A Florida man was arrested after police say he left his 19-month-old daughter outside overnight during Hurricane Irma.Angelo Mitchell, 36, of Jasper, Florida, faces a charge of child cruelty related to the Sunday incident.According to Tallahassee's WCTV, the girl's mother called police Monday morning, telling them Mitchell had taken their daughter away the night before and when she saw him again on Monday, the girl wasn't with him.Police searched the area for the girl but were unable to find her. Mitchell allegedly denied ever taking her, telling officers she was probably with a family friend, according to WCTV.At about 11:30 a.m. local time on Monday, someone found the girl in the yard of a house about 500 yards away.Police said the girl's skin had turned purple after she'd spent the entire night outside during the storm being battered by wind and rain. The girl also had scratches and bug bites on her body, according to WCTV. A high school teacher was placed on administrative leave after handing students a questionnaire that asked them about sexually explicit activities and delinquent behavior, a spokesman for the Weber School District said Monday.The teacher, who was not identified, handed the survey out to 11th-grade students at Roy High School last week. The class provided instruction in human sexuality and the questionnaire was issued without parental consent, district spokesman Lane Findlay said.He said the teacher in question was a veteran within the Weber School District and didn’t believe there was any “malicious” intent with the survey.A copy of the questionnaire has since been removed from the district’s portal. However, it was posted to several websites, including scarymommy.com. The 30-question survey asked students questions from drug use to sexual activity and abortion and originated from a 1967 Ann Landers survey about sex and drugs.Heather Danks-Miller, whose daughter was handed the survey, said she found out about it when her daughter mentioned her result after taking a questionnaire. Her daughter didn’t want Danks-Miller to see how she answered the survey but read some of the questions back to her mother.“She read the questions and as she progressed, they were getting worse and worse,” Danks-Miller said. "The last 10 were really disturbing and invasive."Even worse, she said, the students were being asked to turn the survey in with their names on it."Even if you take it, grade it and hand it right back, what would happen if that paper got into the wrong hands?" she asked. "Some of the questions about the drug use, if you've ever smoked pot? Have you ever tried angel dust? I mean you're asking these people to basically incriminate themselves and turn this paper into you."If it was anonymous, sure — but even still. I would be way more comfortable if that happened."The final scores ranked students from “a nerd — just where you should be at your age” to “hopeless and condemned.” Students in the class were asked to put their names down for a grade.“Basically parents consent to have their students be able to discuss and learn about some of those topics. Unfortunately, we had a questionnaire that was given out to students as a part of this course and that questionnaire was outside the approved curriculum,” Findlay said. “We had some parents that came up to us with some concerns about the contents of that questionnaire, so we’ve been looking into it to figure out how that ended up in the classroom and what do we need to do to remedy that situation.”Findlay said two federal acts and state laws prohibit surveys eliciting information about a student’s sexual behaviors, attitudes, sexual orientation or involvement in criminal behavior. He said district policy notes that teachers are expected to use “professional judgment and discretion in providing age-appropriate material.”Danks-Miller said she expected the school would apologize and the survey would be taken out of the curriculum. She said that didn't happen immediately and didn't learn of the teacher's administrative leave until media reports.She questioned if it had been used in the past or if a student wasn't as open with their parents as her daughter was with her, that the questionnaire would still be given to students."How many years has this paper been given out? And how many lives has that affected by telling teenagers they're hopeless and condemned or they're a nerd?" she said.In addition to placing the teacher on administrative leave, Findlay added the district and high school apologized to students and parents for the questionnaire and that it would not be used in the future. A California utility company said its crews found a damaged transmission tower and holes in a power pole at separate locations near the site where the Camp Fire started.More than a month after the deadliest and most destructive wildfire in the state's history broke out, Pacific Gas & Electric Co. released a more detailed account of outages it experienced that day.In a letter to the California Public Utilities Commission, PG&E said one of its employees called 911 on November 8 -- the day the deadly wildfire began -- after spotting flames in the vicinity of a high-voltage tower near the town of Pulga in Butte County.That fire was reported almost 15 minutes after the utility experienced a transmission line outage at the same location, the company said. It was also around the same time the Camp Fire broke out.The electric utility had disclosed in a regulatory filing last month that it "experienced an outage" on a transmission line in Butte County about 15 minutes before the wildfire began but had not released additional details.PG&E said in its Tuesday letter that inspectors later discovered that a hook connecting part of the transmission line and the transmission tower was broken. They also found a flash mark on the tower.The company also detailed a second outage at another location. That incident was reported a few miles away from the first outage and about 15 minutes after the wildfire started.When crews went to check the outage a day later, the letter states, they "observed that the pole and other equipment was on the ground with bullets and bullet holes at the break point of the pole and on the equipment."Meredith E. Allen, PG&E's senior director of regulatory relations, explained that details about the incidents are preliminary and they remain under investigation."The cause of these incidents has not been determined and may not be fully understood until additional information becomes available, including information that can only be obtained through examination and testing of the equipment retained by CAL FIRE," Allen wrote to regulators.The Camp Fire burned through more than 153,000 acres in Butte County, killing at least 85 people and destroying thousands of structures. A high-speed police pursuit has ended in a Phoenix neighborhood as police continue to search the area for at least one suspect.Police say they were following a possible stolen vehicle and attempted to pull the driver over Tuesday when the suspect refused to stop.Helicopter video showed the white SUV in the Biltmore area around noon, going the wrong way in traffic and driving on light rail tracks near Central Avenue and Thomas Road to avoid stoplights. Video from helicopter showed what appeared to be stop sticks deployed on the vehicle that caused a tire to blow near a neighborhood in west Phoenix. The vehicle was then seen driving through multiple front yards and sidewalks around 12:30 p.m. The occupants of the car bailed in front of a home on foot. Police say one woman, the passenger in the vehicle, was taken into custody. The male driver is still missing and believed to be hiding in the neighborhood.Police say the male suspect is believed to be responsible for at least three carjackings. During one of the carjackings Tuesday, a Phoenix police officer tried to intervene and fired shots toward the suspect. A California police officer shot during the Las Vegas mass shooting outside Mandalay Bay hotel and casino is at home with his family for the first time in months.Friends and family welcomed Ontario police officer Michael Garcia home yesterday. Both he and his fiance were wounded during the Oct. 1, 2017 shooting. At one point she jumped on top of him to shield him from gunfire after he'd been shot in the head.Thanks to her bravery and months of medical assistance, Michael Garcia survived. He's now trying to move forward with his life and regain some semblance of normalcy."It's everything, it's been a long road, so I'm just grateful for everything," said Garcia.Garcia can't work at the moment due to his extensive rehabilitation but that hasn't kept him from being upbeat. Other's have taken notice of his positivity and have decided to help out. That is why when Garcia arrived home he was shocked to find out he was the recipient of a brand new car.
