The Mississippi Senate moved one step closer Tuesday to passing a law that would prevent women from getting abortions after they are 15 weeks pregnant. If the law passes, it would be the earliest abortion limit measured in weeks of pregnancy to become law in the US.The Senate passed a version of House Bill 1510, known as the gestational age act, with minor changes regarding the penalty to providers who break the law. In its current form, doctors would lose their license to practice medicine and face civil penalties. The bill was sent back to the House for another vote, which is considered procedural. If this version passes the House vote, the bill would move to the governor's desk.Mississippi Gov. Phil Bryant will sign the bill into law if it reaches his desk, his spokesperson told CNN.After the bill's vote, Bryant tweeted, "As I have repeatedly said, I want Mississippi to be the safest place in America for an unborn child. House Bill 1510 will help us achieve that goal."Lt. Gov. Tate Reeves said in a statement, "Mississippians are committed to protecting the lives of unborn children, and this law will be a major step in accomplishing that goal."Mississippi currently prohibits an abortion after 20 weeks of pregnancy unless "the woman's life is endangered, her physical health is severely compromised or there is a lethal fetal anomaly," according to the Guttmacher Institute.In all, 24 states have laws that ban abortions after a designated duration of pregnancy. Seventeen states, including Mississippi, ban abortions at about 20 weeks post-fertilization, according to Guttmacher.Planned Parenthood Director of State Policy Media, Danielle Wells, said she believes the law is unconstitutional. She cited a similar law in Arkansas that banned abortions at 12 weeks of pregnancy if a heartbeat was detected, which was struck down by a federal appeals court."Already, far too many women cannot access safe, legal abortions in Mississippi because of existing barriers and restrictions. If this measure passes, it would make a bad situation even worse for women," Wells told CNN.The bill was held on a procedural motion before returning to the House. The next House vote on the bill has not been scheduled yet. 2254

A hearing is set to take place one week after the election regarding whether the law can be struck down. Essentially, Republicans from around the country believe that the only reason the Supreme Court upheld the law in 2012 was because the opinion said Congress has the power to tax. Since that time, however, Trump has removed the tax penalty for not having health insurance. The thinking from some conservatives is that since the tax penalty is gone, the entire law can be struck down now, too. WHERE THE COURT STANDS Prior to Ginsburg's death, the general thinking was that the law would still stand. It faced a challenged in 2012, but Chief Justice John Roberts sided with four liberal justices to uphold it. With Ginsburg's passing, there are only three liberal justices on the court. If Roberts joins the liberal justices it would create a 4-4 tie. "If there is a 4-4 split on the court, then no precedent is set and whatever the lower court decided stands," Professor Paul Schiff Berman with George Washington University said. That would mean parts of the Affordable Care Act can be struck down since lower courts have already ruled in that way. If Trump is able to get another nominee on the court before the hearing, it would only make the court more conservative. Berman cautioned though that other conservatives could potentially join the liberals on this case since the lawsuit's legal standing is murky. Still, the future of the Affordable Care Act is in more jeopardy today than it was last Thursday. 2020

The mother of a Michigan high school student cried in court as a judge said her son's million bond would remain in place, but that he would consider written arguments from the teen's defense attorney next month.  The 17-year-old DeBruyne, a South Lyon High School student is charged with Making a Threat of Terrorism, which is a felony, after the teen allegedly asked friends on Snapchat if they wanted to reenact what happened at Marjory Stoneman Douglas High School in Parkland, Florida where 17 people were killed days earlier. One friend reported the post to police. DeBruyne lives in Green Oak Township with his parents, and after receiving report of the alleged threat, police went to the family's home where they said the teen had no firearms in his possession. Friends and some fellow students on South Lyon High's Cross Country team and their parents showed up at court Wednesday in support of DeBruyne. "I don't think Ryan DeBruyne is a danger to anybody," said Michelle Klevering who also called her son's friend a "very good kid" and "very responsible."DeBruyne's defense attorney, Zack Glaza, asked Judge Travis Reeds to consider lowering his client's million dollar bond. Judge Reeds said he would consider written motions on the matter on March 22 when DeBruyne is due back in court for a preliminary examination.   1391

  

The NCAA announced on Thursday that college football bowl games can commence this season on December 1.In the past, teams needed to have a 6-6 (.500) record at a minimum in order to qualify for a bowl game. But with most teams playing a truncated schedule, the NCAA is lifting its minimum requirement to qualify for bowl games.The news comes as the Pac-12 announced that it will begin play Nov. 6. The announcement means all five of the so-called “power 5” conferences will attempt to play a college football season amid the coronavirus pandemic.The Big 10 and Pac-12 originally decided to postpone starting the season. Advances in rapid testing and public pressure caused the leagues to change their decisions.“Providing a more flexible framework for the postseason in this unprecedented time will provide some certainty moving forward,” said Shane Lyons, director of athletics at West Virginia and chair of the oversight committee. “These are important postseason opportunities for our student-athletes, and this will help everyone to prepare.” 1054

  

The latest release of documents related to the mass shooting on Oct. 1 contain a mixture of reports by police officers and witness statements.One of the reports contained in the release on Wednesday appears to be an interview with country singer Jason Aldean, who was performing when Stephen Paddock opened fire on music lovers at the Route 91 Harvest Festival.According to the statement, the person making the statement instructed officers to take himself, his bodyguard and pregnant wife to the airport. He then told the officer that he was on stage playing when he heard the first few pops. He said he was confused like everyone was and looked around, but didn't see anything out of the ordinary.  The next large barrage of fire he said was so loud to him that it sounded as if someone was right next to the stage firing shots. The person making the statement then said he could see people in the audience dropping to the ground in "waves."  Someone backstage yelled out that it was gunfire and for him to get down. That's when he ran off the stage and went to protect his pregnant wife who was inside the tour bus that protected the perimeter until he was evacuated.The documents included what appears to be a written statement from Aldean."I was onstage singing and thought I heard fireworks. I turned to look at my monitor guy and saw my personal security guard running toward me and telling me to evacuate the stage. At that point, we layed (sic) on the stage and hid until we could get on my bus. We then stayed in the back of the bus for a few hours until police escorted us away." Another report appeared to be an interview with Dee Jay Silver, who had performed at the festival around 9 p.m. ahead of Aldean. After the shooting began, he was hiding in a tour bus. Silver then received a text asking what floor his 1-year-old son was on.The baby was sleeping down the hall on the 32nd floor -- the floor where shooter Stephen Paddock was located. That's when Silver found out the floor had been evacuated. Silver was taken to multiple places before he ended up at the Thomas & Mack. He eventually received a text that his son was at Town Square. After he was reunited with him Silver told police, "I just held him and held him and held him." Police also asked Silver if he had noticed any suspicious, staying on the same floor as the shooter. Silver did not recall seeing Paddock or speaking to him. But he also didn't see housekeeping during that time. Silver was moved to Delano after the shooting. A bike officer with Mandalay Bay described how he was headed towards the festival grounds when he heard that a Mandalay Bay officer was hit and decided to turn around.He commandeered an elevator, picked up an engineer, and headed to the 32nd floor.When he got there, he heard automatic gunfire coming from the end of the hall. According to the bike officer, that is when Jesus Campos came running towards him when the shooting paused. The bike officer says he inspected the wound and decided it didn't look very severe.Everything was kind of a blur after that but the bike officer said he helped police officers clear the rooms.One police officer who was at the scene describes how he and other police officers took cover behind a police car during the shooting. The officer says that multiple rounds hit the car and the rear window was shot out. One of the officers began yelling that he was hit and said he could not move his arm. Another officer grabbed the wounded officer and they left to seek medical attention.According to statement by several police officers, there was a lot of commotion and confusion the night of the shooting at several properties located near Mandalay Bay.Calls were received from Circus Circus, Tropicana, Bellagio, New York-New York and the Bellagio hotel-casino.In each case, police officers were unable to find another shooter. However, they did discover that the possible shooter at the Bellagio was actually the vice president of security. It appears that the VP decided to put on a tactical vest and arm himself and protect Bellagio if necessary.Many reports from officers describe how they were off duty at the time of the shooting but "self dispatched" when they began to hear what was happening. Several officers headed towards the Route 91 festival grounds while others headed to hospitals where victims were being assisted or even took it upon themselves to assist with traffic control. 4520
