SAN DIEGO (KGTV) – Two bystanders were hurt in a shooting Saturday evening in Paradise Hills.San Diego Police said two Hispanic men were shooting at each other around 5:30 p.m. in the 2300 block of Reo Dr. 10News spoke to witness Jauhn Hinkle, who was waiting to get his hair cut at the Fade Factory across the street. “Small caliber pops started going off across the street. I saw a muzzle flash,” he said. Hinkle said the fight began near the corner of Reo Drive and Cumberland Street. It escalated, as the two began to yell obscenities. Then one of the men started to chase the other while shooting at him. Hinkle recalled seeing five or six shots, all of which seemed to miss the intended target. Instead, two innocent bystanders were hurt. A bullet hit a 15-year-old boy in the thigh, and shrapnel hit a 48-year-old woman in the leg, police said.Hinkle ran toward the woman, who took cover in the La Palapa Market. “I asked where she was shot. She didn't know because of adrenaline and shock. She was on the phone screaming,” Hinkle said. The woman was transported to the hospital from the scene. The 15-year-old boy was transported to a different hospital, at a later time, San Diego Police said. Both suffered non-life threatening injuries.Hinkle said it is disappointing to see his neighborhood be the scene of a violent crime.  “Project Reo is doing an excellent job. Shout out to them," Hinkle said. "We want this place to pick up. and I think it is, so it's not reflective of what this neighborhood is like.”The shooters ran away. He moved from San Diego to the big island two years ago for his fiance, who is attending pharmacy school.He said the bands of weather leading up to the brunt of the storm started hitting faster, leaving shorter windows of respite."It looks like it might be coming back pretty soon I don’t think I want to stand out here too long," Bohn said. "The floodwaters have completely destroyed the Bayfront. The downtown road area, there’s no access there whatsoever the cops have blocked that off."He's an occupational therapist and told 10News he was making calls earlier in the day, checking on his clients and ensuring they didn't need medications or help evacuating.He said emergency crews patrolled the area about every 45 minutes, keeping everyone safe. Other signs of disaster preparation were visible in stores, full of bare shelves.Bohn said they're prepared."We’ll be staying indoors," he said. SAN DIEGO (KGTV) -- San Diegans requested a record number of mail-in ballots for th 2018 general election, 1.2 million to be exact.Now, as tens of thousands arrive at the Registrar's office every day ahead of election day, new technology is helping make sure every ballot is processed and counted."This is our 144 pocket ballot sorter," says Registrar Michael Vu, showing off one of two brand new machines his office bought with this election in mind."After the 2016 election we said the mail ballot population is so great we need to invest in something that's even higher speed," says Vu.The new machine can process up to 44,000 ballots per hour, twice the number of the old machine. It can also sort them by city and council district. That comes in handy with an election as big as this week's."We have 326 contests on ballot, spanning 485 candidates, and 52 measures on there," says Vu.By late Sunday, the Registrar had already received about 500,000 mail-in ballots. That includes several thousand people who voted early in-person.
