SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841

SAN DIEGO (KGTV) — Days after pleading guilty to misusing campaign funds, Congressman Duncan Hunter has announced he will resign from Congress.Hunter, who represented the 50th District, pleaded guilty Tuesday to a federal charge of conspiracy to misuse campaign funds for personal use. Though after the plea, it wasn't clear if the embattled Congressman would resign.“Shortly after the Holidays I will resign from Congress. It has been an honor to serve the people of California’s 50th District, and I greatly appreciate the trust they have put in me over these last 11 years," Rep. SAN DIEGO (KGTV) - As the Valley Fire raged across parts of eastern San Diego County, emergency assistance workers put into action plans they'd been working on for months to handle the dual disaster of a wildfire during a pandemic."It completely changed our approach," says Red Cross Regional CEO Sean Mahoney.The Red Cross has been planning and training for months, knowing this situation would likely arise this fall.Mahoney says their plan included Temporary Evacuation Points instead of group shelters, hotel rooms for people who needed somewhere to stay, grab and go or delivery meals, and an emphasis on sanitation and health screenings to keep volunteers and evacuees safe."We planned for this as much as we possibly could, but exercise is just an exercise. Doing the real thing is where you have those real lessons learned," Mahoney says.During the Valley Fire, the Red Cross assisted 440 people in 174 families. They served around 9,000 meals and snacks.Mahoney says his staff's dedication, along with 107 volunteers who worked 12-hour shifts, helped things go smoothly.But not everything went according to plan. On the first night of evacuations, the Red Cross ran out of hotel rooms, especially for people who had pets. Some evacuees without RVs had to sleep in their cars.Mahoney says the busy Labor Day Weekend, combined with hotel capacity restrictions because of the coronavirus, leads to fewer available rooms.To make sure it doesn't happen again, Mahoney says the Red Cross is already working on backup plans to open limited group shelters, with social distancing put in place to keep people apart. He told 10News they've already scouted hundreds of locations around San Diego.Meanwhile, the San Diego Humane Society also put in new protocols for safety during the pandemic. They helped hundreds of animals during the Valley Fire, and say the most significant challenges were limiting contact with owners and making sure their field teams followed the rules about distancing and wearing masks."The more people you interact with, the more likely you are to come in contact with somebody who is transmitting coronavirus," says Lt. John Peaveler. "So, we've had our biggest safety precautions on that side."Both groups say they'll take all the Valley Fire experience and put it to use in the next disaster. SAN DIEGO (KGTV) - California's stay at home order may be in effect, but you can still hear the sounds of heavy machinery and hammers banging across San Diego County.Construction was deemed essential, allowing builders to continue working."Not only have we been able to pull permits, but we can call our inspections," said Gregg Cantor with Murray Lampert Design, Build, Remodel.Companies like Cantor's business have changed, but it keeps moving.He said employees who can are working from home, client calls are happening remotely, and inspections are taking place at a distance or in some cases through videos and pictures."We're conscious of social distancing as well as making sure we don't have more than five or six people at any given time on the job site," Cantor said.Local companies aren't the only ones changing how they operate.The City of San Diego's Development Services Department (DSD) laid out a series of changes to protect city staff and customers."The city is taking necessary preventative safety measures while being responsive to the business needs of our customers," said DSD Director Elyse W. Lowe. "DSD employees will continue to work with customers to limit delays to project approvals and keep the city moving forward. We are quickly leveraging available technology to increase our options and continuously implementing new safety measures in response to this unprecedented global pandemic."Changes include revamping the residential inspection process by now allowing for photos to be submitted instead of in-person physical inspections for qualified residential project, granting all qualifying building permit applications and issued building permits an automatic 180-day extension, and establishing an unstaffed document drop-off area for customers to submit project files and documents in the first floor of the Development Services Center."We're still very grateful that we are able to send our crews out every day," said Borre Winckel, president and chief executive officer of the Building Industry Association of San Diego County.Winckel said there were some early hiccups with building inspections across the county, but things have smoothed out."We were promised they would send the inspectors out as long as the conditions were safe," he said. "So it was very important for us since we're an outdoor activity that we created this safe and healthy environment for our workforce and the inspectors."Winckel said right now building is a business and plans are getting reviewed, but he pointed to New York and Washington where some construction is either blocked or building is only approved for projects deemed essential.Winckel said in California some have asked the governor to stop in office reviewing of plans."If we don't go beyond current construction and can't be processing plans anymore, that would just create a disaster for us and housing in the future," he said. "So there's a bit of tension there."For now, the show goes on."Most of the people want to keep moving forward," Cantor said.
