SAN DIEGO (KGTV) - The father whose two children died in a Rancho Bernardo home fire in 2017 was found guilty on all counts Monday. Jurors found Henry Lopez guilty of two counts of child endangerment, recklessly causing a fire causing great bodily injury, and two counts of involuntary manslaughter in the death of his two children.Prosecutors argued Lopez fell asleep with a lit cigarette, starting the fire that killed 7-year-old Isabella and 10-year-old Cristos and destroyed his condominium. Lopez’ attorney said a defective cell phone was the likely ignition source. Lopez woke up to find his home on fire and tried to escape but passed out from smoke, investigators said. Firefighters later found him and took him to the hospital. Deputy District Attorney Kyle Sutterley said Cristos died of burns to more than 80 percent of his body and Isabella died of smoke inhalation. "A parent has a responsibility to care for their children, a responsibility to protect their children, and if need be, to sacrifice themselves for their children. And Henry Lopez, on Oct. 28, 2017, he failed his children, and as a result, one of them burned to death, and one of them went to sleep and never woke up,'' Sutterley said in his closing argument. SAN DIEGO (KGTV) -- The Marine Corps Recruit Depot (MCRD) in San Diego could be closing as part of an effort to integrate women into the Marines.MCRD has been in San Diego for about 100 years, but it currently does not have facilities specifically for female Marines.According to a Military.com report, Marine Corps officials are looking at other options in order to meet the integration mandate from Congress.One proposal would create a single boot camp that would include the necessary facilities, rather than the current process of dividing recruits between MCRD in San Diego and the boot camp in Parris Island, South Carolina.In response to a possible closure, the San Diego Military Advisory Council said losing the area boot camp would cost the city.SDMAC Executive Director Mark Balmert said, “So 400 recruits a week come through our location here, about 16,000-17,000 a year. Our studies have shown more than 60,000 of their family members make the trip to San Diego to be a part of their recruit graduation.”Marine officials have already told the Pentagon it cannot add women to boot camps without building new facilities. 1139

SAN DIEGO (KGTV) -- The man accused of killing his parents and sister in a Logan Heights house fire pleaded not guilty in court Tuesday. Wilber Romero, 26, is facing charges that include first-degree murder and arson in the October 13 blaze. The fire started around 4:30 a.m. on the 3100 block of Clay Street. 44-year-old Jose Romero died at the scene while his wife and daughter, Nicolasa Maya-Romero, 46, and Iris Romero, 21, died at the hospital in the days following the blaze.The family’s 23-year-old daughter remains hospitalized. A 16-year-old son, who was injured when he escaped out a window, was released following treatment. Wilber is being held on million bail and faces life in prison if convicted. Court documents show the fire wasn’t the first time he allegedly targeted his family. Wilber reportedly attacked his father with a brick and rocks and damaged his car in September of 2018.The incident prompted a police standoff that ended when police shot bean bags at Wilber and released a police dog, documents show.The documents go on to state Wilber was in a car accident when he was 6-years-old and that he has suffered from a learning disability since the crash.According to the documents, Wilber also struggled with drug addiction. 1461

SAN DIEGO (KGTV) — The City of San Diego could make the unorthodox move of refusing to reveal a directory of its 11,000-plus employees.A new memo from City Attorney Mara Elliott's office says officials fear doing so could increase the risk of cyber attack. "You have indicated that releasing all City employee email addresses at once could create a potential threat to the City's cybersecurity because it would make it substantially easier for bad actors to launch phishing attacks against the City, which could interrupt critical City operations," says the Sept. 20 memo. The Union-Tribune recently made a California Public Records Act request for names, work email addresses and phone numbers of all city employees, which is disclosable under the act. Cyber security experts say public agencies have been facing a barrage of hacking attempts because they control critical civic operations. Last year, hackers shut down some operations at the Port of San Diego, and the city of Atlanta has spent millions to recover a system after a ,000 ransomware attack. Ted Harrington, an executive partner at Independent Security Evaluators, said hackers often try to get victims to open attachments in emails, known as phishing. "It's an attack method where when the victim either clicks a link or downloads an attachment, that automatically installs some sort of malware or directors that particular victim to a malicious website, and then all kinds of bad things can happen from there," he said. The City Attorney's memo existing case law suggests there are circumstances where not disclosing the list of workers outweighs the public interest in disclosing them, but leaves it up to the city on a final determination. Jeff Light, the editor and publisher of the Union-Tribune, said in a statement that he understands the cyber security concern, but that it shouldn't keep the information from being disclosed. "Public information law in California says that 'access to information concerning the conduct of the people’s business is a fundamental and necessary right of every person in this state,'" Light said. "I don’t see how that principle squares with this theory that the government should not reveal the phone extension or email of a city employee."The City Attorney memo notes that while the city may not release a full directory, residents do have access to contact information for city officials they may need to contact. July 1, with those who violate San Diego parking rules receiving written warnings. Starting Wednesday, July 15, citations with fines will be issued.City officials said resumption of parking enforcement is “identified as one small step toward restoring San Diego’s economy.”“We know many residents are looking forward to visiting their favorite restaurants, breweries, cafes, shops and stores, and restarting our local economy. As the City begins to take careful and measured steps to reopen, we need to make sure parking enforcement, especially in our business districts, allows for a healthy flow of customers, ensures accessibility and reinvests back into our communities,” said San Diego’s Deputy Chief Operating Officer Erik Caldwell.Chris Clark, with San Diego’s Small Business Alliance, added, "Like all San Diegans, local business owners have shouldered the burden of our unprecedented situation the past few months. Now, we are finally starting to sense a return to business and life as usual. While free parking is convenient, parking meters help incentivize turnover at prime parking spaces in business districts.
