BEIJING, Dec. 14 (Xinhua) -- The Chinese government on Tuesday published guidelines on improving the country's funding system of grassroots medical institutions, according to a statement posted on the central government's official website www.gov.cn.The statement, posted by the General Office of the State Council, or Cabinet, said the government will introduce new measures to provide funding and subsidies to grassroots medical organizations and ensure the salary of medical staff did not decrease following a cut in the price of medicine.To ensure low income-earners can afford essential medicines, over half of China's medical clinics based in rural townships and small urban communities have been offering essential medicines at reduced prices since August 2009.Some medical institutions were short of revenue because of the reduced drug prices, which had affected their operations.According to the statement, expenditures of government-run grassroots clinics will be covered by government subsidies and medical service charges.To boost staff income, local medical institutions are allowed to raise service charges, which will be paid by the social insurance system instead of the patients, said the statement.The guidelines also asked local governments to offer subsidies to country doctors and other non-government grassroots medical institutions.

BEIJING, Nov. 26 (Xinhuanet) -- The Shanghai municipal government is making moves to enhance its mergers and acquisitions (M&As) market, a move in tune with the cosmopolitan city's ambition to make itself a global financial hub by 2020.The city will initially actively propel the construction of its financial market and M&A-related auxiliary services, especially the agents who facilitate deals, to aid these activities, said Shanghai Vice-Mayor Tu Guangshao on Thursday.He said the local government is also considering setting up a China Mergers and Acquisitions Association in Shanghai.Meanwhile, plans to open an M&A museum are also in the pipeline to help create an M&A culture in the city."We've made concrete efforts to encourage benign conditions to allow these plans to materialize," Tu said.The M&A market, in turn, will help catalyze improvements in the city's financial market functions, structures, and systems, as well as boosting badly needed adjustments to its economic structure. As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. KUNMING, Nov. 21 (Xinhua) -- Ten people were detained following a dispute between coal mine contractors which led to a deliberate explosion, killing nine people and injuring 48 others in southwestern Yunnan Province, local police said Sunday.The explosion occurred at around 9 a.m. Thursday at a temporary shed built by the Xiaosongdi coal mine in Luxi county of Honghe Hani and Yi Autonomous Prefecture, according to local officials.Most of the casualties, however, were said to be with Yuejin coal mine, which is at dispute with Xiaosongdi coal mine.Local police concluded based on preliminary investigations the explosion was created by people.According to local authorities, the contractors for Xiaosongdi mine and Yuejin coal mine, which are close to each other, reportedly had a dispute after the underground shaft of one mine broke through into the other.Further, a spokesman with the provincial land and resources bureau said Sunday that the bureau had been investigating the dispute between the two mines and had been helping with the negotiations prior to the explosion.Pan Mingzhou, manager of the Yuejin coal mine, said, "the two mines had no dispute at all before October, and the negotiations were going well under the supervision of the provincial land and resources bureau.""I have no idea of why the explosion happened," Pan noted.The detainees included Wang Jianfu, contractor of the Xiaosongdi coal mine, and Zheng Chunyun, owner of the Yuejin coal mine, said the local police.Both of the mines have an annual production capacity of 90,000 tonnes.

Bilateral trade last year rose 2.1 percent to 17.72 billion dollars.China and Chile forged a comprehensive cooperative partnership in 2004.
