US authorities will remove restrictions on importing African elephant trophies from Zimbabwe and Zambia.That means Americans will soon be able to hunt the endangered big game, an activity that garnered worldwide attention when a Minnesota dentist took Cecil, perhaps the world's most famous lion, near a wildlife park in Zimbabwe.A US Fish and Wildlife Service spokesman said the move will allow the two African countries to include US sport hunting as part of their management plans for the elephants and allow them to put "much-needed revenue back into conservation."Critics, however, note the restrictions were created by the Obama administration in 2014 because the African elephant population had dropped. The animals are listed in the US Endangered Species Act, which requires the US government to protect endangered species in other countries."We can't control what happens in foreign countries, but what we can control is a restriction on imports on parts of the animals," said Wayne Pacelle, president and CEO of the Humane Society of the United States.The number of elephants in the wild plummeted 30% overall between 2007 and 2014, despite large scale conservation efforts. UPDATE 10:40 P.M.(KGTV) -- At least four people are dead and 15 people were injured after a shooting at the Garlic Festival Sunday evening in Gilroy, police said Sunday night during a press conference. Officials said the suspect entered the event through a neighboring creek and used a tool to cut into the fencing surrounding the festival. At about 5:41 p.m., there were reports of gunfire at the north side of the festival area.Gilroy Police officers staged in the north side were able to engage the suspect in less than a minute, said Gilroy Chief Police Scot Smithee. UPDATE 6:04 PMThe bus driver, a 52-year-old man from Whittier, Calif., survived with minor injuries and was speaking with CHP investigators. 10News learned the charter bus originated from El Monte in East Los Angeles and made multiple stops en route to San Ysidro, including Riverside and Murrieta. The bus crashed about 20 miles south of Murrieta in Pala Mesa.Three females, described as Hispanic, were killed in the crash, authorities said.According to officials, a five-year-old male passenger was transported to Riverside University Health Systems Medical Center, about 50 miles north from the scene of the crash.Five other passengers were transported to Palomar Hospital, seven were transported to Temecula Valley Hospital, and five were taken to Inland Valley Hospital. Their conditions are unknown at this time.California Highway Patrol said the bus was equipped with seat belts. Crews also needed to stabilize the bus to prevent it from falling down an embankment.At least three people were killed, according to North County Fire Protection District (NCFPD). One victim was found dead inside the bus, NCFPD Capt. John Choi told City News Service. Some passengers were ejected from the crash.Eighteen people were taken to Inland Valley Hospital, Palomar Medical Center, and Temecula for injuries ranging from minor to critical condition. Two daycare employees have been arrested in Sioux Falls, South Dakota after surveillance video caught them repeatedly abusing young children during nap time, police say.On Friday, Teresa Gallagher, 31, and Kenedi Wendt, 22, were both charged with 25 counts of abuse or cruelty to a minor.The two women were employees at Little Blessings Learning Center.A parent of one of the children who attended the daycare notified police in late February, according to KARE. The case was referred to the Department of Social Services who contacted the daycare. From there, the daycare reviewed the surveillance video and immediately fired Gallagher and Wendt.According to detectives who watched the video, the two were seen slamming the children to the ground, yanking them by their arms and stomping on them.Police spokesperson Sam Clemens said it wasn't clear what was causing the abuse — even a slight movement from a child could set the workers off, reports state. The children in the video are between the ages of 3 and 4. None of the children required medical care, Clemens said.Gallagher and Wendt were arrested on Friday and each placed on a ,000 cash bond. 1209
