTV) -- Bike riders in Solana Beach were out in their bright pink Saturday morning to raise money for breast cancer patients. It was all part of the annual Boob Ride lead riders along the coast, some as far north as Camp Pendleton. Participants could ride for 30, 60 or 90 miles.After the ride, there was a big party at Tidewater Tavern where riders enjoyed a buffet, massages and beer. Over 200 cyclists were expected, over 300 showed up to the after party.All of the money raised goes to help breast cancer patients with meal preps, rides to appointments and other needs.  630

  

Some city and state governments across the country have made wearing masks in public mandatory. Now, businesses are finding they also need to develop policies for face coverings."No pun intended but there’s no one size fits all here. Employers need to be looking at the state and local laws to determine whether masks are mandatory. I know that several states have mandatory mask requirements in public spaces, so of course they’ll want to look at those laws to make sure they're complying with them," says Amber Clayton, Knowledge Center Director for the Society for Human Resources Management.Clayton says employers will also need to consider employees who may not be able to wear a mask, whether it be for medical or other reasons."Employers may have to potentially provide a reasonable accommodation in those situations. That might look like allowing the person to work from home, taking leave or modifying their workspaces where they're working within an area that is maybe not as much public facing," says Clayton.For medical reasons, employers could require a doctor's note. Whether it's an employee handbook or company-wide email, employers should have some type of documentation so employees and any customers coming into the office are aware of expectations when it comes to wearing face coverings. Valerie Keels, who heads up her HR department at Gavi in Washington, DC, has developed a mask-wearing policy for her office."The building has imposed those restrictions, as well, in the common areas so when people come into the building they have to wear a mask. When they go into the elevator they have to wear a mask. So it's just consistent with what's going in the building," says Keels.Keels has what they call a "Code Red" which means people can come into the office if they register online. It helps them keep track of the number of people in the office space. Once they get to the office, their temperature is taken and they're given a mask to wear for when it's needed.When you're in an enclosed office space, you can take off your mask. "And even when you're at your own work space because we're also respecting social distancing," says Keels.As for enforcing a mask policy, some businesses could come across people who disagree with a face covering policy."Employers have the responsibility to keep the workplaces safe for their employees and if this is something that's required and the employee refused to wear it, then there needs to be something in place to address that - whether it's sending the employee home or providing leave, or making modifications to the worksite," says Clayton.It's important for employers to work with people and their individual situations before resorting to reprimands. Keeping the lines of communication open so everyone's working environment is safe. 2814

(KGTV) — Even though the tables and chairs are empty, the pit-masters at Cali Comfort BBQ are keeping busy.The kitchen and bar are filling takeout and delivery orders, thanks to increased online and phone sales."As restaurant owners, we can't discriminate how people eat our barbecue," says Owner Shawn Walchef. "If they want to order barbecue delivered to their office or the little league field, then they should be able to get that. They shouldn't have to come and wait in line."It's a new strategy Walchef is using during the pandemic, thanks to his partnership with Restaurant Solutions, a consulting firm that helps small restaurants analyze their financial prospects."What we've been doing is really focusing on doing break-even analysis with our clients," says Sydney Lynn, the Director of Planning Advisory Services with the company.She says restaurants need to focus on people's digital experience now more than ever, so restaurants can be profitable during and after the Pandemic."Restaurant entrepreneurs and owners are the most creative and innovative folks you'll know. So if anyone can pivot, it will be them," says Lynn.Restaurant Solutions has four strategies they say can help the restaurants turn a profit every day during the pandemic:1. Find your break-even point by learning how much money you can expect per customer.2. Analyze your budget and look for ways to cut. This could include layoffs.3. Adjust your menu to see if you need to increase prices or cut items to streamline the kitchen.4. Bring your brand into the digital space, emphasizing the customer experience on the website, app, and social media.Walchef says that means treating every customer online with the same hospitality you would if they came into the restaurant."It can't be a transaction. It has to be something where there's a heart," he says. "If there's nobody there, and your digital experience is just a fake facade, (a customer) might order a burger one time from a virtual restaurant. But if you don't know that there's an actual owner, that there are actual people there making this food, it's going to be very unlikely that you order from them again."Lynn says it's a challenge, but restaurant owners have faced other challenges in the past."If they go back and remember how they were able to make it through that first year of opening, they're going to be able to make it through this as well." 2428
