SAN DIEGO (KGTV) — While hundreds of thousands of San Diego County residents are receiving the mail-in ballots they asked for this week, some residents are receiving mail-in ballots whether they asked for them or not.Registrar of Voters Michael Vu tells 10News about 41,000 people this election is living in precincts where there are not enough voters to field a polling place."When you think about all those political jurisdictions participating in the election and all those boundary lines that overlap one another, it's going to create various pockets throughout the entire county," says Vu.YOUR VOICE, YOUR VOTE: Local, national 2018 election newsVu says any precinct with fewer than 250 registered voters can become an automatic mail ballot district. In those cases, all registered voters in the district will receive a mail ballot. SAN DIEGO (KGTV) — Weeks after storms flooded University of California San Diego dorms, students are still reeling from the damage.UCSD officials said 41 students, from Thurgood Marshall and Revelle Colleges, were relocated after the flooding Nov. 20. By Dec. 6, they said 19 had moved back into their rooms.Students showed 10News their dorms that smelled of mold. Friday, a dorm in the Thurgood Marshall Lowers Apartments had a hole in the ceiling. Students said the hole was cut after water fell from the ceiling days after the Nov. 20 storm."I noticed something dropping and it's like starting to smell," a student said. "It started dropping from three holes in the ceiling ... SAN DIEGO (KGTV) — Whether or not the Padres head to the World Series, Petco Park may still see playoff baseball this season.Under a plan by the MLB, a neutral-site playoff format with teams living in a "bubble" may be finalized next week, though it is awaiting approval by the Players Association, according to ESPN.The plan states that playoffs would start with the top four seeds in the AL and NL hosting all the games in a best-of-three wild-card series: the AL games between Sept. 29 and Oct. 1 and the NL games between Sept. 30 and Oct. 2.The highest AL seed would be the home team for the division series at Petco Park in San Diego, while the other series heads to Dodger Stadium in Los Angeles. The AL championship series would then be played at Petco Park.On the NL side, the top seed into the division series would play at Globe Life Field in Arlington, Texas, and the next-highest seed would play at Minute Maid Park in Houston. The NL championship series would be hosted in Arlington.The MLB's reported plan would begin the World Series on Oct. 20 at Arlington and end no later than Oct. 28.ESPN reports that the Players Association is considering concerns from players who have lived outside of the bubble format, similar to how the NBA has operated this season, with the ability to be around family and friends.
