The coronavirus is shaking up America’s liquor laws.At least 33 states and the District of Columbia are temporarily allowing cocktails to-go during the pandemic. Only two — Florida and Mississippi — allowed them on a limited basis before coronavirus struck, according to the Distilled Spirits Council of the United States.Struggling restaurants say it’s a lifeline, letting them rehire bartenders, pay rent and reestablish relationships with customers. But others want states to slow down, saying the decades-old laws help ensure public safety.Julia Momose closed Kumiko, her Japanese-style cocktail bar in Chicago, on March 16. The next day, Illinois allowed bars and restaurants to start selling unopened bottles of beer, wine and liquor, but mixed drinks were excluded.Momose spent the next three months collecting petition signatures and pressing lawmakers to allow carryout cocktails. It worked. On June 17, she poured her first to-go drink: a Seaflower, made with gin, vermouth, Japanese citrus fruit and fermented chili paste. A carryout bottle, which serves two, costs .Momose has been able to hire back four of her furloughed employees. A group she co-founded, Cocktails for Hope, is now helping restaurants buy glass bottles in bulk for carryout.“Part of getting cocktails to go approved was embracing the fact that this isn’t going to fix everything, but it is going to fix something,” Momose said. “All these little things that we do will keep us open and keep our staff employed.”U.S. liquor laws — many of which date to the end of Prohibition in 1933 —are a confusing jumble that vary by state, city and county.Carryout cocktail regulations — which were passed starting in March — only deepen that confusion. Lawmakers approved carryout cocktails in some states; governors approved them in others. Nevada passed no statewide measure, but individual cities like Las Vegas and Reno allow them. In Pennsylvania, only restaurants and bars that lost 25% of average monthly total sales can sell cocktails to go.Most carryout cocktail regulations require customers to buy food with their mixed drinks. Lids or seals are generally required, but some states say drinks also need to be transported in the trunk. People enjoy the bar experience and like being waited on,” said Dave Kwiatkowski, who owns the Sugar House cocktail bar in Detroit, which closed March 15 but was able to reopen July 10 for carryout service.Kwiatkowski normally employs a staff of 16. The good news is Americans are getting COVID-19 test results back, on average, a day faster than they were over the summer. The troubling news, according to experts, is that it is still taking three days on average for Americans to find out their COVID-19 status and this is not quick enough to help with contact tracing and quarantine efforts to slow the spread.Researchers from several universities, including Harvard, Northeastern, Northwestern and Rutgers universities, have been collecting data and conducting surveys for months since the beginning of the coronavirus pandemic.“Prompt test results constitute the foundation of a successful COVID-19 containment strategy,” researchers state at the beginning of their paper.Data now shows, of the participants who got a test for the coronavirus in late September, the average wait time was 2.7 days.In early August, the group announced their survey data showed the average wait time nationwide was 4.1 days. More than 30 percent of participants reported, at the time, they didn’t get test results back until four days or longer.The percentage of people getting results within 24 hours is also increasing; the September survey showed 37 percent of people getting results back in one day, compared to 23 percent over the summer.“Rapid turnaround of testing for COVID-19 infection is essential to containing the pandemic. Ideally, test results would be available the same day. Our findings indicate that the United States is not currently performing testing with nearly enough speed,” researchers said.Disparities still exist for Americans who are Black or Hispanic. Although wait times are shorter for these groups as well compared to summer numbers, they are still, on average, a day or more longer than white test takers.In the latest survey, Black Americans reported waiting an average of 4.4 days for results, and Hispanics reported waiting 4.1 days. By comparison, white and Asian Americans reported wait times of 3.5 and 3.6 days on average, respectively.Also troubling for trying to control the spread of the coronavirus, the data shows how many of those who tested positive had some sort of conversation about contact tracing.“Only 56% of respondents who received a positive COVID-19 test say that they were contacted for the purpose of contact tracing,” the survey found.The survey talked to more than 52,000 people across all 50 states and the District of Columbia. 2434

The coroner misidentified two of the Humboldt Broncos hockey players involved in a fatal bus crash, according to the Royal Canadian Mounted Police.Xavier Labelle, who was originally listed among the deceased, is actually alive, while Parker Tobin, who had been listed among the survivors, died as a result of the Friday collision, the RCMP said in a Monday news release."The Office of the Chief Coroner apologizes for the misidentification and any confusion created by it," the news release said. "The Coroner's office extends its deepest sympathies to the families and friends of those who lost their lives as well as those who were involved in the collision."At a news conference, a spokesman for the Saskatchewan Ministry of Justice said the young men involved in the crash were similar ages and builds, and the teammates had dyed their hair blond in solidarity for the Broncos' playoff run."A lot of these boys looked alike," Drew Wilby said.Dental records are the best way to ensure an identification is accurate, and it takes time to procure those records, especially considering some of the players hail from British Columbia, a province hundreds of miles to the west, the spokesman said."New information came to light last night that raised questions with the health care professionals," Wilby said, adding that the information was not related to dental records.Health care professionals were then able to correctly identify Labelle, and the Labelle and Tobin families were notified Sunday night, he said.The Labelle and Tobin families were involved in the initial identification processes, Wilby said, without elaborating.Citing Canadian privacy laws, Wilby declined to provide details of Labelle's injuries other than to say he is "an active patient in the system."After being informed that Labelle had died, brother Isaac Labelle told CNN he was at the gym when he got a text about the bus wreck.
