Andy Parker, whose daughter Alison was killed on live television during a news report two years ago, said Thursday he was considering running for the seat of retiring Virginia Rep. Bob Goodlatte.Parker has been an outspoken critic of Goodlatte, the powerful chairman of the House judiciary committee, for his longstanding ties with the National Rifle Association. "I'm just glad to see the guy is finally going to get out of office."Parker said he joked with his wife, Barbara, that she should run, but she immediately ruled out that possibility.The father has been an outspoken advocate for his daughter, who was shot to death during a live broadcast in August 2015. The man who killed Alison had a turbulent work history that wasn't known to staff at her Roanoke, Virginia, TV station when he was first hired there.Goodlatte has been in office since 1993, winning by huge margins throughout his career. He holds an "A" grade from the NRA for his longstanding support of gun rights.Parker had pressed Goodlatte to hold a hearing on legislation to reduce gun violence in the months after Alison was killed. An officer who hit and killed Susan Lotempio, 64, in a car crash last Friday was not driving with emergency lights or sirens on, Buffalo Police revealed Thursday morning.An attorney representing the officer confirmed to Scripps station WKBW in Buffalo that the man is Officer Daniel Ahearn.Lotempio was taking her morning walk near Hertel Ave and Tennyson Ave when an officer hit her with his police car. She died at the scene.The manual for Buffalo Police officers differentiates calls for service into three categories: routine, rapid and emergency response, according to Buffalo Police Captain Jeff Rinaldo."Based on the nature of the call that the officer was responding to, it would fall either within the routine or rapid response," Captain Rinaldo explained. "But, based on our very preliminary investigation, the officer was following our policy and it was not a call for service that necessarily dictated the use of the emergency lights and sirens."The Buffalo News first reported details about the emergency lights and sirens, citing anonymous police sources who said the officer "was traveling at between 30 and 40 mph, providing backup for another police officer going to a complaint about "an irrational person" on Starin Avenue"."At this point, we do not believe that speed was a factor," Captain Rinaldo said. "But, again, we're waiting on the final accident reconstruction from the State Police."Tom Burton, the attorney representing Officer Daniel Ahearn, said the officer is cooperating with investigators. Officer Ahearn immediately submitted a blood sample following the crash and a check of his phone showed it wasn't being used at the time of the accident, according to Burton."Where this appears to be leading is that it is a tragic accident, but nothing that involves any criminal wrongdoing," Burton said.New York State Police are handling accident reconstruction during the investigation. An attempt by officials in Paris to tackle public urination by installing open air urinals, or "uritrottoirs," has outraged some residents of the French capital.The new urinals, housed in flower boxes, aren't subtle -- they're fully exposed on street corners, painted bright red, and have nearby signs advertising their presence.One in particular, located near the Notre Dame cathedral, has drawn attention for its view of the River Seine.The "intelligent urinals," which have a straw layer that eliminates odor, were installed in areas where public urination is a problem, according to a statement from city officials.Officials say the urinals are eco-friendly -- they will harness nutrients in waste to produce compost for parks and gardens. According to the statement, one year of a person's urine holds enough nitrogen, phosphorous, and potassium to fertilize 400 square meters of wheat.However, these features have done little to calm the ire of local residents, who have written to the town hall in protest."I think installing a urinal in the streets of Paris for those who don't respect their surroundings is a good idea, but in my opinion, this model is not attractive at all, and where it's been set up is not appropriate at all," one man told reporters.Another resident complained, "it is definitely a desirable and historic neighborhood, but seeing people urinating right in front of your door is not the nicest thing."Ariel Weil, mayor of the 4th district of Paris, tweeted in defense of the urinals on Monday, calling them "an invention of genius." Four have been installed so far, with a fifth being planned.Paris isn't the first European city to install outdoor urinals. An Illinois school resource officer is being praised as a hero for intervening when a former student opened fire Wednesday morning at Dixon High School.US Vice President Mike Pence lauded the "heroic actions" of Dixon Police Officer Mark Dallas, who shot and wounded the gunman."Another example of the brave work performed by law enforcement each and every day. Lives were saved thanks to the heroic actions of school resource officer Mark Dallas," Pence said on Twitter.The 19-year-old former student opened fire near the school gym before the officer confronted him, Dixon Police Chief Steven Howell said in a news conference.The suspect fled the school and Dallas pursued him. The suspect continued to shoot at the officer and the officer returned fire, Howell said. The suspect sustained non-life threatening injuries and was taken to a hospital.The officer is on paid administrate leave. No one else was injured."With shots ringing out in the hallways of the school, he charged towards the suspect and confronted him, head-on. Because of his heroic actions, countless lives were saved," Howell said.Dixon High School and all Dixon public schools went into lockdown during the incident."A tragedy was averted today in Dixon because a police officer put his life on the line to protect his fellow citizens," said Shawn Roselieb, executive director of the Illinois Fraternal Order of Police Labor Council."The officer's actions at the high school will be closely scrutinized, but the simple fact is, nobody but the gunman was hurt today, and keeping students and teachers safe is the primary job for school resource officers." 1636
