WASHINGTON — Retiring U.S. Senator Lamar Alexander, R-Tennessee, gave his farewell address from the Senate floor Wednesday morning, urging for a "change of behavior."Alexander is retiring after more than 40 years in public service. During his farewell remarks, he called for bipartisanship among what has been a deeply divided Senate over the past decade."Divided government offers an opportunity to share the responsibility — or the blame — for hard decisions," Alexander said. "That's why our country needs a United States Senate, to thoughtfully, carefully and intentionally put country before partisanship and personal politics, to force broad agreements on controversial issues that become laws most of us have voted for and that a diverse country will accept."Alexander also offered a defense of the filibuster, the parliamentary rule that allows a minority party to block legislation. He says the rule forces the Senate to work together to solve problems as opposed to allowing one party to dominate the chamber.Some progressive Democrats have floated eliminating the filibuster in the hopes of passing more legislation.Alexander's career began in 1978 when he famously walked more than 1,000 miles across Tennessee to make his case to be governor. He served two terms as the state governor and later took the helm at the University of Tennessee. He also served as President George H.W. WASHINGTON (AP) — A voter initiative led by Michelle Obama is partnering with a similar group founded by NBA star LeBron James and other prominent Black athletes and entertainers to sponsor events in major U.S. cities starting next week to generate excitement about voting early for the Nov. 3 election.Mrs. Obama’s When We All Vote and James’ More Than A Vote are teaming to provide information, transportation, food, music, personal protective equipment and other support at early voting sites around the country Oct. 18-31.“Millions of Americans have already cast their ballot and with only 21 days until Election Day. Making your plan to vote early is critical,” Mrs. Obama said Tuesday in a statement to The Associated Press. “It’s now up to us to do everything in our power to get our friends and family ready to vote early and safely together. VISTA, CA (KGTV) — The man accused of intentionally driving a U-Haul van into a crowd of people outside of an Encinitas bar, pleaded not guilty to serious charges in a Vista courtroom Wednesday.Christian Davis, 28, stood next to an attorney with his head down as he was formally charged with two counts of attempted premeditated murder, three counts of assault with a deadly weapon, and one count of felony driving under the influence of alcohol.Deputy District Attorney, Kim Coulter, said the incident early Sunday morning started at the Saloon and Shelter bar when Davis was kicked out.RELATED: Video shows driver slamming into crowd outside Encinitas bar"He was asked to leave because he was highly intoxicated and it was time for him to go," said Coulter.Once he was kicked out, Coulter said he got into a verbal argument with two bouncers, then threatened them."It escalated and culminated with Davis telling the security guards 'you're going to regret doing this, I’m going to come back and I’m going to kill you,'" she said.Moments later, witnesses saw the U-Haul heading for a crowd of people standing outside of the bars.RELATED: Man arrested after driving into crowd outside Encinitas barThe incident was captured on a passerby's dash cam video."He reversed out of a 7-Eleven and he came barreling down a sidewalk in front of Shelter bar, right into a crowd of people," said Coulter. Voters in Maine are trying out a new election system this year.“It is going to be used this fall for the first time in the presidential race, and that was a focus of a series of court challenges that went back and forth up though just a few weeks ago before it was finally determined, yes it will be used in the presidential race,” said Mark Brewer, Professor of Political Science at the University of Maine.What is ranked-choice voting? And how does it differ from how you fill out the more traditional “choose one,” or plurality, ballot design?“Normally you'll have a grid of candidates, all the candidate names on the left side and all of your choice columns along the top,” said Chris Hughes with the Ranked Choice Voting Resource Center. “Once we get everybody's ballots in, you count up all the first choices. If anyone has the majority, they get 50% of all those first choices, then that person is the winner.”However, if no candidate gets 50%, “you eliminate whoever has the fewest first choices and count the second choices on those ballots instead,” Hughes said.Ranked-choice voting has already been used for some local elections in states like California.“The big surge we’ve seen in the last 20 years started in San Francisco. San Francisco adopted ranked-choice voting in 2002 to eliminate their run off elections. Now they have a single general election,” Hughes said. “The last 20 years we’ve seen this huge growth, even between 2016 and 2020 we’ve seen five more cities adopt ranked-choice voting.”Why is Maine making the change now, in the brink of a critical presidential race? It’s a decision that was made four years ago. But in more complicated elections where there are a bunch of candidates and it’s a tight race you run more of a risk of anomalies occurring,” said Aaron Hamlin with The Center for Election Science.What does this voting method mean for Maine, and the U.S. as a whole this election?“Ranked choice is going to come into play in the United States Senate race here in Maine,” Brewer said.“It’s not inconceivable that the Maine Senate race ends up deciding control of the U.S. Senate, and we're not going to know the outcome of the Maine Senate rate on election night. I can't imagine we will.
