VISTA, Calif. (KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. They plan to notify families and faculty on Wednesday.The new threshold system does not apply to elementary schools.There is one reported case each at Roosevelt Middle Schoo, Alamosa Park Elementary School, Mission Meadows Elementary, and Alta Vista High.In light of the positive cases, at least 400 students and nearly two dozen staff members have been ordered to quarantine. 1672

Walmart will roll out a new website next month.The nation's largest retailer announced Tuesday that its redesigned site will offer more personalization, include more vibrant colors and a cleaner design, and feature "relatable photography that showcases real-life moments."The homepage will include a new section that showcases top-selling items in a customer's location. It will also offer specialty shopping experiences, such as the Lord & Taylor flagship online store which is launching this spring. That partnership was first announced last fall.Walmart has become one of the major platforms for online sales. It's taken aim at Amazon by offering free shipping without a membership fee for most purchases of or more. Online has become the fast growing part of Walmart's business, with the company forecasting 40% growth in those sales this year. And it has announced plans to bring online grocery delivery to 100 markets by the end of this year.But it has not been without bumps. VISTA, Calif. (KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070
