CAPE CORAL, Fla. - A Florida woman received a surprise when she opened her mailbox over the weekend. Cheryl Kasper had a letter from Lee County Domestic Animal Services for nuisance barking."I'm pretty upset because I'm looking at the potential of a 0 fine," Kasper said. "The county wants me to come in with all the paperwork on the dogs."Kasper plans to comply with the letter, but she said her Congo African Grey Parrot is the one behind the barks, not her dogs."Zazu picked up on the barking. Fordiani said usually a letter is enough in cases like this."If you get that letter, don't take offense," said Fordiani. CBS Television Studios has released a statement after "NCIS" star Pauley Perrette implied that "multiple physical assaults" were the reason she quit the hit series.In a series of tweets earlier this week, Perrette -- who played forensic scientist Abby Sciuto -- talked about "tabloid articles out there that are telling total lies about me" and referenced her not "spilling the beans."She also mentioned "a very rich, very powerful publicity 'machine'" she also alleged was spreading false information about her before tweeting the reason she says she left."Multiple Physical Assaults," Perrette tweeted. Can Singapore Airlines do luxury better than its rivals?The Asian carrier on Thursday unveiled a new cabin design for its fleet of Airbus A380 superjumbo jets, featuring double beds, swivel chairs and personal wardrobes in private first-class staterooms.The new design includes six spacious suites that boast 32-inch flat-screen TVs, vanity counters and luxury leather furnishings. In business class, couples traveling together can drop the divider between seats to create a fully-reclining double bed in the center column.But a decade after it first introduced the A380 -- the world's largest passenger jet -- Singapore's own luxury standard has been leapfrogged by competitors in the Middle East like Dubai's Emirates Airline and Abu Dhabi's Etihad Airways.The Gulf carriers' first-class offerings include on-board showers, fold-away beds and sliding privacy doors. Etihad even boasts private butlers for high-flying guests on some routes."Singapore Airlines is clearly attempting to reestablish its leadership position at the front of the aircraft," said Greg Waldron, managing editor of aviation industry website FlightGlobal.Corrine Png, an analyst at research firm Crucial Perspective, agreed, saying Singapore needed the redesign because its current offering "looks tired now" and rivals have caught up. CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202
