A metro Detroit mother says her 2-year-old’s severe medical disorder has been devastating. Even worse, she says Health Alliance Plan, which sells health insurance in several states, has refused to cover a crucial formula her daughter’s needs. For 2-year-old Abby Bortnick, the food you would find in the refrigerator is dangerous and could cause serious health complications. Her mother says it’s part of the reason she’s been in a battle with the health insurance company, for more than a year.The extremely rare digestive condition is treated differently in other states. Michelle Bortnick says more than 20 other states along with the FDA consider the formula needed by Abby to be medical food. However, she says HAP has labeled it a supplement they won’t cover. Without the formula, Abby’s body treats food as an allergen and rejects it. A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. The court also traditionally does not approve of judicial actions so close to an election that could affect the outcome. 1231

A Massachusetts man has been charged after Donald Trump Jr.'s family and others received threatening letters with suspicious powder last month, the US attorney for Massachusetts announced Thursday.The criminal complaint filed by US attorney Andrew Lelling's office said Daniel Frisiello, 24, was charged with five counts of mailing a threat and five counts of false information and hoaxes. The announcement said Frisiello was arrested Thursday morning and is scheduled to appear in federal court in the afternoon.The complaint said investigators were able to identify Frisiello by tracing a glitter bomb he ordered with his name to one of the people who also received the suspicious powder.  704

Not because of a winning horse show, but because of a winning chase behind a fleeing racehorse.One of the best racehorses from the 4H at Andover Farms broke free from her halter and galloped down Aviation Blvd during a 20-minute pursuit in Glen Burnie, Maryland.Sixteen-year-old Caroline Shoults was getting ready for her next class in the show when she heard the announcement regarding the runaway horse. Without hesitation, Shoults took a leap of bravery to chase her down."I live by this life quote, 'do for others as you would want to be done for you' and it has got me into quite the situation," said Shoults. "And I tried to control myself and just stay focused, I was about to walk in the rain, and I spun around and took off through the horses in the showground." Followed by two adults who immediately jumped into a vehicle to control oncoming traffic, Shoults aimed to steer the horse into a parking lot or off to the side of the road during the pursuit."I was not about to watch this horse right in front of me get hit by a car, injured, die, anything of the above."The horse finally tired out after a 3-mile run and stopped when Caroline was able to get a line around her.This young girl's bravery runs deeper than just doing the right thing. She too rescued her own racehorse 'Tinkerbell' from a Kill Pen and transformed her from a horse with little to no hope to a stellar all-around racehorse. "People are thanking me so much for what I did, but in the end, I couldn't have done it without Tink."After all the chaos and a gut-wrenching adventure, Shoults was able to finish strong and take on Tink's first competition completing a fantastic run finishing third out of 19 horses in that class. 1839

A reason some experts think the U.S. has had trouble containing the virus is because states have managed it differently. Inconsistency has jeopardized safety, according to the National Safety Council.“This pandemic is not finished by a long shot, so that's another reason why we put this report out when we did is because we can learn from this,” said Lorraine Martin, President and CEO of the National Safety Council.The council looked at five areas in how states have addressed the pandemic: Employer guidelines, testing, contact tracing, mental health, and substance use and roadway safety.They say states struggled with communication.“We also found while some states had good intentions, just getting the data to people in a very clear and concise way and making it available at people's fingertips, that also was sometimes a struggle,” said Martin.Testing and contact tracing need work in many areas.The report highlights another issue – overdoses are increasing in 40 states.“We had a good year last year where we started to bring some of that down,” said Martin. “It’s headed in the wrong direction again. We can all understand why there’s a lot of stress, restrictions getting the support that you need but it’s really important that we look at the states that have done this well.”Overall, states were put in three categories: On track, lagging and off-track.
