SOLANA BEACH, Calif. (KGTV) - The Solana Beach City Council is the latest local government body to take up the gun control debate in the wake of recent mass shootings.On Wednesday night, the council passed Resolution 2018-036, which calls upon California Congressmen and women to pass gun safety regulations.Included in the resolution is official opposition to the Concealed Carry Reciprocity Act of 2017, currently making its way through Congress.That bill would force states to honor Concealed Carry Permits from other states, regardless of how strict or relaxed each state's regulations are.Other parts of the Solana Beach resolution call for:- Raising the minimum age to buy a gun to 21- Banning the sale of military-style semiautomatic and automatic weapons- Banning the sale of high capacity magazines that hold more than 10 cartridges- Universal background checks- Mandatory safety training before buying a gun- A 10-day waiting period before taking possession of a gunYou can read the full text of the resolution here.The resolution makes Solana Beach the second city council in San Diego County to take up the issue. In January, a committee of the San Diego City Council passed a similar resolution.Meanwhile, the Del Mar City Council asked the Fairgrounds to consider ending the Crossroads of the West gun shows that take place there several times each year following protests at the event earlier this March.But gun rights advocates say moves like these are all grandstanding, and make the gun safety debate more divisive."I think the intention is to portray gun owners as dangerous and not law-abiding and it's just not true, it's the exact opposite," says Michael Schwartz, with the San Diego County Gun Owners PAC. He points out that other cities, like Santee, have voted to show support for concealed carry rights."Not welcoming law-abiding citizens from other states? I think that's a bad move," he says.Supporters of the resolution say this about more than gun safety. They say the act in Congress is a state's rights issue."The people of California have spoken and created our laws that are more stringent than this," says Nikki Faddick with San Diegans?4 Gun Violence Prevention. "This measure would gut those laws."The bill, co-sponsored by San Diego Congressmen Duncan Hunter and Darrell Issa, has already passed through the House of Representatives. Special counsel Robert Mueller's office is considering bringing more criminal charges against Paul Manafort, after it accused the former Trump campaign chairman of violating his plea deal to cooperate with prosecutors.The announcement came at a half-hour court hearing Friday morning, where Manafort's team learned that his sentencing for conspiracy and witness tampering will happen on March 5, 2019.The hearing came just days after special counsel prosecutors said they believe Manafort lied during his interviews with investigators following his guilty plea in September. The special counsel's office may have to turn over evidence backing up its claim in the coming weeks.Such a move could give Manafort's legal team, and in theory, President Donald Trump's lawyers if they are still in touch, a new window into some of the information Mueller has collected during the investigation.Manafort pleaded guilty earlier this year to two charges of conspiracy and witness tampering, while publicly admitting he committed several other financial and lobbying crimes. He separately was found guilty by a jury in Virginia of eight financial fraud charges related to his Ukrainian lobbying proceeds.Lead prosecutor Andrew Weissmann said the Justice Department is evaluating whether Manafort could still be held liable for crimes he's admitted to but is not currently charged with in federal court."I don't know at this time. We will have to evaluate whether it will be fruitful to take action" on those crimes, Weissmann said.Manafort is currently in jail in Alexandria, Virginia. He did not attend the hearing Friday; two defense attorneys were there on his behalf.Since his initial indictment last October, Manafort has been a thorn for prosecutors and, at times, for the judge.While he still claimed his innocence in the case, prosecutors indicted him for attempting to contact potential witnesses to shape their stories. He then went to trial in Virginia federal court, holding off prosecutors from making a deal. After he lost his case at trial, Manafort changed his plea and agreed to cooperate with investigators. But that cooperation now appears to be tainted with the lying accusation -- another unusual turn of events.Manafort says he believes he was truthful with investigators."We have ... had lengthy conversations with the defense to discuss the facts," related to Manafort's alleged lies during his cooperation, Weissmann said. "They're aware the gravemen of what the concerns are."Both legal teams will hash that out in court soon, with filings beginning to come in next week about the facts of how Manafort's cooperation fell apart.Despite the dispute over whether Manafort breached his plea deal, the two parties struck a cordial tone in the courtroom.When things wrapped up, lawyers from both sides wished each other "happy holidays," sometimes shouting across the room, as people started filing out of the chilly courtroom. 2950

  

Several Kentucky teachers won't be going to work Friday after the state legislature approved changes to their pension on Thursday.Educators, who are furious over the pension issue, called out of work in protest. At least nine counties have canceled school, the Kentucky Democrats tweeted early Friday. Kentucky has 120 counties.The bill, which overhauls the state's pension, passed mostly on party lines and heads to Gov. Matt Bevin, who supports reforming the system. State leaders say it's critical to fix the pension crisis, which ranks as one of the worst in the US.Kentucky teachers have opposed changes to their pension, which was in Senate Bill 1 that proposed reducing benefits. 694
