SAN DIEGO (KGTV) -- A massive water main break in North Park Tuesday morning flooded streets as the neighborhood continues to cope with issues related to the breaks. According to the city, a 30-inch cast iron water main transmission line broke around 6 a.m. on Ray Street at Capps Street. Currently, the City of San Diego is in the process of replacing all cast iron pipes. After that process is complete, the city says it will assess concrete mains. Crews hope to have all cast iron pipes removed by 2023. SAN DIEGO (KGTV) -- A man was arrested Tuesday night following a chase that injured one woman.According to San Diego Police, officers noticed that the man’s headlights were out and tried to pull him over near Nimitz Boulevard and Rosecrans Street around 8:22 p.m.The man then reportedly took off, striking two cars along the way. The pursuit then led officers onto Interstate 5 where the suspect struck the back of an SUV, injuring a woman inside.Officers were able to take the man into custody after he tried to cross I-5 and run down a steep embankment.The severity of the woman’s injuries are unclear. 612

SAN DIEGO (KGTV) - A reward was offered Tuesday to find a woman suspected of opening several credit card accounts at stores in Lemon Grove and College Grove with a stolen identity.The crime spree started July 12, according to San Diego County Crime Stoppers. The woman successfully opened accounts at several stores but failed on other attempts.More than ,000 was charged before the accounts were closed.The victim contacted the San Diego Police Department upon learning the accounts were being opened. He or she did not know how the suspect gained access to private information.Investigators say the woman is African-American, blonde, and between 25 and 35 years old.Anyone with information is asked to call Crime Stoppers at 888-580-8477. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. Smart streetlights do not have this technology, said Lt. Shawn Takeuchi.“Although we were not one of the agencies showcased in the state audit released today, we will be looking at the audit closely to ensure we are following best practices and ensuring our policy meets guidelines,” he said. 2817

  

SAN DIEGO (KGTV) -- A program dedicated to giving high school girls in under-served areas skills to help get good part-time jobs is being given a ,000 grant from The San Diego Foundation."These students are going to be able to experience real world, hands-on training in highly technical fields," said Katie Rast from The San Diego Foundation.Called "Girls Take Flight", 20 students from schools in Southeast San Diego are spending their spring break in a classroom partaking in a "drone camp".The girls are learning how to build, fly, repair, and code drones. The hope is that those skills will help them get the part-time jobs that they'll likely need to pay for college.In addition, about half of the students will be awarded internships with the Elementary Institute of Science, which is administering the program.Those internships will include tours and introductions to potential mentors from prestigious San Diego-based tech companies, including Qualcomm, Northrop Grumman, and General Atomics.10News spoke with students who say opportunities such as this one are hard to find in communities such as theirs, leading to their dedication to take advantage."I know my parents did so much to bring me here," said Sundus Mohamed, a Crawford High student and daughter of Somali immigrants.
