President Donald Trump designated April 2018 "Second Chance Month" in a presidential proclamation on Friday.The proclamation states that during the month of April, the United States will emphasize the need "to provide opportunities for people with criminal records to earn an honest second chance."A bipartisan group of senators, including Democratic Sen. Dick Durbin of Illinois and Republican Sen. Rob Portman of Ohio, introduced a resolution last year to make April 2017 "Second Chance Month" to honor efforts to help those with criminal records become productive members of society. The Senate passed the resolution in April of last year. A similar resolution was introduced by Democratic Rep. Tony Cardenas of California last week."Affording those who have been held accountable for their crimes an opportunity to become contributing members of society is a critical element of criminal justice that can reduce our crime rates and prison populations, decrease burdens to the American taxpayer, and make America safer," Trump said in his proclamation.The President goes on to urge the implementation of "evidence-based programs" in prison systems at the federal, state and local level that focus on job training, mentoring and treatment for drug and mental health issues.Trump made promises to crack down on crime a prominent part of his 2016 campaign for the White House. In a speech at the Republican National Convention after winning the Republican presidential nomination, Trump vowed that under his leadership the US would "be a country of law and order."Trump also delivered a combative speech in July 2017 calling gang members "animals" and praising law enforcement for being "rough."In January, Trump held a listening session on prison reform with Republican lawmakers and reform advocates in attendance. CNN reported at the time that Jared Kushner, senior adviser to the President and Trump's son-in-law, was spearheading the White House prison reform push.The New York Times reported on Wednesday that Kushner's interest in prison reform is in tension, however, with the tough-on-crime mentality of Attorney General Jeff Sessions. The contrast in the two approaches to criminal justice has, in turn, "left both Democratic and Republican lawmakers confused and has contributed to skepticism that the Trump administration is serious about its own proposals," the Times reported. 2403

(KGTV) — The former Stoneridge Country Club in Poway is finally about to get cleaned up.It appears voters have approved new housing on the land, which has turned into a beat-up, overgrown mess.But that's not what Kevin McNamara, managing partner of The Farm in Poway, sees."I think the plan is beautiful. It's going to be a great place to live. It will be a great addition to North Poway," McNamara said.McNamara is celebrating the apparent passage of Measure P, which approves changing the zoning on the old golf course to allow for more housing.The current owner of the land, Michael Schlesinger of Beverly Hills, also wanted to build homes at Stoneridge. But voters defeated his plan in 2017. The next day, Schlesinger shut down the long-running club.McNamara thought he could come up with a better plan, and he thought he knew how to get Poway voters on board. He negotiated an option with Schlesinger to buy the land if voters said yes.He put the whole plan together before getting the concept on the ballot."They thought I was nuts because it's a million dollars. This was a big bet," McNamara said.He called his gamble The Farm in Poway. He first showed ABC 10News the plan in 2018: 160 homes, along with features like community gardens, trails, a club, and a butterfly farm.McNamara spent nearly two years meeting with every Poway resident he could to convince them it was the right use of the land."I thought it would be real close. I was confident, but I thought it would be close. I had no idea it would be a total blowout," said McNamara.Now, he says, it's time to go to work. And the first step is keeping a promise he made to the neighbors."Next Thursday, we start the cleanup. We're going to mow it, the whole place. We're going to clean out all the dead shrubs, the broken trees. We're going to do a real thorough cleanup," McNamara said.He expects to officially take over the property next spring and have the first homes ready for families to move in by the end of 2022. 2010

(KGTV) -- Residents and businesses in Poway were notified Friday they have clean water after a boil water advisory was issued nearly a week ago.Testing was conducted on Poway’s water supply and samples were sent to be examined by state officials.City officials said the first test on the water, requested by the state, came back clean Thursday night. The order also forced may residents and businesses to rely on bottled water, which the city provided daily.As residents and businesses return to normal, the city reminded everyone to flush water pipes by running water until its clear, do not use water if it is discolored, replace any water filters and flush water dispensers, and for businesses to sanitize all machines they may utilize tap water and all fixtures, sinks, dishes and utensils.Businesses that have any concerns can also call the Department of Environmental Health at 858-565-5255. 1669

  

President Donald Trump and his lawyer Rudy Giuliani said Saturday that Friday's court filings in the Paul Manafort and Michael Cohen cases showed no collusion between the 2016 Trump presidential campaign and Russia."Time for the Witch Hunt to END!" Trump tweeted Saturday morning, referring to the special counsel Robert Mueller's investigation.The President also quoted Fox News correspondent Geraldo Rivera, saying "this is collusion illusion" and "there is nothing impeachable here."Rivera, who made the comments Saturday morning on Fox News, has called Trump a friend and appeared on his hit reality TV show, "Celebrity Apprentice."Earlier Saturday, Trump tweeted, "AFTER TWO YEARS AND MILLIONS OF PAGES OF DOCUMENTS (and a cost of over ,000,000), NO COLLUSION!"Giuliani echoed the President on Saturday, arguing that "Mueller's late Friday dump demonstrates yet again no evidence connected to President.""It also indicates SDNY is asking that Cohen receive a 4 year prison sentence, longest so far, because as we have said he's still lying," Giuliani wrote on Twitter, referring to the US attorney for the Southern District of New York.The comments come as Mueller's filings on Cohen and Manafort appear to further tighten the net that Mueller is gathering around the President and his inner circle.In a heavily redacted document, Mueller said Friday that former Trump campaign chairman Manafort lied about five major issues, including his "contact with administration officials," after agreeing to cooperate with federal prosecutors.Federal prosecutors in New York also revealed in a set of court filings Friday that Trump's former lawyer Cohen acted at the direction of Trump when he committed two election-related crimes during the 2016 campaign. Prosecutors said Cohen should receive a "substantial" prison sentence of roughly four years for tax fraud and campaign finance crimes.In a separate filing, prosecutors from Mueller's office accused Cohen of lying to them about his contacts with Russia.Despite the revelations in the filings, Trump tweeted after their release on Friday, "Totally clears the President.
