DELAWARE COUNTY, Pa. — A mother was arrested in Ohio for allegedly creating child pornography of her own 3-year-old daughter, the Pennsylvania Attorney General's office announced on Tuesday.Kayla Parker, 26, of Dayton, Ohio, was charged with felonies including the sexual abuse and exploitation of children, endangering the welfare of a child and indecent assault.According to the office of Attorney General Josh Shapiro, Parker lived with her ex-boyfriend, David Carbonaro approximately four years ago. During that time, Parker committed inappropriate sexual acts with her daughter, the 3-year-old victim, including the creation of child pornography.“This is an egregious case – a mother who preyed upon and sexually abused her own three-year-old daughter,” Attorney General Josh Shapiro said.When investigators executed a search warrant at Carbonaro’s residence in July, they reportedly found hundreds of images and several video files of a 3-year-old girl in various stages of undress. At least one file depicted an adult female’s hand reaching inside the victim’s underwear.Carbonaro identified the victim and her mother to agents.According to a probable cause affidavit, Parker told investigators that, "Carbonaro would watch her abusing the victim and often masturbate during the act."During that same interview, Parker allegedly told investigators that, on numerous occasions during the time she lived with Carbonaro, she undressed and escorted her 3-year-old daughter to a bedroom, shut the door and left her alone with Carbonaro. Carbonaro was arrested in July, following the raid at his residence. He is currently awaiting trial in Delaware County for the possession, production and distribution of child pornography.Parker was recently arrested in Ohio and was extradited to Pennsylvania, where bail was set at million, pending a preliminary hearing on October 26. 1926

DENVER, Colorado — Police officers found the body of 7-year-old Jordan Vong inside the family’s home while executing a search warrant Tuesday night and announced a 16-year-old girl had been arrested for investigation on first-degree murder charges in connection with his death.Denver Police Division Chief Joe Montoya said officers found Vong’s body concealed within the home during the search. He said that Vong’s body was discovered around 9 p.m. and that police believe it was “intentionally concealed.”Montoya said that they discovered additional evidence overnight that led them to take the 16-year-old girl into custody Wednesday morning. He said he could not say anything further about her relationship to Vong because she is a juvenile.Vong was reported missing around 4:30 p.m.?Monday. When officers arrived at the scene, they learned the child had been missing for a few hours already. Police said a family member made the report, but he did not identify the reporting party. Police, family and community members began an immediate search of the area where he was last seen, near his home at Chambers Road and Bolling Drive in the Montbello neighborhood. But the search came to an end when police announced they located Vong’s body at a Tuesday evening news conference.Two girls at Greenwood Middle School, which sits right next to the elementary school, said they befriended Vong after seeing him playing alone on the school’s playground.“We would play tag with him, and I remember asking him what’s his name. And he would say, ‘Jordan’ all smiling and happy,” said 13-year-old Luz Padilla. “When we asked him who were his friends, he would say, ‘I don’t have no friends. You guys are my only friends.’”Gisele Perez, who lives close to Vong and is also 13, said she decided to play with Vong because he was always alone.“When we played with him he just seemed really happy. He seemed like someone cared about him,” Perez said.Both said they were heartbroken to learn that Vong was missing and then found dead.“It’s all about Jordan today because, like, he was really nice and a caring kid, so it’s really heartbreaking that he passed away,” Perez said.“We were all crying and sad because he was such a nice kid,” said Padilla.A candlelight vigil is planned to remember Vong Tuesday at 7 p.m. at Greenwood Elementary School, located at 5130 Durham Court in Denver. (KGTV) -- A plan meant to increase safety along Del Mar's famous coastal bluffs is being met with deep resistance by residents, surfers and walkers.North County Transit District says it has obtained grants to fund building a fence to protect the train tracks on the bluffs. It would aim to end 100 years of people illegally crossing the tracks to get down to the beach or take in the views.The district says it would help prevent erosion and increase safety - six people have been hit by trains in Del Mar in the last two years. RELATED: Del Mar bluff collapses for second time since AugustThe Del Mar City Council will discuss the proposal at its meeting Monday. "They put a fence up there it's not going to stop me," said Chris Gable, a longtime Del Mar surfer. "I understand it's a safety hazard since they're upping the frequency of the trains, but I don't think it's going to go over well."Del Mar Mayor Dwight Worden said the fencing is an overreaction. He said a better plan is to increase education, signage, citizen enforcement, and to build protected legal crossings. Residents and surfers say people would cut through or climb the fence, and that could trap them if a train comes - and that the fence could cut off an escape route in the event of a wildfire. They also cringe at the aesthetics.RELATED: Researchers tracking crumbling Del Mar bluffs"The idea that we have no access to the beach and have a fence in front of us is not a good idea," said Karla Leopold, whose home overlooks the ocean and bluffs. Del Mar is also discussing placing four legal crossings at various parts of the city, but that would require a 0,000 feasibility study. DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. But now the object may be a bit less "humerous," because its shape may since have changed.In 2015, the asteroid missed Earth by just 300,000 miles and was visible to those with good telescopes. This year, the closest it will come is 25 million miles -- which is way too far to tell what it looks like."This time it's not coming close enough (to Earth) to be any larger than a dot of light," said Paul Chodas, manager of NASA's Jet Propulsion Laboratory Center for Near Earth Object Studies.The asteroid was previously estimated to be 2,000 feet in diameter. However, asteroids change shape over time, as they smash into other celestial objects and break apart.What's more, the giant rock won't be at its closest until November 11, well after Halloween.NASA says the asteroid is most likely a "dead" comet that once spewed debris across the solar system. In space talk, that means it has "shed its volatiles" that would produce the visible tail seen on some comets.The asteroid was discovered October 10, 2015, by the University of Hawaii's Pan-STARRS-1 (Panoramic Survey Telescope and Rapid Response System) telescope in Haleakala, on the island of Maui. 1401
