SAN DIEGO (KGTV) -- A new law in New Jersey could have an impact on San Diegans who claim they were sexually abused in the Boy Scouts.Attorneys with the law firm PCVA say they plan to bring new cases under New Jersey's new statute of limitations and window when the new law goes into effect on December 1, 2019.They say the new law will allow survivors in California and other states to file suit against the Boy Scouts for any abuse that occurred during the 30 years that that organization was based in New Jersey."We intend to hold the Boy Scouts accountable under this new Jersey law because the organization knew for decades while its headquarters was based in New Jersey, that thousands of scout leaders had used their position to groom and sexually abuse children," said attorney Michael Pfau. 10News asked San Diego attorney Andrew Van Arsdale how the new law makes it possible for alleged survivors outside of New Jersey to file a legal claim in that state."Their theory is New Jersey was home to this corporate entity for a period of 25 years so during that period of 25 years no matter where that abuse occurred in the country the corporate entity existed in New Jersey, we can sue that corporate entity in new jersey," he said.Van Arsdale is one of the lawyers involved in the group "Abused in Scouting." The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding."By going to the states or areas where these defendants are incorporated that's a way to get at them," Van Arsdale said. "If these guys out of Seattle are correct and New Jersey was the home of the organization for a period of time they should be able to get them. The same way we're using Washington D.C. to file 1,100 of our lawsuits."Lawmakers in California are attempting to pass a similar version of New Jersey's new law. Assembly Bill 218 was introduced earlier this year by San Diego Assemblymember Lorena Gonzalez.According to the online text, "This bill would expand the definition of childhood sexual abuse, which would instead be referred to as childhood sexual assault. This bill would increase the time limit for commencing an action for recovery of damages suffered as a result of childhood sexual assault to 22 years from the date the plaintiff attains the age of majority or within 5 years of the date the plaintiff discovers or reasonably should have discovered that the psychological injury or illness occurring after the age of majority was caused by sexual assault, whichever is later. This bill would also provide for the recovery of up to treble damages against certain defendants in these actions, and would revive time-lapsed claims in certain circumstances."On Tuesday Gonzalez sent a series of tweets regarding the bill writing, "A moment on our #AB218 easing the statue of limitations for survivors of childhood sexual abuse: I know that school districts are worried that they may be sued. And that will cost public education in the state. I can't say that won't happen. If they covered up the abuse they will be held liable. And they should be. That's the only way we will stop the pattern of abuse that institutions have been covering up for decades. Inaction by sports clubs, schools, churches, Boy Scouts, boys & girls clubs have allowed perpetrators to continue to create new victims. This has to stop. It's time we take child sexual abuse seriously. The threat of pay outs may finally cause these institutions to change."Late Tuesday afternoon 10News wrote the Boy Scouts of America asking for a comment. SAN DIEGO (KGTV) — A newly discovered comet flew past Earth early on Saturday, giving those who awoke early enough to catch it quite a show.Comet Neowise was spotted by a NASA telescope by the same name on March 27, according to NASA. Since then, the space agency says the comet has been spotted by several NASA spacecraft, including Parker Solar Probe, NASA’s Solar and Terrestrial Relations Observatory, the ESA/NASA Solar and Heliospheric Observatory, and astronauts aboard the International Space Station.NASA says the comet came within Mercury's orbit on July 3, where the sun caused dust and gas to burn off its surface and create an even bigger debris trail.Neowise, which measures about three miles across, will be visible in Earth's Northern Hemisphere until mid-August, when it will change course and head toward the outer solar system, NASA says.For the next few days, the comet will be visible about an hour before sunrise in the northeastern sky in the U.S., NASA adds. Depending on local conditions, Neowise may be visible shortly after sunset on July 11 or July 12."In its discovery images, Comet Neowise appeared as a glowing, fuzzy dot moving across the sky even when it was still pretty far away," said Amy Mainzer, Neowise principal investigator at the University of Arizona. "As soon as we saw how close it would come to the Sun, we had hopes that it would put on a good show."In San Diego County, at least one stargazer was able to catch the comet streak across the early morning sky. Kim DeCew posted to 10News' Weather Watchers Facebook page her glimpse of the comet from Mt. Laguna.GALLERY: Comet Neowise glides through morning sky at Mt. LagunaFor the next few days it will be visible about an hour before sunrise, close to the horizon in the northeastern sky in the United States. Observers might be able to see the comet's central core, or nucleus, with the naked eye in dark skies; using binoculars will give viewers a good look at the fuzzy comet and its long, streaky tail. As it speeds away from the Sun, Comet NEOWISE will begin to make its appearance in the evening sky shortly after sunset on July 11 or July 12, depending on local conditions. 2185

SAN DIEGO (KGTV) - A heat wave expected to bring record high temperatures to San Diego County this weekend will also bring a double whammy of wildfire danger and energy concerns to the area."We ramp up. We get ready," said Cal Fire Capt. Kendal Bortisser. "We'll have extra engines in place and extra personnel on duty."Cal Fire is already stretched thin, as they continue to help with wildfire efforts across the state. Already in 2020 there have been around 7,400 fires with 1.8 million acres burned so far.Last year at the same time, California had only seen 4,500 fires, burning 63,000 acres.Bortisser said prolonged drought created excess fuel."We're starting to see fires get into those areas where dead trees are, and we're seeing these huge fires burning throughout the state,” Bortisser said.There haven't been any major fires in San Diego County this year. Bortisser said people in San Diego can help lower the fire risk this weekend by putting off any activities that could create sparks."We want you do the right thing, but we want you do the right thing at the right time," said Bortisser. "This weekend is not the time to be out there with the power tools trying to clear weeds, chainsaws and things like that."Bortisser added that there is still some time Friday to clear defensible space around your home, so firefighters can protect it if a wildfire starts.Meanwhile, San Diego Gas & Electric is preparing for the surge of energy demand that comes with high temperatures.The California Independent Systems Operator (CAISO), which manages the state's electric grid, issued a Flex Alert for the weekend. They're telling people to avoid heavy energy usage between 3 p.m. and 9 p.m. from Friday through Monday.SDG&E officials say that means San Diegans should not run major appliances like dishwashers or laundry machines during those hours. They also suggest setting air conditioners to 78 degrees to conserve energy."We are staying in very close touch with CAISO," said SDG&E spokesperson Helen Gao. "We're monitoring the weather and grid conditions, so we are ready to respond."At CAISO's command, SDG&E did temporary blackouts for some customers in August during the last heat wave. It was the first time in 20 years that CAISO implemented statewide rolling blackouts.If that needs to happen again this weekend, SDG&E says they'll spread the blackouts across the county so no one area is affected more than another."We'll go by group," said Gao. "You go through the first group, move to the second group, and after you've exhausted the entire list you go back to the top." 2617

  

SAN DIEGO (KGTV) - A judge decided Wednesday not to order a second trial for the man accused in the disappearance and murder of his stepson.Tieray Jones cried after the decision was made in the downtown courthouse.Jones was charged with killing 2-year-old Jahi Turner. Jahi was last seen at a park near Balboa Park in April 2002. Jones reported the boy missing, telling police Jahi wandered off.A mistrial was declared in for Jones on March 16.Jones was facing several charges including second-degree murder and involuntary manslaughter. Two jurors found Jones guilty of murder while 10 did not. 10 jurors found Jones guilty of involuntary manslaughter and two did not.During the trial, the judge asked if jurors would be able to reach a verdict if given more time to deliberate. They responded by saying no. RELATED: Mistrial declared for Tieray?Jones, stepfather of Jahi TurnerJahi was in Jones’ care while the boy's mother was on deployment. After Jahi disappeared, a countywide search followed. Thousands of people looked for the boy in the park and Golden Hill neighborhood. People also searched the Miramar Landfill, but Jahi was never found.Jones was arrested in North Carolina and charged in the death in April 2016. 1272
