SAN DIEGO (KGTV and CNS) - The first rain storms of the season moved into the region Tuesday, bringing significant rainfall throughout San Diego County along with the possibility of snow in the mountains. A low pressure system to the south will make its way north and meet a colder, low pressure system that is making its way down the coast, National Weather Service meteorologist Miguel Miller said. These conditions are expected to produce rain continuing through Thursday night, with the heaviest rainfall expected on Wednesday, Miller said. An urban and small stream flood advisory was also issued through 3:15 p.m. for areas of San Diego County, including Chula Vista, Oceanside, Carlsbad, Temecula, El Cajon, Vista, Encinitas, National City, La Mesa, and Poway.Rainfall amounts through Thursday night are expected to be around 2 inches in the mountains, between 1 and 1.5 inches in the inland valleys, around 1 inch near the coast and less than a quarter-inch in the deserts, according to the NWS. Snow levels will drop to 6,000 feet by Wednesday evening, with several inches of snow expected by late Thursday, Miller said. Temperatures are expected to remain about 5-10 degrees above average Tuesday before dropping to 15-20 degrees below average on Wednesday, he said. SAN DIEGO (KGTV) - A baby hippo was born Saturday night at the San Diego Zoo and is now freely exploring its habitat, although always under the watchful eye of her mother. The calf, the 9th birthed by Funani since she arrived at the Zoo, is yet to be given a name."Less than ten minutes after it was born, it was already on the beach," Senior Wildlife Care Specialist Jennifer Chapman told 10News. "Out of the pool, on the beach, so right away we knew this was a strong calf."Funani can already be seen exhibiting the behaviors of hippo mothers, including licking sand off her calf, nudging her into the water, and making sure she is coming up to the surface for air. "That bond is already starting and she can start to train the calf immediately," Chapman said. "This is where you go. This is where you don't go. Listen to me. And she goes through all of that with the calf and it's really from minute one."Because Funani is very protective of the calf, the father, Otis, is being kept in a separate area from the other two. They will eventually rotate into the publicly-facing part of the habitat.The last calf born at the Zoo was a male named Tony in 2017. Because hippo mothers typically lose interest in their offspring when they begin preparing to resume mating, Tony was sent to a different zoo in 2019. 1318

SAN DIEGO (KGTV) - A California lawmaker is planning to move forward on a housing bill that would eliminate hyper low-density zoning near transit and job centers.Senate Bill 50 aims to clear the way for apartment buildings and affordable housing in those locations so more people can live near transit and near where they work, proponents say.California State Senator Scott Wiener of San Francisco tells 10News, in January SB 50 will come back before the Senate, and he intends to move it forward.RELATED: Making it in San Diego: Zoning rules partially responsible for low housing supply, report says"California has a massive housing shortage – which threatens our economy, environment, and diversity – and state action is essential to solve this major problem," Wiener said in a statement.While they wait for action at the state level, some San Diego community groups are pushing for local lawmakers to move forward with their version, dubbed SD 50."We are still working in these neighborhoods to try and change those communities," said Ricardo Flores, executive director of the Local Initiatives Support Corporation (LISC) San Diego.Flores said the City of San Diego needs to end its single-family home zoning regulations. "I believe San Diegans should be in control of what happens in our neighborhoods. There was nothing in SB 50 to mandate that."If San Diego updated its zoning policies, it wouldn't be alone.City leaders in Minneapolis passed "Minneapolis 2040" which aims to increase affordable housing and racial disparities in housing.Ricardo Flores said he believes it's time for politicians to make San Diego more inclusive."If you own a single-family home on your lot and you want to keep that you should be allowed to keep it, but if you like me and are interested in building a couple extra units for mom and dad to move into or to rent it out to help pay for a mortgage you should be allowed to do that," Flores said.In a statement to 10News, San Diego City Council member and Land Use and Housing Committee member Scott Sherman wrote, "A recent study noted that 47 percent of housing costs are due to government red tape and regulation. SAN DIEGO (KGTV) - A Father’s Day boat trip off the San Diego coast led to a rare wakeboarding encounter with dozens of dolphins for a Pacific Beach boy and his family. “It was a quick little boat ride and we saw paradise up there,” said Emiliano Gallego of Crown Point. Gallego and his three children decided to take a boat ride about 7:30 a.m. on a gloomy Sunday. They were about a mile off Pacific Beach when they realized their 24-foot Yamaha ski boat was surrounded by dolphins. “It was impressive,” said Gallego, who believes there were thousands of dolphins swimming with the pod. Gallego’s 9-year-old son Demi, an avid wakeboarder, grabbed his gear and jumped in the water. Gallego recorded the incredible scene. “At first, he was scared. He eventually just started enjoying the ride with the dolphins,” Gallego said. Gallego’s younger son and daughter didn’t want to jump in. “Too many dolphins,” said Gallego. After the spectacular ride, the family went out to breakfast, amazed at what they saw. “That was the best gift ever,” said Gallego. 1059
