SAN DIEGO (KGTV) — The man wanted for a shooting outside of an unlicensed marijuana dispensary in unincorporated El Cajon has been arrested.The San Diego Sheriff's Department (SDSO) issued an arrest warrant for 18-year-old Richard Anthony Bell, of El Cajon, on Dec. 8 in connection with the shooting four days earlier in the 1600 block of N. 2nd Street.A 16-year-old was shot outside of the illegal dispensary and taken to a nearby hospital, where the victim remains and is expected to survive. Members of the U.S. Marshals Service located Bell on Friday at about 11 p.m. inside a hotel and casino on the Las Vegas Strip. He's being held on million bail for attempted murder and awaiting extradition back to San Diego County.The shooting isn't believed to be related to the dispensary and is thought to be gang-related, SDSO said. 841

SAN DIEGO (KGTV) - The family of the man killed on India Street on this month has identified him as David Hill. The 38-year-old was a pathology resident at Balboa Naval Hospital. In the Navy since 2004, Hill had reached the rank of Lieutenant Commander. He was an avid traveler, having visited dozens of countries. His mother, Carol Hill, said he had a goal of running a marathon on every continent. Hill had already checked off the hardest, Antarctica, though he had to get creative. “He did the 26 miles on the ship’s treadmill to fill that square!” said Hill's mother. He had made it a few blocks from his apartment when he was struck by the driver of a minivan on India Street near Olive and Palm. Paramedics pronounced him dead at the scene. SAN DIEGO (KGTV) — The fight over the future of short-term vacation rentals in San Diego is now targeting paid signature gatherers hired by the largely Airbnb-funded campaign.The campaign, called "Stand for Jobs, Stop the Vacation Rental Ban," needs to raise about 35,000 signatures to overturn the City Council's recent vote to limit short-term vacation rentals essentially to primary residences. A group of residents called the San Diego Community Working Group on Short-Term Vacation Rentals is now drafting a letter to multiple city officials alleging that the signature gatherers are misleading voters with false information about the regulations. RELATED: Airbnb: San Diego teachers made .7M renting out their home last year"You won't be able to do bed and breakfast, and then there's a huge emphasis on the amount of money on the fee. There is no fee for home sharing," said Gary Wonacott, a member of the group, giving examples of what he's heard.There are now upwards of 200 signature gatherers around San Diego. On Friday, there were five of them spread across the Target shopping center on Sports Arena Boulevard.LaKeisha Weaver says she is being paid more than for every signature she gets. James "Stew" Stewart's comments went viral June 2 and drew a firestorm of calls for his resignation and threats of protests. Stewart made the racist remark in a reply to a constituent "concerned about our police officers and their sensitivity training.""As you know the City of Temecula does not have its own Police Department," Stewart said in his email. "We contract with Riverside County Sheriff's Department.""And I don't believe there's ever been a good person of color killed by a police officer," said Stewart.Stewart posted a copy of the email on his own Facebook page explaining that he is dyslexic and uses voice text, and that he published the note without proofreading what was recorded."I may not be the best writer and I sometimes misspeak, but I am not racist. I deeply regret this mistake and I own it, entirely. I am truly sorry," Stewart said in his resignation letter posted on Facebook late Thursday night.Stewart's comments brought tension to the small tourist destination city during a time in which the nation is seeing daily demonstrations and protests against police killings and racism.
