SANTA CLARA, Calif. — The health officers in six San Francisco Bay Area counties are not waiting to reach a threshold recommended by the governor, and have issued a new stay-at-home order to take effect on Sunday. The changes, announced Friday, will last through Jan. 4. The counties have not yet reached Gov. Gavin Newsom’s threshold that requires a stay-at-home order when 85% of ICU beds at regional hospitals are full. But the health officers said the hospital system will be overwhelmed before the end of December, when Newsom’s order would apply to the Bay Area. "The dark COVID winter that we feared would come has arrived in the Bay Area," said Dr. Chris Farnitano, Contra Costa County health officer according to KGO. "I and other county health officers in the Bay Area don't think we can wait for the state's new restrictions to go into effect later this month. We must act swiftly to save as many lives as we can. This is an emergency."Restaurants, bars and wineries, and hair and nail salons will have to close, along with playgrounds. Restaurants would be able to do delivery or takeout. Retail stores can stay open, however they must lower capacity to 20%. Schools that have already received a waiver to reopen can stay open next week. All "critical infrastructure" can also remain open. SAN YSIDRO (KGTV)-- Activists for deported veterans are concerned as US Customs and Border Patrol agents call artists, asking them to paint over their work.On the Mexico side of Friendship Park, inside Friendship Circle, an upside-down American flag with white crosses for stars, stands as a reminder, bringing awareness to deported veterans and the difficulty they face."It's like an SOS in the military if you're being overrun by the enemy, and part of that was you know, we need help," Advocate Hector Barajas said."I think veterans should do their time, or should receive some kind of treatment instead of getting deported, you know if you get in trouble," he said. Barajas said the veterans who were deported were convicted of a crime and not citizens of the U.S. Back in the days of the Vietnam War, Barajas said the U.S. took anyone who was willing to fight.In Tijuana, Barajas not only co-founded the mural in 2013, he's helped 375 deported veterans in Mexico, from 40 different countries. His shelter and resource center, Deported Veterans Support House, provides food, clothing and shelter, as they transition to life in Mexico.Barajas?was a deported veteran himself, and seeing that flag gave him hope.On the other side of the flag are names of deported veterans, some have "RIP" painted next to their names.Instead of stars, the flag has white crosses. "The crosses of people who made the sacrifice for others to seek the American dream but we've also had others who have died on this side of the border," Barajas said.That part of the mural is what US Customs and Border Patrol is focusing on, according to Barajas, "they asked me if I could paint it to paint away the stars so it didn't look like an American flag."US Customs and Border Patrol released this statement:Barajas told the agent he doesn't maintain the mural and washed his hands of the issue. SANTEE, Calif. (KGTV) — An elderly, disabled man has died after his East County mobile home caught fire.The man, who authorities say had trouble getting around, called first responders to the fire at 8301 Mission Gorge Rd. around 1 a.m. Saturday, according to San Diego Sheriff's Department bomb and arson unit.Deputies arrived but thick smoke prevents them from immediately entering the building and had to wait for fire crews.The man was later found dead inside. His identity has not been released.It's not yet clear how the fire started but investigators believe it began in the back of the home.Nearby mobile homes were evacuated for a short time before residents were allowed to return. 714

SAN MARCOS (KGTV) -- Since CSU San Marcos student Adrianne McWilliams was young, the service was always near and dear to her heart."My dad was active duty for 20 years, so the first few years of my life I moved around a lot. When I was in elementary school, my mom started working for the Marine Corps," McWilliams said.When she found out that those coming home from deployment wouldn't get the staple celebration she remembered as a child, McWilliams wanted to take matters into her own hands."It just kind of made me think about how when I was really young and my dad was deployed, whenever he came back there was always that big homecoming moment," McWilliams told 10News.She created thank you and care packages for those returning home from duty."I'm doing everything I can to make sure that there's at least a little handwritten note on it that says 'welcome home' and 'thank you for your service' so at least they get that little bit of homecoming that they'd get if this were under usual circumstances," McWilliams added.She included basic essentials like toiletries and snacks, something she said they could use since many of them have to self quarantine for two weeks before reuniting with family."Our Marines that are coming home do deserve a special homecoming. Coming home after a long deployment then having to quarantine is not an ideal situation," said McWilliams.McWilliams gathered gifts and donations thanks to friends, family and community members, all from word of mouth and social media. Her first batch was given to 35 returning members."I've always liked giving back but when it's something I'm passionate about and have a personal connection to, the motivation is a little stronger and it's something that hits closer to home," she said.On June 2, 50 packages will be given to another group of returning members. SANTEE, Calif. (KGTV) — A dream trip to Africa for a Santee grandmother turned into a nightmare as she sat in a tour bus.Daughter-in-law Tomira Baca-Craig says Jeanette Craig, who retired four years ago, left for South Africa two weeks ago. Jeanette had been saving for the trip for more than a year.  It was her first trip to Africa.A few days after she arrived, she was on a tour bus headed to an animal preserve in the landlocked country of Lesotho when the bus overturned, killing three and injuring more than 12 tourists on board, including Jeanette."Because she had her seatbelt on, she wasn't thrown. She was trapped upside down. When the bus rolled, that's when she sustained all her injuries," said Baca-Craig.Jeanette was transported by helicopter to a clinic just outside Lesotho. She has since undergone several surgeries, suffering a fractured pelvis and leg, and torn ligaments in her legs."Now her pain is just shocking. There's a ton of breakthrough pain every time she shifts because the pelvis is bone on bone," said Baca-Craig.Jeanette is comforted by her daughter, who just arrived in South Africa. Loved ones say they just want to bring her home.  "We'd like to get an MRI and another CT scan to and rule out everything else because it was such a traumatic accident," said Baca-Craig. The problem? The trip insurance Jeanette purchased will only cover the original medical evacuation, not a second one to the U.S., which will cost upwards of 0,000. 1500
