Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt. Andy Williams by the Carlsbad Police Department for alleged behavior that occurred while the employee was off duty. The CHP continues to fully cooperate with the investigating agency and we are conducting our own investigation into the allegations. SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla remains hospitalized on a ventilator but is now in stable condition, according to a family statement issued Wednesday. Padilla, who represents Chula Vista's District 3, was admitted at UCSD Thornton Hospital ICU last Thursday after experiencing difficulty breathing associated with COVID-19. The family said he required a respirator.“My dad is a fighter, and he’s fighting through this -- with the help of amazing doctors, nurses and healthcare workers who are caring for him," said the councilman's daughter Ashleigh Padilla in a statement Wednesday night."We’re hopeful that he’s reached a turning point and will be home soon," she said.No further details about his condition were given at this time.“I know he cannot wait to get back to serving the people and helping our entire community get through these tough times," his daughter said.Padilla told his constituents in a Facebook video post published March 14 that he had contracted the coronavirus. He appeared to be in good spirits as he told viewers that he was doing "very well" and "feeling well.""After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said last Saturday.In a follow up statement that night, Padilla described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.Padilla issued a warning to the public through his daughter last Thursday: “Everyone needs to take COVID-19 seriously. SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913

  

SAN DIEGO (KGTV) - As San Diego’s Pride celebration approaches, a new homeless shelter has opened specifically focusing on members of the LGBTQ community.It’s operated by the Interfaith Shelter Network, which just opened a new branch in Hillcrest after receiving grants from the Pride Foundation and the Cushman Foundation.Abigail Shrestha, the manager of the rotational shelter programs at Interfaith, said they opened the new shelter because they recognized the need.“It’s a population that has quite a bit of discrimination and other issues, so it’s beneficial to have something that supports the community,” said Shrestha.The operation is based out of Hillcrest, but the shelter location will rotate between churches in Interfaith’s network. As of Monday, one week after they opened, they had six clients, though it can hold up to 12 people. Shrestha said she expects it to be full by the end of the week.Interfaith operates shelters around the county which are all LGBTQ friendly, but this is the first one that is targeted for that community. Mainly, said Shrestha, because of the unique circumstances of their housing instability.“Many of the clients, especially the youth, are forced out of their homes. Some families will not recognize positively their choices, and they are kicked out,” she said.Their main goal is to get the residents into permanent housing.
