SAN DIEGO (KGTV) -- Many Black female voters in San Diego voters are celebrating Joe Biden’s decision to choose California Sen. Kamala Harris as his running mate.“This is a historic moment. I’m excited that I’m alive to see this happen,” said Ellen Nash, the chair of the San Diego chapter of the Black American Political Association of California.“All along that was the right choice,” Nash told ABC 10News. “I’m honored that she’s there to represent Black women and the Black vote. For Joe Biden to honor us by selecting her as his VP is the greatest historic moment.”Many Black voters wrote to Biden, urging him to choose Harris.Nash said having Harris as the first Black and Asian American woman to appear on a major party’s presidential ticket gives women of color a voice.“It was just a moment of relaxation and celebration,” said Nash. “She is prepared, skilled, and credentialed.”But does this choice possible boost Biden’s chances of winning this election? SAN DIEGO (KGTV) — In 2004, San Diego taxpayers approved a transportation tax increase that earmarked 0 million for bike projects for more bike lanes, safety features on the roads for cyclists and foot traffic, and new walking trails.Friday, SANDAG said it's going to need more. They add that an expanded bike network will help the county move closer toward greenhouse emissions goals.SANDAG has been working toward the biking goals since 2013, when the agency approved a 0 million Bike Early Action Plan. SAN DIEGO (KGTV) – Mexican authorities are investigating a gas explosion at an apartment complex that hospitalized at least three and displaced 150 people on Christmas Day.The explosion happened around noon at the Edificio Hipódromo located at 12609 Col. Alba Roja in Tijuana, one mile south of the stadium Estadio Caliente.This station’s Mexican media partner Televisa reports that the powerful blast caused damage to nearby homes and left debris strewn in the streets on opposite sides of the building.Images from the scene show several windows and glass doors blown out, and collapsed ceilings inside some apartment units.The three victims were described as a 2-year-old child and two adult females, ages 25 and 45. All three were transported by San Diego Fire Rescue to UCSD Medical Center in the United States with second-degree burns. Their conditions are unknown at this time.No other injuries were reported at this time.The explosion prompted evacuation orders at the Edificio Hipódromo and nearby homes displacing 150 people, according to Televisa. 1066

SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot.
