(KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. (KGTV) - City leaders voted Wednesday night to support the federal lawsuit against California's sanctuary laws. The Escondido City Council voted 4-1in favor of backing the litigation. In response to the discussion, immigrant communities in Escondido believe their leaders are out of touch."What's being discussed inside chambers is not representative of the values in my community,” said Lilian Serrano.Escondido Mayor Sam Abed, on the other hand, believes coordination with local authorities and ICE is critical to keeping Escondido safe. Ethan Couch, known for his "affluenza" defense in his deadly drunk driving case, was released from a Texas jail Monday after serving nearly two years behind bars for violating his probation.Couch, 20, first made headlines as a teenager when he was sentenced to probation for a drunken driving crash that killed four people and seriously injured two others.Prosecutors in that 2013 case sought 20 years in jail, but Couch received no prison time after a psychologist testified that Couch was a victim of "affluenza," a product of wealthy, privileged parents who never set limits for him.The decision by the juvenile court judge to put him on probation for 10 years outraged victims' families and anti-drunk driving advocates.In 2015, Couch violated the terms of his probation and fled to Mexico with his mother, Tonya Couch. They were found and sent back to the US, where a Texas judge ordered nearly two years of jail time for Couch.Mothers Against Drunk Driving described the two years Couch has spent in jail as "a grave injustice to the victims and their families.""The 720 days Ethan Couch served for his crimes shows that drunk driving homicides still aren't treated as the violent crimes that they are," the organization said in a statement. It vowed to keep monitoring the case because it "brought to light that there is so much more work to be done to hold drunk drivers accountable."As part of Couch's current probation, he will be required to wear an ankle monitor, an alcohol detecting patch, submit to drug testing, abide by a 9 p.m. curfew and have a video interlock ignition device installed in his vehicle, according to Mike Simonds of the Tarrant County Sheriff's Office.Couch's mother is currently facing charges of money laundering and hindering apprehension of a felon for helping her son flee to Mexico. ESCONDIDO, Calif. (KGTV) - The North County finally has its own comedy club. The Grand Comedy Club opened on Grand Avenue in Escondido late in 2019 and reports growing crowds over its first 10 weeks. "I think people need a good laugh, nowadays. It's really great to see people leaving here happy and telling their friends, and their friends refer their friends. It's great to bring something back to my hometown that the locals really dig and have fun at," said owner Adam Wasserman.Wasserman is a property manager who has performed as a part-time stand up comedian for 11 years. He began thinking of starting his own club, and wanted it to be in Escondido. "You had to go downtown or La Jolla to go to shows. It's a long way to go and and parking and everything. I always thought 'Why was there never a club here in North County?'" Wasserman said.The headliners are typically brought in from Los Angeles, while many of the supporting acts are comedians from San Diego. Wasserman says they're seeing ticket sales from across North County. "We have several nice restaurants, but after you have dinner, that's it. There's nowhere to go," said Escondido resident Jacqueline Lawhorn. "At least now you can come here and enjoy a night of comedy."The opening of the Grand Comedy Club is just the latest step in Escondido's attempt to revitalize its downtown area and make it into more of destination spot. The hope is to give locals an option to spend their money closer to home, and to draw people from neighboring cities into Escondido businesses."You'd have to go to La Jolla or Orange County or whatever," said attendee Gary Arant, who has already gone to several shows at the club.
