GRANTVILLE, CA (KGTV) - A temporary relocation is becoming permanent for one Navy sailor.A driver backed into a hydrant in February causing flooding to 10 units at the Mission Heights Condominiums in Grantville.Cody Downs was among the affected and hoping to move back in after his apartment was repaired, all while others affected moved out.The active duty sailor says he was told by the management association in February that he could likely move back in by March. “It was just missed deadline after missed deadline,” said Downs.On Tuesday, Downs signed his 30-day clearance notice after the owner he was renting from told him they were selling the unit because of mounting delays from the management association and contractor.“I was intending on living here for the foreseeable future,” said Downs, “to have that taken away from me without any regard or any doing is just devastating.”The management company for the building First Service Residential could not provide a comment but said over the phone that repairing the affected apartments was ’98% resolved.’Downs is searching for a new place now, but he just wishes he didn’t take them for their word. "There was no verification process and I just kept giving trust and trust and maybe in a way I was the betrayed fool,” said Downs, “at the end of the day I lost my home.”  1375

GENEVA (AP) — Russia has been banned from using its name, flag and anthem at the next two Olympics or at any world championships for the next two years. The Court of Arbitration for Sport’s ruling also blocks Russia from bidding to host major sporting events for two years. Russian athletes and teams will still be allowed to compete at next year’s Tokyo Olympics and the 2022 Winter Games in Beijing if they are not implicated in doping or covering up positive tests. The punishments are less than the four-year ban the World Anti-Doping Agency had proposed.One small win for Russia is the proposed team name at major events. The name “Russia” can be retained on uniforms if the words “Neutral Athlete” or “Neutral Team” have equal prominence, the court said.Still, the court’s three judges imposed the most severe penalties on Russia since allegations of state-backed doping and cover-ups emerged after the 2014 Sochi Olympics.The case centered on accusations that Russian state authorities tampered with a database from the Moscow testing laboratory before handing it over to WADA investigators last year. It contained likely evidence to prosecute long-standing doping violations. 1191

Giving back to a city that needs it, William Duhon was born and raised in Lake Charles, Louisiana. After Hurricane Laura hit last month, the town was reeling.“This my city man. This is where I’m from. Grew up not even two miles from here. This is it, so this is where I want to give back to,” said William Duhon.“We’ve been here pretty much everyday since like the 30th. I believe, storm happened on the 27th,” Duhon added.He’s sorting through donations at a community resource center that’s doubling as a makeshift food bank. He is joined by his mom Yolanda and his best friend from high school Kendrick Johnson. They say it's not easy to see the people coming by every day.“Some are like, 'We lost everything,'” said Yolanda Duhon.Everything might somehow be an understatement. Laura destroyed homes in Lake Charles reducing them to piles of rubble. But the 2020 Atlantic Hurricane season has been equally destructive. More than 20 named storms including eight hurricanes and two major hurricanes has caused more than billion in damage. billion may seem like an unreal number. But for families in Lake Charles the numbers are very real.“Sometimes there’s babies in the car. Diapers and wipes, we try and find them extra little cute things just to give them, and the little toppings with like five things to give, just to make them smile on their face. It makes us feel good,” said Yolanda. Johnson, William, and Yolanda are doing what they can to help their city out. William says he comes to volunteer after working the night shift and Kendrick called HIS BOSS on the oil platform and said he couldn’t come back while his community was in need.“I was actually, still had like 14 days left to go and report back to work, but I called my company and told them, hey look, I don’t have any damage to my house but my community is damaged and I can’t sit here and go back to work knowing I could be helping,” said Johnson. Johnson is so close to the Duhons, he's considered family.“This is my adopted son,” said Yolanda.“I’ve ate meals at her house, slept at her house, she picked me up from band practice before, I mean the list goes on, basically extended family. Basically they don’t look at me as a best friend, I’m part of their family,” said Johnson. This unconventional family is working hard to make sure people in Lake Charles have what they need to survive. It’s worth every minute for them.“It’s like handing them a box of hope. You know, like even though you may not have a home to go back to, even though a lot of people are still without lights, still with out clean running water, it’s like, here’s what we can do for you, here’s water you can drink, here’s something that you can eat,” said William Duhon. “This is our home, our priority to make sure that we’re straight on this side,” said Johnson. 2828

  

Health officials in Rockland, New York, say that a group who attended a recent party sparking a localized outbreak of coronavirus cases are not cooperating with officials.Health Commissioner Dr. Patricia Schnabel told reporters on Wednesday that a subpoena will be issued in order to force the party attendees to comply with the county’s contact tracing efforts. Dr. Schnabel said that eight subpoenas in total will be issued.Health officials hope to be able to find out who those party attendees have been in contact with amid efforts to minimize the spread of the virus.Dr. Schnabel said that the host, who was symptomatic at the time of the party, infected seven others with the virus. All eight are in their 20s, she said.Dr. Schnabel said that health investigators have been hung up on by infected revelers, or allegedly been lied to.“They deny being at the party even though we have found their name from another party attendee, or a parent provides us with the information” she said. “Many do not answer their cellphones or call back. Sometimes parents answer for their adult children and promise that they have been home consistently when they have not been.Dr. Schnabel said that large gatherings remain an issue."The risk for transmission of the virus is high and very real."The failure to comply with the subpoena is “costly.”“,000 a day,” Dr. Schnabel told reporters.“These civil fines will be declared to those who ignore us or fail to comply,” Dr. Schnabel said. “This is a serious public health issue – a deadly one.”Rockland County Executive Ed Day said that the party attendees “aren’t in trouble,” but agreed that there are serious consequences for not complying with the health commissioner’s investigation.“If you get in the way of a health department investigation, we will take every step necessary to ensure we respond appropriately and we’re talking a serious response,” Day said. 1914
