VISTA, Calif. (KGTV) -- Certain businesses in Vista will be allowed to take their operations outdoors in light of the state’s COVID-19 pandemic-related restrictions.Vista officials said a Temporary Emergency Order was issued Wednesday “to relax outdoor use for personal care services, salon and barber shop services, and gym and fitness services to temporarily relocate their existing business operations to an adjacent outdoor area during the COVID-19 pandemic.”The city’s order comes as indoor operations across the state shut down -- effective July 15 -- for gyms, houses of worship, non-critical office businesses, hair salons and barber shops, indoor malls and personal care services.Vista businesses that would like to move services outdoors are asked to contact the city’s Economic Development Department at 760-639-6165 or via email at EconDev@CityofVista.com.In a statement, Vista Mayor Judy Ritter said, “It’s a top priority for the City of Vista to do everything we can to support our local businesses during this pandemic and still protect the health and safety of the community. This temporary emergency order will provide the needed support to our Vista businesses so they are able to retain their employees and remain economically viable during this pandemic.” 1283
WASHINGTON (AP) — Just over 1 million Americans applied for unemployment benefits last week, a sign that the coronavirus outbreak continues to threaten jobs even as the housing market, auto sales and other segments of the economy rebound from a springtime collapse. The Labor Department reported Thursday that the number of people seeking jobless aid last week dropped by 98,000 from 1.1 million the week before. The number of initial claims has exceeded 1 million most weeks since late March. Before the coronavirus pandemic, they never topped 700,000 in a week. More than 14.5 million are collecting traditional jobless benefits -- up from 1.7 million a year ago -- a sign that many American families are depending on unemployment checks to keep them afloat. 768
WASHINGTON — The Supreme Court has upheld a provision of federal law that requires foreign affiliates of U.S.-based health organizations to denounce prostitution as a condition of receiving taxpayer money to fight AIDS around the world. The Supreme Court ruled 5-3 on Monday. Justice Brett Kavanaugh wrote for the court’s conservatives that “plaintiffs’ foreign affiliates are foreign organizations, and foreign organizations operating abroad possess no rights under the U. S. Constitution.” Justice Elena Kagan sat out the case, presumably because she worked on an earlier version of it when she served in the Justice Department before joining the court. 663
WASHINGTON (AP) — A Trump health appointee who is accused of trying to muzzle an important scientific publication in the midst of the coronavirus pandemic apologized Tuesday for a separate video in which he reportedly says scientists battling the virus are conspiring against President Donald Trump and warns of shooting in America if Trump loses the election.Michael Caputo, the top spokesman for the Department of Health and Human Services, apologized to his staff for the Facebook video, said an administration official, who spoke on condition of anonymity to discuss internal matters.Caputo says on a taxpayer-funded podcast that Democrats don't want a coronavirus vaccine until after the election to punish President Donald Trump. News reports alleged last week that Caputo’s office tried to take over and muzzle a scientific weekly from the Centers for Disease Control and Prevention that publishes what is supposed to be authoritative, unvarnished information about disease-fighting efforts, including, most importantly at present, COVID-19.Then on Monday came an account of the video on Caputo’s personal Facebook page in which he accused government scientists of conspiring against Trump and suggested violence could break out after the election.HHS is standing by Caputo amid calls for his ouster. 1315
WASHINGTON — A group of prominent Christians from both sides of the aisle, including a past faith adviser to former President Barack Obama, is forming a political action committee designed to chip away at Christian support for President Donald Trump. The new super PAC is called Not Our Faith. It plans to roll out six-figure TV and digital ads focused on Christian voters, particularly the evangelical and Catholic voters who helped power Trump to victory in 2016. Its first digital ad in Michigan and Pennsylvania takes sharp aim at Trump’s claim to a foothold with Christians. The ad was shared with The Associated Press before its release. 651
