BEIJING, May 14 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday met with President of the Socialist International(SI) George Papandreou on promoting the world's sustainable development.     Papandreou was leading a 15-member delegation to Beijing for a sustainable growth seminar co-sponsored by the Communist Party of China(CPC) and the SI.     Li, member of the Standing Committee of the Political Bureau of the CPC Central Committee, reviewed the increasing exchanges since the CPC and the SI started their exchanges in 1982.     "Jointly holding a seminar on sustainable growth signifies a positive step for both sides to deepen strategic dialogue," Li said.     The seminar, scheduled for Friday, will address how to work together to deal with climate change and other environmental challenges.     Li briefed Papandreou on the country's efforts to tackle the international financial crisis and seek sustainable development.     Li said the CPC valued the ties with the SI and its member parties and called for increased cooperation and deeper dialogue.     Papandreou said the Socialist International would like to seek more dialogue and cooperation with the CPC to promote sustainable development worldwide. BEIJING, June 25 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China and Germany should join hands to combat trade and investment protectionism.     The premier made the remark during a telephone conversation with German Chancellor Angela Merkel in which the two leaders also discussed bilateral ties and other issues of common concern.     Wen said cooperation between China and Germany, both among the world's major economies, is developing smoothly in a variety of fields.     He said the two sides should continue to handle their relations from a strategic and long-term perspective, and keep up high-level exchanges. The two nations, Wen said, also should strengthen communications and coordination to push for a healthy and stable development of their bilateral ties.     China, Wen said, always adheres to a win-win strategy in opening to the outside world and insists on the maintenance of a fair and open market environment. He said China would never discriminate against foreign enterprises or products.     The premier said China's determination to cope with climate change is firm, its operations active, and its measures effective. China, Wen said, is ready to enhance collaboration with Germany in developing new and renewable energy and maximizing energy efficiency.     China also will participate in related negotiations and work with other countries to help bring about positive results at the December UN Conference on Climate Change in Copenhagen, Wen said.     Merkel said Germany is very satisfied with the development of China-Germany relations. She said Germany is ready to work with China to maintain high-level exchanges, strengthen trade and economic cooperation, and oppose trade and investment protectionism.     Germany also is prepared to jointly deal with the challenges brought about by the global financial crisis and advance bilateral ties, she said.     Merkel said she hoped that the two countries would strengthen communications and jointly tackle the issue of climate change.

BEIJING, May 1 (Xinhua) -- New rules to punish "statistical fouls" took effect Friday in China.     The rules, the country's first of their kind, were jointly published by the Ministry of Supervision, Ministry of Human Resources and Social Security and the National Bureau of Statistics (NBS).     The rules impose penalties for publication of fraudulent statistics or unauthorized dissemination of statistical data.     Penalties including dismissal, demotion or unspecified "criminal punishment" face those who unlawfully alter statistics or ask others to do so and those who take revenge on people who refuse to fabricate data or blow the whistle on illegal acts.     People who leak data concerning state secrets, personal information or business secrets, or who delay the reporting of statistics, would face similar penalties.     The new rules require government offices to carefully maintain and deliver files of criminal cases and quickly release investigation results.     Analysts said statistics are not just key data for the government, they are also vital in making decisions about social and economic affairs.     Statistics "concern public credibility of both statistical authorities and the government," said Fan Jianping, chief economist with the State Information Center.     As the world's fastest expanding economy, China has faced questions about the accuracy of its national economic data. The most recent figure drawing global attention was the decade-low, 6.1 percent year-on-year economic growth rate in the first quarter, which was released April 16.     Since the country's opening-up, the quality of statistics has improved. An article on the Wall Street Journal China's website said China's economic statistics were actually very impressive, "with relatively timely, accurate, and comprehensive data published on a range of key indicators".     But it also pointed out that there is a political economy of numbers with an incentive at both the local and national levels to massage the statistics. Many China watchers have noted the incentives for local officials to over-report growth to please their political masters.     Officials who participated in drafting the new rules admitted that incorrect or falsified statistics have been released at times.     Statistical corruption has been found in China for years to exaggerate local economic growth, which is often related to officials' promotion.     In April, southeastern Fujian Province said that it handled 754cases concerning forged statistics last year and imposed fines up to about 1.38 million yuan (203,000 U.S. dollars).     "As the country strives to cushion the impact of the global slowdown and maintain steady economic growth, they should use the rules as a deterrent to statistical fouls," said Wang Tongsan, an economist with the Chinese Academy of Social Sciences, a government think tank.     Wang also suggested the government should reform the evaluation system for officials and increase training for statistical staff.     China's top statistics official, Ma Jiantang, has vowed to improve the quality and credibility of government statistics after foreign media voiced concerns about the authenticity of Chinese economic data.     "To keep (official statistics) true and credible is not only our duty, it also relates to our need to accept public supervision," Ma said in a statement on the NBS website.

BEIJING, May 19 (Xinhua) -- The 11th China-European Union (EU) summit, after being postponed from December in France due to well-known reasons, will be held on Wednesday in the Czech capital of Prague.     The resumption within half a year shows that China and the EU can endure all kinds of difficulties and tests, and shows the common desire of both sides to consolidate and develop the bilateral relationship, and indicates that the China-EU comprehensive strategic partnership is at a new historical threshold.     At the beginning of China's Lunar New Year, Chinese Premier Wen Jiabao made a "journey of confidence" to the EU headquarters and four European countries, which hugely promoted the two sides' confidence of cooperation.     During his visit, Wen agreed with European Commission President Jose Manuel Barroso that enhanced China-EU cooperation bears significance for the world and the China-EU summit would be held as soon as possible in 2009.     Besides, as the relationship between China and France gradually improved, conditions for the summit were ripe.     The upcoming summit will take place when the international situation is much different from earlier in the year. The EU remains China's biggest trade partner and largest export market. Recently, the EU became China's largest source of imports while China remains the EU's second largest trade partner. The Prague summit will help China and Europe to better understand each other's position on the issue and carry out practical cooperation.     In fact, China and the EU have huge potential in cooperating in the fight against climate change. Both sides may expand cooperation in developing new energy and energy saving technologies, promoting a low-carbon economy, and making environment-friendly industries new economic growth sectors.     There is a famous Chinese saying: people should see and tackle their issues from a long-term perspective with an open eye. Since 1975, China-EU ties have been upgraded from the constructive partnership to the comprehensive partnership to the current comprehensive strategic partnership which was established in 2003.This triple-jump process indicates that China-Europe relations are deepening with increasing global strategic significance.     It is believed that the 11th China-EU summit, which has not come easily, will push forward China-EU ties to a new phase of development.
