SAN DIEGO (KGTV) — Poway Unified School District officials say they are going fully online for the fall school year after originally planning to give students the option for in-person instruction.In a letter to parents on Wednesday, the school district said that "stringent" standards that need to be met for in-person classes "have made it impossible for any San Diego County school district to physically reopen schools for in-person instruction before mid-September."PUSD said it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. But the requirement now requires that the county is off the watch list for 28 consecutive days, and if at any point the county exceeds the threshold for three days, it would be back on the state list and have to go through another 28-day cycle."In late Fall, we will reevaluate our plans taking into full consideration then-current public health conditions, and guidelines and restrictions from the Governor and public health department," the district said in a release. "While this information is likely to disappoint the majority of our staff and families who indicated a desire to return to on-campus learning as soon as possible, everyone should know that -- due to our extensive planning thus far -- PUSD will be ready for a prompt and safe return to in-person instruction if permitted to do so come January."The school district says its 2020-21 school year will start virtually on Sept. 2, and remain fully virtual through the December break from Dec. 21 to Jan. 1, 2021.The district adds that teachers and instructional assistants will receive additional training in virtual teaching platforms and tools in August and that the district will provide all the necessary technology for teachers and students. SAN DIEGO (KGTV) -- Police are investigating after a teenager was shot in San Diego’s Linda Vista neighborhood Thursday afternoon. According to police, a 17-year-old boy was walking with a 16-year-old girl near the 6900 block of Linda Vista Road around 12:30 p.m. Police say a silver sedan pulled up beside the pair and someone inside shot the 17-year-old in the stomach. The teen suffered minor injuries, according to police, who said he was uncooperative.Police say, during the shooting, the teens ducked behind a car in the area. The vehicle was heavily damaged. San Diego Police say officers searched a neighborhood near Tecolote Canyon for the suspect. Witnesses stated they saw five men driving away in a gray or light colored vehicle. 750

SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) -- More than 20 people were arrested in San Diego as part of a statewide sanctuary enforcement operation carried out by Immigration and Customs Enforcement agents.ICE officials said the arrests were made between Sept. 28 and Oct. 2, with the focus on “criminal aliens and individuals who have violated U.S. immigration laws.”According to officials, arrests were made in San Diego, Encinitas, Vista, Lakeside, National City, Poway, Fallbrook, Spring Valley, Escondido, Oceanside, and San Marcos.In a news release, ICE officials said:“Of those arrested, 10 were the direct result of sanctuary state laws that force local law enforcement not to honored a lawfully issued immigration detainer. Two arrests were the direct result of the law enforcement agency releasing the individuals prior to ICE being able to place an immigration detainer on their case.Of those arrested, over 80 percent had prior criminal convictions and/or pending criminal charges. Of those, the criminal offenses included Lewd and Lascivious Acts with a minor under 14 with Force, Domestic Violence, Assault, Possession of Control Substance for Sale, Possession of Control Substance, Vehicle Theft, Burglary, and Driving Under the Influence of Alcohol.One individual who was arrested during the operation will face federal criminal prosecution for having illegally re-entered the U.S. after their removal. Those who were primary targets of this operation have final orders of removal issued by a federal immigration judge. Their due process was completed, and they will be removed from the United States. The individuals who were arrested and require adjudication from an immigration judge will be placed in detention pending the outcome of their removal proceedings.”Gregory Archambeault, Field Office Director for ICE Enforcement and Removal Operations in San Diego, said, “The State of California has chosen to prohibit local law enforcement agencies from cooperating with ICE to protect public safety. These local agencies are forced to release criminal aliens to the street, abandoning the victims of crimes and the innocent members of their communities.
