SANTEE, Calif. (CNS) - Gov. Gavin Newsom signed into law a bill authored by Sen. Brian Jones, R-Santee, which extends immunity from liability for local governments that operate skate parks, the lawmaker announced Tuesday.Senate Bill 1003 follows a similar bill Jones wrote in 2015 while he was a member of the Assembly that provided a four-year immunity window for municipally operated skate parks. SB 1003 makes that immunity permanent."Senate Bill 1003 grants much-needed immunity from liability for communities that operate skate parks," Jones said. "Local skateboarders and sport riders get a safer place than the streets to carve, do McTwists or ollies, and taxpayers are not going to be liable for the occasional mishap that is inherent to all active sports."SB 1003 was sponsored by the County of San Diego, and as an urgency measure, goes into effect immediately.The bill was co-authored by Sens. Pat Bates, R-Laguna Niguel, and Ben Hueso, D-San Diego -- who both also represent parts of San Diego County -- and Sen. Brian Dahle, R-Bieber. 1055

SEATTLE, Wash, -- Gwen Anderson says life for her and her daughter, Katja, was pretty tough even before COVID-19 hit.“I became disabled, I had a lot of medical issues. Once I became disabled, my doctor took me off of work, I lost my income,” said Anderson.She and Katja lived about 20 minutes south of Seattle and Katja was finishing up 8th grade.Then came the pandemic, an abrupt shutdown at school, and if that weren’t enough, financially, things went from bad to worse.“That was the hardest decision to make was to give up my apartment and to realize I couldn’t afford it any longer and to become homeless,” Anderson said.For Katja, it meant learning from home without a home. There was no consistency, and she says that was the hardest part.“Not being in contact with my teachers and having them help me, so I can ask questions,” said Katja.They moved into Mary’s Place, a homeless shelter that had to make adjustments during the pandemic as well.“COVID has created, basically, our entire service system and the work that we do and adjust every piece of it,”said James Flynn, the chief programming officer for Mary’s Place.He runs all the programs used by people that stay at the shelter. That includes assistance that helps students stay in school“Our youths services team are usually helping prepare folks for enrollment, getting ready for the school year, making sure everybody has what they need to feel prepared for the school year. Right now we’re really taking things day by day... making sure people have laptops, tablets, internet service. At the end of last school year here in our kids club areas we provided space for families who needed extra support to be able to have their kids come here and get some extra help,” said Flynn.There’s 2.5 million homeless kids in the U.S. today, many of whom, if they’re not able to stay in school, may not have access to the technology they need to stay connected.So far, Katja has been able to keep her school-issued laptop.“We still have our school laptops, we didn’t return them,” she said.Gwen worries about how being away from school and being homeless will affect her daughter beyond just academically.“She’s originally a shy person and that (school) helps her come out of her shell. So I would prefer for her to be in school and her to interact with her classmates and her teachers,” said Anderson.She says she will do what she has to get herself and Katja into a new home and keep Katja connected to her education. 2483

SANTEE, Calif. (KGTV) - Surveillance pictures released Monday show two of the four people suspected of identity theft in East County.The San Diego County Sheriff’s Department said a woman either lost her wallet or had it stolen at the Vons grocery store at 9643 Mission Gorge Road in Santee on January 20.The victim’s credit cards were used immediately by four suspects at several nearby stores including Buffalo Wild Wings, Home Depot, Walmart, Skechers, and Ross.Two of the suspects were identified and arrested but the other two are still wanted.One suspect is a white man in his 40’s, 6-feet tall with gray hair. He was last seen wearing a yellow and black plaid jacket and jeans.The other suspect is a white woman, about 40 years old, 5’6” and 230 pounds. She has burgundy or purple hair and wears glasses. SANTA ANA (CNS) - Orange County health officials reported a record number of coronavirus cases for the second consecutive day Sunday, announcing 434 newly confirmed cases of COVID-19 and two additional deaths.The numbers bring the county's totals to 10,422 cases and 269 deaths, and follow Saturday's reporting of 413 newly confirmed cases and 10 deaths.The Orange County Health Care Agency said last week was the county's deadliest since the pandemic began, with 55 COVID-19 deaths reported between June 13-19.The number of people hospitalized with the coronavirus rose from 321 to 332, with the number of patients in intensive care dropping from 135 to 133.A total of 212,113 people have been tested for the virus, with 789 tests reported Sunday.There have been 4,953 documented recoveries, according to the OCHCA.The total number of Orange County cases break down to 50% men and 50% women, but men account for 57% of the deaths.Santa Ana leads all county cities with 2,189 cases, followed by Anaheim with 2,007. Their high numbers are attributed to large populations and the presence of multiple nursing homes in both cities. Santa Ana and Anaheim are Orange County's two largest cities in population.Dr. Clayton Chau, the Health Care Agency director and interim chief health officer, said the "hot spots" of Santa Ana and Anaheim "keep me up at night" with concern. He said about two weeks ago, a task force was formed among officials with the county and both cities to discuss ways to tackle the rising case counts. 1528

  

SAN ONOFRE (KGTV) -- Police chased a domestic violence suspect from Los Angeles County to San Diego County Thursday night. The driver, who has family in Tijuana, was believe to be heading to the border, according to our ABC affiliate in L.A.?At one point, the suspect may have ran over a spike strip, slowing him down. Once near the Camp Pendleton area police attempted two pit maneuvers. Shortly after the suspect drove off the freeway and into the brush, where he ultimately turned off the car and exited his vehicle. Police were able to take him into custody around 11:20 p.m. and began to search the vehicle. *This is a developing story. 10News will continue to update as more details unfold.  730
