SAN DIEGO (KGTV) - With the cost of living going up in San Diego, a lot of people are looking for ways to make extra cash. A new startup in San Diego called Bounce wants to help drivers maximize their income. "The drivers are the most important element," said CEO Mark Potter. Potter transformed the front of his law office into the startup space. He is a longtime fan of rideshare. "Before there was rideshare, I was hiring people off craigslist to give me rides," Potter said.His model for this new company is to focus on the driver and give them more incentives to want to stay and work for the company. "Our drivers are owners. They earn ownership in our company through stock options," said Potter. This stake in the company is one of the main reasons Pamela Bernier signed on to be a driver. Bernier said, "Working my own hours, calling my own shots, still enjoying the income and the people at the same time."Bounce also has a repeat customer option. Riders have the freedom to create a list and request their favorite drivers. They also have the luxury to arrange future rides in advance.  According to the company, this provides a safer environment for both the rider and driver and also gives the driver a more consistent cash flow. "I could bounce you here, I can bounce you there, I bounce you home, where you wanna bounce let's go," said Bernier. Uber and Lyft are two other companies dominating the rideshare space. According to Lyft, 68% of drivers are primary earners of their household, and so far in 2018, Lyft passengers also spent an additional million on local businesses in town. According to Uber, rideshare and delivery drivers in California took home more than .97 billion in gross revenue for 2017. Bounce is set for a September launch, and the company is currently interviewing drivers. They require in-person interviews and background checks for each driver. They are also in the process of putting in a panic button option in the app for riders to feel safer during their ride. "We envision is that our company will be very successful with loyal drivers that put Bounce first. SAN DIEGO (KGTV) -- San Diegans requested a record number of mail-in ballots for th 2018 general election, 1.2 million to be exact.Now, as tens of thousands arrive at the Registrar's office every day ahead of election day, new technology is helping make sure every ballot is processed and counted."This is our 144 pocket ballot sorter," says Registrar Michael Vu, showing off one of two brand new machines his office bought with this election in mind."After the 2016 election we said the mail ballot population is so great we need to invest in something that's even higher speed," says Vu.The new machine can process up to 44,000 ballots per hour, twice the number of the old machine. It can also sort them by city and council district. That comes in handy with an election as big as this week's."We have 326 contests on ballot, spanning 485 candidates, and 52 measures on there," says Vu.By late Sunday, the Registrar had already received about 500,000 mail-in ballots. That includes several thousand people who voted early in-person. SAN DIEGO (KGTV) — With the pandemic prompting San Diegans to wear facial coverings, and practice physical distancing and stringent hand hygiene, flu season's start has been slowed.According to the county's Influenza Watch report published Oct. 21, San Diego County has reported 10 flu cases to date this season, compared to 320 cases at this time last year. Last year's season totaled 20,711 flu cases.The county says no influenza-related deaths have been reported so far this season. The CDC says the flu season in the U.S. typically occurs in the fall and winter, with the season peaking in December and February.County health officials say health precautions due to the coronavirus and an increase in the rate of residents receiving flu vaccinations have kept flu numbers low so far."Influenza activity has been very low so far this season in San Diego County. This may in part be due to the social distancing, hand washing, and mask wearing interventions instituted to reduce the transmission of SARS-CoV2, the virus that causes COVID-19. Seasonal influenza vaccinations are being recorded in the San Diego Immunization Registry at a higher rate than at this same point in any previous season, with 637,696 San Diegans immunized through week 42," the county's report said.Week 42 covers case totals up to the week ending Oct. 17.According to the county, 70% of this year's flu cases cover Influenza A, while 30% include Influenza B. 1445

SAN DIEGO (KGTV) -- Violence has been a part of our world since biblical days. I had been with 10News just a couple of months when one of the worst mass killings in U.S. history unfolded close to our border. We begin with that monstrous act.One scene always comes to mind from July 18th, 1984; the day of the McDonald's Massacre in San Ysidro. The body of 12 year old Omarr Hernandez, lying alongside his bicycle on the sidewalk of the fast-food restaurant. James Huberty told his wife he was going out "to hunt humans" that day. He took the lives of 21. A SWAT team sniper ended the seige by killing Huberty. The next day, Omarr's family invited us into their home to share their grief. It was overwhelming.Co-ed Cara Knott was murdered just after Christmas, 1986. Beaten with a flashlight, strangled, and thrown off a bridge alongside I-15 by a California State Trooper on patrol. Craig Peyer has made it a habit to pull over young women at night and direct them down a closed, unfinished exit ramp. He'd try to chat them up. Cara had recently taken a self-defense course and may have scratched at Peyer the night she was trapped in the darkness...and he killed her. Dozens of women told authorities they had been similarly stopped, plus there was blood and fibre evidence--threads from a rare CHP uniform patch were on her clothes. The jury voted guilty. Peyer is serving a life sentence. Cara's dad died pulling weeds from the memorial garden near where she was found. I've seen the rest of the family become closer as time passed..Stephanie Crowe was 12 when she was stabbed to death in her bedroom in 1998. Initially her 14 year old brother and two of his friends were suspects; and two of the boys confessed, including Michael Crowe. Those confessions were later deemed inadmissible; that the police interrogation was flawed. The boys were released and a transient in the rural Escondido neighborhood that night was arrested and brought to trial. There were smudges of Stephanie's blood on Richard Tuite's long-sleeved t-shirt. He escaped custody briefly during the trial but was quickly re-captured. Eventually convicted of voluntary manslaughter, the verdict was overturned on appeal. Tried a second time, a different jury considered that there was no DNA, no fingerprints, no physical proof that Tuite had entered the house; that perhaps the blood stains were due to cross contamination. He was found not guilty. The Crowe family has struggled with their grief for many years.7-year-old Danielle van Dam was stolen from her home in Sabre Springs in February, 2002. Missing for nearly a month, her body was discovered under a tree in a rural area more than 20 miles away. SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. Quarles was initially set to be housed in Jacumba Hot Springs, but that idea was shut down. Another status hearing has been set for Dec. 6. 1694
