SAN DIEGO (KGTV) - Two thieves prowled an entire neighborhood in Oak Park looking for something very specific on the vehicles.Along Blackton Drive, the sense of safety is shattered for David Cabrera.  Late Wednesday morning, Cabrera and his wife returned home to a neighbor telling them to check their license plate.  He discovered the registration sticker on his truck stolen. He had sliced his sticker into eight different sections as a precaution but it didn't help.Cabrera's surveillance cameras revealed the thieves:  a man and a woman walking together. A tree obscures the camera's view, but a woman can be seen behind Cabrera's truck, while the man stands and looks around.  The woman gets up and the two walk off.Seconds later, a neighbor saw the same woman peeling off a sticker from another car and the neighbor ran out of her kitchen to confront her.  That neighbor told the woman to put it back.  The woman got verbally aggressive but did put the sticker back.Neighbors called 911 but the thieves took off.  After Cabrera posted details on the Nextdoor app, five other neighbors reported also getting hit that morning."It's a feeling of violation. You want to feel safe in your own neighborhood," said Cabrera. 1275

SAN DIEGO (KGTV) - San Diegans fled Hurricane Lane's path taking flights Thursday evening from the Hawaiian islands to California.The first time a hurricane will make landfall on the islands since 1992, inspiring fear in vacationers and those who are hunkering down.RELATED: San Diego rescue teams head to Hawaii for Hurricane Lane"Some of the rain would be so loud you couldn’t even talk, you’d be yelling at one another," Steven Bohn said. He moved from San Diego to the big island two years ago for his fiance, who is attending pharmacy school.He said the bands of weather leading up to the brunt of the storm started hitting faster, leaving shorter windows of respite."It looks like it might be coming back pretty soon I don’t think I want to stand out here too long," Bohn said. "The floodwaters have completely destroyed the Bayfront. The downtown road area, there’s no access there whatsoever the cops have blocked that off."He's an occupational therapist and told 10News he was making calls earlier in the day, checking on his clients and ensuring they didn't need medications or help evacuating.He said emergency crews patrolled the area about every 45 minutes, keeping everyone safe. Other signs of disaster preparation were visible in stores, full of bare shelves.Bohn said they're prepared."We’ll be staying indoors," he said. "Closing all the windows and pulling all the shades down in case of the glass."Bohn believes Hawaiians will endure, and said "I’m just hoping that Oahu, Maui, Kawai even the small island of Lanai, they all are going to be okay, and hunker down and get ready for a rough one."In San Diego, passengers sighed a breath of relief as they waited at baggage claim."We have kindergarten starting for my little daughter here on Monday, she’s very excited, and it’s important we made it back," Essam Khouri said.His in-laws are still on Maui. SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

SAN DIEGO (KGTV) -- With COVID-19 cases surging again across California, friends of a local, single dad diagnosed with coronavirus are rallying to support him.Alfredo Huerta, 53, who lives in Linda Vista, first started feeling sick in early November. His first symptom was shortness of breath, which he initially blamed on his asthma."He then feeling started feeling joint pain, his whole body ached and continued to worse. Then he got a fever," said his friend Alana Hoang.Hoang says two Fridays ago, while Huerta was waiting in his primary care doctors office, his conditions worsened."Shortness of breath got worse. He couldn't breathe ... He ended up in the ER," said Hoang.There, Huerta tested positive for COVID-19 and was admitted."He was very scared. He didn't want his kids to have to go through something so traumatic again, like they did with their mother," said Hoang.Huerta, a father of four - two adult children and two teens - lost his wife Sara nearly five years ago to cancer.Alone in the hospital, his thoughts turned to his children."He was afraid he wasn't going to be there for them, so he started thinking the worst," said Huerta.Meanwhile, Hoang started a Gofundme campaign to help the man she says is "part of the family."Huerta, a gardener, has been working with her for 15 years."He is just so kind and gives of himself. He works harder than anyone I've know. We just pray every day he can go back to his normal," said Hoang.This weekend, the news she was waiting for: Huerta was released.
