SAN DIEGO (KGTV) - San Diego Police are opening new locations for San Diegans to conduct business safely. Each San Diego Police division will have a Designated Online Transaction Space (D.O.T.S.) where carrying out online or private sales and exchanges of goods. The space will be in view of the station’s front door and in a well-lit area. “Online platforms have become an epicenter for scam artists and predators looking to take advantage of innocent people. In a world filled with online transaction uncertainty, D.O.T.S. offers certainty. I am pleased to see my pilot program expand citywide. You truly cannot put a price tag on peace of mind,” stated Councilmember Chris Cate. SAN DIEGO (KGTV) -- San Diego County issued cease and desist orders to several businesses Monday after the county entered the state’s restrictive purple tier.According to the county, the orders were issued to several local restaurants, gyms, and yoga studios.The news came after Governor Gavin Newsom hit the brakes on economic activity, moving 28 more counties into the state’s most restrictive tier.The purple tier restricts capacity at retail businesses, closes gyms, and limits restaurants to outdoor-only service.Monday, Newsom forced 41 of California’s 58 counties to the purple tier. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) - San Diego Police identified Friday the teenager shot and killed in Chollas Creek. Damien Anthony Feliz, 16, was found lying in the north alley of 5200 Ogden Street about 10:30 Wednesday night. A witness called 911 to report the scene. Police said Feliz had at least one gunshot wound. He was taken to the hospital, where he died. SAN DIEGO (KGTV) – San Diego authorities are investigating a string of robberies involving thieves wielding hammers.San Diego police and sheriff’s department officials confirmed four incidents are being investigated, and they are trying to determine if the robberies are connected.At around 9:30 p.m. Tuesday, police were called to a Circle K store on Tierrasanta Boulevard due to a robbery carried out by multiple males armed with hammers. It is unknown what the thieves took in the robbery.About an hour later, a man told police that several men with hammers confronted him at a convenience store near Black Mountain Road and ransacked his car before fleeing.Several minutes later, police responded to a 911 call from a driver who reported being flagged down on Maya Linda Road by a man who said he was robbed by a group of people with hammers.A fourth robbery involving a group armed with hammers was reported at a 7-Eleven in Mira Mesa, authorities said.No injuries were reported in any of the incidents, ABC 10News learned.Authorities do not have detailed descriptions of the assailants. 1100
