CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. It could take us 30 contacts [with a person] and on the 31st they're like, ‘Hey, I want help now.’”Outreach coordinators will report back to the City Council on the progress of the initiative later this year. 1927

CHICAGO -- One sector of the economy that skyrocketed as the pandemic hit is now seeing global shortages. Demand for bikes is nearing all-time highs. And if you’re in the market for a new two-wheeler, it may be months before you can wrap your fingers around some handlebars.Bicycles seem to be everywhere, unless you’re trying to buy one.At Edgebrook Cycle & Sport in Chicago, bikes have become a hot commodity during the pandemic.“It has been off the charts. It's unprecedented,” said owner Jim Kirsten.So much so that there’s a critical shortage, not just in the Windy City, but everywhere.“We have about 10% of our usual inventory and our service work which you see kind of surrounding me here is about 300% where it normally is,” said Kirsten.In fact, bike racks at retail giants like Walmart, Target and Dick’s Sport Goods are almost completely bare.Online vendors like Torrance, California-based Sixthreezero say demand for their bikes has jumped 800%. They’ve had to triple their staff to handle the increased interest.April sales for traditional bikes, indoor bikes, and other accessories grew by 75% compared to the same time last year and reached billion for the first time in a single month.Industry experts say commuters abandoning public transportation, gym closures and the search for socially distanced recreation created a perfect storm.Today’s bike boom, they say, is one not seen since the oil crisis of the early 1970s.“Mid to low price bicycles are just wiped out across the country,” said Jay Townley, a consultant with Human Powered Solutions. Townley spent much of his 60-year career at Schwinn and as president of Giant Bicycle Company.“Along with new bike sales, bicycle repair has skyrocketed. There are a lot of shops if you call around the shops in your area, you'll find a lot of them are weeks out for repair,” he said.Townley says the U.S. bicycle market is import dependent with more than 90% coming from China.Punitive trade tariffs, supply chain disruptions and lackluster 2019 sales caught manufacturers off guard and forecasts didn’t predict the increased demand accelerated by the pandemic.“Now, we're in a phase where we're trying to get that pipeline to replenish those inventories and that's going to be extremely difficult as we go forward,” said Townley.It could be late fall before supply catches up to demand. CHICAGO, Ill. -- As coronavirus cases continue to spike, some states are reinstating restrictions on indoor dining. Restaurants already reeling with huge financial strains are trying to find innovative solutions to keep their doors open. Some are thinking outside the box and into a bubble.“What you're seeing in Washington D.C. and Chicago and elsewhere are local mayors trying to incentivize and help restaurants winterize their outdoor spaces and really doing whatever they can to encourage outdoor dining,” said Mike Whatley, vice president of state and local affairs for the National Restaurant Association.But with indoor dining shut down in many places across the country, geodesic domes or igloos, tents and mini greenhouses are popping up to help keep diners warm and safe.The National Restaurant Association says a recent survey indicates 49% of full-service restaurant operators say they are taking actions like installing tents or patio heaters to extend their outdoor dining season.Restaurant owner Sophie Huterstein and her staff built 14 4x6 greenhouses for use outside her restaurant, The Darling.“We’ve been utilizing this system of being able to dine together, apart from the moment we reopened after the initial shutdown, as a genuine intent to protect the guests and our staff,” she said.The idea was inspired by an installation in Amsterdam. Each one can accommodate two to four people and is helping sustain her business while indoor dining is restricted.“You are sitting closely in there, but it is our hope that no one would dine with people that they are not very familiar with,” said Huterstein.Safety experts say this type of seating can keep people safe if there’s frequent cleaning and ventilation.California resident Sarah Moffat dined inside a greenhouse for the first time.“I don't know if we're gonna have a sense of normalcy ever again,” said Moffat. “But to have moments that you can share with friends and your close loved ones in a safe environment is kind of amazing.”The City of Chicago challenged designers from across the country to propose winter dining solutions.Atlanta-based national design firm ASD/Sky created a modular cabin inspired by ice fishing huts that would fit inside the footprint of a parking space. Their goal was to create a reason to stay on-site instead of taking out.“People just want an experience that’s what we're lacking right now,” said ASD Sky Designer Nicole Grillet. “So that was the driver behind creating this idea.”Urban development designers Neil Reindel and Flo Mettetal were inspired by Legos with their "Block Party" concept. The compact, heated two-seater eat-in modules can be deployed and retracted.“Much like how you would previously push tables together, the idea would be that these frames of two could be connected in increments of two and you could have larger or smaller groups based on that,” said Reindel.It’s something they say could be utilized anywhere in the country.“It was really meant to be user friendly and kind of fit the needs of the restaurant wherever it is,” said Mettetal.With 40% of restaurant owners worried about staying in business through February, many are banking on futuristic dine-in concepts to help them brave the uncertain winter ahead. 3260

CAMPO, Calif. (KGTV) -- Cal Fire responded Saturday afternoon to a large fire burning near the border in Campo. According to the agency, the fire is raging near Forest Gate Road and Border Road.Although Southern California Air Operations tweeted around 11:45 a.m. that the fire "is now well established on the U.S. side," Cal Fire says the blaze never reached the U.S. Air Operations said it sent several aircraft to the fire, including two tankers and two helicopters, but around 1 p.m., all aircraft were released from the fire. The agency said the fire is burning in light flashy fuels with a rapid rate of spread. The blaze is estimated at 50 to 100 acres currently, Cal Fire reported.
