SAN DIEGO, California — One year ago, life forever changed for Navy EOD technician Kenton Stacy and his family.He was in a Syrian hospital clearing IEDs when one exploded, leaving him with a two percent chance of survival. His comrades fought to save his life and did, but Kenton was left paralyzed and unable to talk.He's now receiving care at the VA Medical Center in La Jolla.“We’re all ready for him to come home, it's just been hard juggling being here, being with the kids," said Lindsey Stacy, Kenton's wife.The couple has four children, one with special needs.As they work through Kenton's recovery, the family was hit with yet another unexpected hardship.They've been renting their Chesapeake, VA home for the last two years, not realizing tenants were destroying the house.The carpet and blinds were destroyed as well as much of the hardwood floors. The tenants also smoked cigarettes in the home."I just couldn't believe that people would destroy someone else’s property like that, shocking and it hurt,” said Lindsey.She shared what happened on their Facebook page #StacyStrong.It didn't take long for the community to step up and help make it right, with members of the EOD community spending hours to repair the house.Real estate agent Julie Fish, wife of an EOD tech, also stepped up to help.She's going to help sell the house without taking a commission and has enlisted help for labor and needed repairs. "The EOD community, they really have made it that they're taking care of it and it's one less thing I have to worry about," said Lindsey. San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. RELATED: San Diego dry dock floods following barrier collapseThe list of jobs impacted includes 129 welders, 85 electricians, 84 painters and 82 pipe fitters.  Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock.  "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off  - a number too low to trigger a WARN public notice.  “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. That damage is delaying the next order, leading to the potential layoffs.NASSCO spokesman Dennis DuBard pinned the layoffs to the July 11 incident, and said the company is working to remedy the situation. 10News has since inquired about issues related to the April hiring event. “We are working diligently so not all employees who were notified will be affected. We regret the impact this will have on employees and their families,” DuBard said. “The company has arranged a variety of programs and resources to assist those who will be affected.”Godinez said the union would be working to arrange for additional training for workers who could be laid off, so they can find new jobs.  3023

(KGTV): City leaders in San Diego want to bring another major military attraction to America's Finest City.On Tuesday, the City Council will vote on a resolution showing their support for bringing the National Medal of Honor Museum to town.The resolution touts the city's strong military ties and thriving tourism industry as reasons for why the Museum should pick San Diego.Right now, the National Medal of Honor Museum Foundation is still in the fundraising and planning phase. According to their website, the museum would tell the stories of each of the 3,500+ Medal of Honor recipients. It would also have an education center.There's no word from the museum on when they plan to pick a location.San Diego already has the USS Midway Museum, which brings in over one million visitors each year. The resolution also lists the San Diego Air and Space Museum, the Flying Leatherneck Aviation Museum, The Veterans’ Museum and Memorial Center, Mt. Soledad Veterans Memorial, Cabrillo National Monument and the San Diego History Center as other major military monuments in town.The city is also home to the largest concentration of US Military members in the world. Approximately 143,000 active duty military and 241,000 veterans live in San Diego."It's a perfect fit," says Mark Balmert, the Executive Director of the San Diego Military Advisory Council. Players will have to quickly adjust to the first major renovation at the famed South Course in more than a decade."I can't wait to see them play it and see what their scores are and try to hear some of their comments," Scott Bentley, who helps oversee the City of San Diego Parks and Recreation Golf Division, said while giving 10News a tour of the changes Monday ahead of the tournment.Respected course designer Rees Jones, who helmed the last major renovation to Torrey Pines in 2001, examined advanced analytical data from the 2019 tournament, studying where the pros are hitting their shots. Jones used that information to recommend changes, moving several bunkers to locations that will force players to make a difficult strategic decision on how to approach the hole.
