SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. In the first year, it generated million in revenues for affordable housing projects.In the same time period, the number of declared vacant units dropped by 15 percent, welcome news in a tight rental market."There have been all these stories of college students living in mansions in expensive neighborhoods ... owners renting out to a group of five students for quite cheap just so the owner can avoid paying the tax," said Fumano.A similar tax has since been enacted for the entire province of British Columbia. SAN DIEGO (KGTV) - Siblings are frantically searching for their missing mother, after she walked out of Hospital Angeles in Tijuana Friday afternoon, according to her family.Jessica Puente, 73, accompanied her daughter, Johnica, for a surgery. When Johnica woke up, her mother was gone. "First thing I was like where's my mom, where's my mom? And they were like we don't know where she went," Johnica said.After questioning staff, a security monitor revealed Jessica walked out while speaking with the security guard at 11 a.m. Jessica asked the guard where to exchange money, Johnica said. She thinks her mom was going to find something to eat."We'll leave no stone unturned in Tijuana," her brother said Sunday night. He and their other brother flew into San Diego over the weekend, from their Seattle home, to help with the search."We tried to call the consulate but they're closed, we um called all these hospitals, we even went to the morgue, they went to the morgue this morning to see if there are any unidentified bodies," Johnica said they filed a police report with San Diego PD, passed out fliers in Mexico and have been using their connections to churches to spread the word.Johnica described her mother as shy, and says when she gets tired, she can get a little confused. She said her mother liked to dress up with flowers in her hair, jewelry, "her jacket and her shoes, she always liked to match, even though she's almost 73." Jessica is not only a mother of three, but grandmother to a little boy and girl, both under 10-years-old.When we asked how Johnica was able to stay so calm while talking about her mother's disappearance, she replied, "I don't know I just believe that she'll come up. SAN DIEGO (KGTV) - Strong Santa Ana winds moved through San Diego County Tuesday, toppling a big rig as it traveled on Interstate 8 near Alpine. The crash happened at 8:30 a.m. in the eastbound lanes at Willows Road, blocking the left lane for about an hour and a half, CHP officer Jim Bettencourt reported. Another semi overturned on Interstate 15 in Fontana. San Diegan Bashar Shebo was driving through the area on his way to Las Vegas.
