CHULA VISTA, Calif. (KGTV) -- San Diego Gas and Electric is looking into whether or not power lines were damaged during a brush fire in Chula Vista Monday night.The fire happened on Bay Boulevard at the Interstate 5 southbound off-ramp near the Bayfront Charter High School just before 7:00 p.m.At this time it's unclear what may have sparked the brush fire or how much was burned in the blaze. 10News will continue to keep you updated as soon as we have more information.  491

CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

Ron DeSantis on Thursday, less than 24 hours after the Palm Beach County School Board reached a consensus to start the 2020-21 academic year with online-only classes."Educating our kids is absolutely essential," DeSantis said during a news conference at the Jacksonville Port Authority. "I have no doubt we can do this safely."Claiming that students across the state have suffered an "education gap" from online distance learning, he urged school districts to consider opening brick and mortar schools right away for the 2020-21 academic year."I want our kids to be able to minimize this education gap that I think has developed," DeSantis said. "In spite of good efforts with the online, it's just not the same. So I worry about that gap."The governor added he's concerned about the social impact that distance learning is having on children."There's something to be said for being in school, seeing people you know, growing up like a normal kid," DeSantis said.On Wednesday, the Palm Beach County School Board reached a consensus to start the 2020-21 academic year, which is slated to begin on Monday, Aug. 10, with online-only classes due to the ongoing threat of the coronavirus pandemic.A final vote will take place on July 15.DeSantis, whose three children are not old enough to attend kindergarten, said he would send them to elementary school if they were of age."I would not hesitate to put them in, in terms of the risk. (KGTV) — Friday, 10News accompanied Chula Vista Police as they raided a marijuana dispensary operating illegally in the city.The raid in the 700 block of Third Avenue shut down an illegal shop called "Chula's Fuego Meds." Four people were arrested, including a man who said he was a security guard. Police found two loaded hand guns and about ,000 in cash and products.Back in March, Chula Vista hired a new attorney focused on prosecuting illegal pot shops, expediting raids and cases. The locations and businesses specifically haven't been approved yet."From 2014 really to the present is when we saw a spike in the illegal operations," City Attorney Glen Googins said. "The businesses have been sealed up, literally with welded shut windows, steel plates on doors and windows, magnetically sealed doors that do not open in the event of a power outage or another emergency," Collum said.Until now, the city and police department have been shutting down illegal pot shops with civil abatement warrants. They weren't able to seize the product or charge criminals. Instead the city could slap a ,000 penalty on the business.In March, they hired their first Criminal Prosecutor, and are working on getting funding for a full-time paralegal and an investigator. Together they will be called the Neighborhood Protection Unit. They hope to have those positions funded and filled by the end of this year or early 2020."We are out there, we are investigating you and we will be coming to close you down," Capt. Collum said.Collum said he knows the industry will continue to change and he said the department will adapt with it, "we'll continue to be out there, we will move and change our enforcement methods as the needs of our community dictate and we are going to continue to make sure that our community stays safe no matter what happens in the future for cannabis."Police say they're also learning some illegal dispensaries are operated by cartels and other organized crime networks. 3389

CHULA VISTA, Calif., (KGTV) -- Following in the footsteps of neighboring San Diego, the City of Chula Vista launched a one-year e-scooter pilot program Sunday. Lime representatives held a "first ride" event at Discovery Park, introducing Chula Vista residents to the scooters. The event included safety training and an obstacle course where participants could practice using the scooters to get a free helmet.The city says the pilot program will allow Lime to stage 500 e-scooters at popular locations across Chula Vista for the first month. If all goes well, Lime can add 200 e-scooters every month after that.Some love the convenience. Others say they have seen too many problems in San Diego to support them. "They need to have parking areas for these things and designated legislation for helmets if they're going to have these things out there," said Daryll Coleman, a 12-year resident of Chula Vista. "That's my opinion. Should they be out here? I don't think so." This comes just two months after the City of San Diego notified Lime that it was revoking the scooter company's operating permit. The city claims Lime violated its geo-fencing rules.Residents say they are curious to see how the mayor's office will adjust rules to fit their city. 1259
