SAN DIEGO (KGTV)- Some local entrepreneurs are getting help taking their businesses to the next level. The City of San Diego is making good on its commitment to bring business opportunities to under-served communities. This morning the City of San Diego opened the doors to its new business accelerator. "Connect All @ the Jacobs Center" provides entrepreneurs the tools they need to jump-start their business. Out of 60+ applicants, 13 were chosen for the inaugural cohort. Rosa Adam, the founder of Shukor Bella, started her natural hair and skin care line, inspired by her Ethiopian culture. But she needed help turning her dream into a reality. "There's so much more than just getting a product and putting it in a package and delivering it," says Adam. Kelvin Crosby came up with the "Smart Guider" to help the visually impaired, after losing his sight at 19 years old. "The dog is great, the cane is great, but I needed more," says Crosby. Connect All offers 4,300 square feet of co-working space, expert mentoring, and business management assistance — all free of charge. The program is a .5 million investment located in the heart of District 4. "We have been under-served," says City Council member Monica Montgomery. "If we don't have an economic component, then we don't have real success." The start-ups are committed to hiring low-to-moderate income San Diego residents. "It's nice to see that there is a program in place right now that's bringing back more of those mom and pop type of businesses," says Adam. "I do believe that the Connect All program will fix that."All applicants for the program have to be residents of the City of San Diego and serve businesses within the city limits. SAN FRANCISCO (AP) — Pacific Gas & Electric says it's going forward with the second planned power shut-off this week because of growing winds and high fire danger in Northern California.The utility says blackouts will begin around 2 p.m. Saturday in parts of 36 counties. San Diego, CA (KGTV)- Some high school students in the Grossmont Union High School District will return to partial in-person learning starting on September 29.Sixty-eight percent of parents surveyed districtwide wanted their high school students to return to an in-person, blended learning model, while 32 percent wanted their students to stay in full-time distance learning from home.The district is moving forward with both options.Starting Tuesday, some students will be back on campus with limitations."Students have to be divided into smaller groups," said Theresa Kemper, the district's superintendent.If parents chose the blended learning model, their student has been assigned to Group A, Group B, Group C, or Group D, based on factions like students per household, transportation needs, and course schedule."They each will come to school one day a week," she said.The group placement determines which day the students will come to campus; they will be learning from home the rest of the time.The district created a roadmap for reopening, which includes five levels."We want to make sure that we're really confident with new routines that have been established, we want to make sure the county health conditions are continuing to improve," said Kemper.All schools in the district have been operating at Level 1, which is strictly distance learning.Level 2 begins next week and allows students to learn on campus one day a week, with 25 percent of the campus population, in class sizes of eight to twelve students."Our Special Education academies and alternative schools are also starting at Level 2, but will attend two days a week instead of one," she said.All students will be screened and have their temperatures checked before entering the classroom, teachers, and staff will be tested for COVID-19 regularly, and everyone will be required to wear facial coverings.The schools will also be deep cleaned each day, and students will be physically distanced from one another."If everything looks good, after about two weeks, we could potentially announce going to the next level," said Kemper.By level five, students will be back on campus five days a week.Kemper said the district is taking a cautious approach and has plans in place if a school needs to jump back a level at any time."If we change from two days a week to one day a week, then we already got a plan in place, and it's easy to transition to that," she said. "I want parents and students to know we are so excited to see him, there's no place like school." 2539

  

SAN FRANCISCO (AP) — A U.S. judge in San Francisco has refused to immediately allow the Trump administration to enforce a ban on asylum for any immigrants who illegally cross the U.S.-Mexico border.Judge Jon Tigar on Friday rejected the Justice Department's request to suspend his earlier order temporarily blocking the ban. Tigar said the administration had still not shown that the ban was legal.At issue is President Donald Trump's Nov. 9 proclamation that barred anyone who crossed the U.S.-Mexico border between official ports of entry from seeking asylum. Trump issued the proclamation in response to caravans of migrants approaching the border.Tigar on Nov. 19 sided with legal groups who argued that federal law is clear that immigrants in the U.S. can request asylum regardless of whether they entered legally. 827

  

SAN DIEGO, Calif. (KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. Winter is the best time for Southern California to accumulate rain, and with the decreased chances of rain, Southern California could move into drought conditions by the end of the winter. 1850
