SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer and community leaders broke ground Tuesday on a Mission Bay park makeover in honor of a woman who died serving her community. Maruta Gardner was struck and killed by a DUI driver in 2016 while she was removing graffiti. The park in Bonita Cove is being named in her honor and receive a “much-needed makeover” for the playground, city officials say. SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed by a Border Patrol agent following a confrontation Friday.According to police, David Angel Villalobos-Baldovinos, 30, was shot by an agent after entering the US illegally.Police say Villalobos-Baldovinos, a Mexican National, tried to enter the US illegally and was confronted by an agent just before 6 p.m. October 23 in San Ysidro.Villalobos-Baldovinos reportedly fought with the agent, who police say received minor injuries during the scuffle. The agent then fired his weapon, hitting the suspect one time in the torso, police say. The man was pronounced dead at the scene. SAN DIEGO (KGTV) - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities for locals. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." SAN DIEGO (KGTV) -- San Diego is bringing back its Portable Pool program to help teach children water safety skills. The program will officially open at City Heights Recreation Center starting June 17. While pools are installed, the city will provide free, week-long water safety skills classed for children ages 3 through 15. According to the city, the classes can accommodate as many as 100 children per week with six to 10 children in each class. “Drowning is one of the leading causes of death in children ages one to 14 and is the leading cause of accidental injury death for children ages one to four years old,” said Nicole McNeil, Supervising Recreation Specialist for the City’s Aquatics Program. “The City is offering these important free classes to help young children learn basic swimming skills to keep them safe around pools and prevent unnecessary drowning tragedies.”An additional portable pool will be installed at the Robert Egger Sr./South Bay Recreation Center starting July 1. The portable pools will be in place for three weeks before being moved to facilities in Paradise Hills, Linda Vista and Ocean Beach recreational centers. Registration for Portable Pools is on a first-come, first-served basis. To enroll, parents must fill out an ActiveNet form and return it to the recreation center where the portable pool is located. The program was created in 1968 and provides water safety training to children who don’t live near the city’s 13 municipal pools.
