(KGTV) - Trains passing through southern Orange County were delayed Monday night causing headaches for thousands of travelers.According to Amtrak, a train became stalled on the track between Oceanside and San Clemente “due to mechanical issues.”The Metrolink Twitter account said train 609 that was disabled.The Pacific Surfliner Twitter account said train 583 was also having mechanical issues. The delays resulted in the cancellation of train 590.Metrolink wrote on Twitter that they canceled OC Line 603 to LA Union Station Tuesday morning because of the issues with train 609.Metrolink offered busses from Laguna Niguel down to Oceanside, but one traveler who was stranded at the San Juan Capistrano station told 10News that Amtrak did not offer any busses to complete the trip. Though, passengers said they were offered refunds for their tickets. 877

Agents on ATVs and the occasional semi truck are about all you'll see.But by the looks of everything being put up, it's clear those in charge know something may be coming and they want to keep it out.People familiar with the border project say the fence was put up in the last few days.The San Diego Sheriff’s Department says they are not involved with the construction in any way but that, “the department is currently evaluating the need and possible location of a 'free speech' area where citizens can peacefully express their viewpoints.”Meanwhile, local activists like Border Angels' Enrique Morones told 10News they are not aware of any mass protest that could take place, but they are worried about possible out of town groups coming in and causing a problem. In the same week as the one-year anniversary of the Standing Rock protests over the Dakota Pipeline, law enforcement is guarding this patch near the border as it could become ground zero for the immigration debate. 1248

In 2016, Oregon officials say he violated his parole, not updated them on his change of address. ORLANDO, Fla. — A federal judge is instructing the Census Bureau to text every 2020 census worker by Friday, letting them know the count of every U.S. resident is continuing through the end of the month and not ending next week, as the agency previously had announced in violation of her injunction.The new order issued late Thursday by U.S. District Lucy Koh in San Jose, California, instructs the Census Bureau to send out a mass text saying an Oct. 5 target data for finishing the nation’s head count is not in effect. She says the text should also say people can still answer the questionnaire through Oct. 31.A district court judge has ruled that the 2020 U.S. Census must continue through Oct. 31, despite an announcement earlier this week that the Census Bureau intended to conclude data collection by Monday. 824

OCEANSIDE, Calif. (KGTV)- The freeway is back open in Oceanside after a big rig crash caused a major mess. It happened just after 10:30 a.m. on the southbound I-5 just north of Harbor Drive near Camp Pendleton. According to the CHP, the driver of a flatbed pulled off to the shoulder to check the equipment he was carrying. The driver of a big-rig hauling an excavator passed by and clipped the rear tire of the truck that was parked. The driver of the semi lost control, went down the embankment, hit a tree and flipped over. Remarkably, the driver is expected to be OK. "Very fortunate, judging the distance and the weight that we're looking at in these vehicles and the condition that the big rig is in that he sustained only minor injuries, " said CHP Officer Mark Latulippe. The big rig also caught on fire, but drivers stopped to help. "After the big rig had come to a stop on its side, a small fire had broken out. Some witnesses and passer-bys that had seen the crash actually stopped and put out the fire with some fire extinguishers," said Officer Latulippe. Clearing the wreckage was a long and complicated process."It's kind of a mess. There's a lot of pieces. It's entangled within a tree. The excavator is off the trailer, mostly off the trailer, the big rig truck tractor's portion of that is coming apart in pieces as we are trying to get it up," described Officer Latulippe.
