We’ve seen more pivots to take-out and outdoor dining, but could we see a more drastic shift.New data from Bank of America shows sales at independent chains are still down about 15%."Right now, it is just sad. People are exhausting their personal savings. They are shutting their businesses and they just don’t know what to do,” said Andrew Rigie.Rigie is with the New York City Hospitality Alliance. In NYC alone, at least 1,289 restaurants have closed since March, according to the Office of New York Comptroller. Across the country, Yelp has gathered data from its platform that show that number is around 16,000.“It’s a really dire situation,” added Rigie.The situation is the direst for independent restaurants, because the same Bank of America study that showed sales still down 15% at mom and pop restaurants, shows chain restaurant sales are now up 2% higher than they were pre-pandemic.Industry experts believe a continuing trend of these numbers could reshape the industry.Chains restaurants are now in a better position to replace space occupied by folded restaurants or struggling ones, potentially shifting the flavor of the restaurant industry toward chain food.“I’m not knocking or saying there is anything bad about a chain, but we really want our beloved mom and pop businesses,” said Rigie. "We really need support from the federal, state and local governments to ensure these places are able to recover.”Legislation was presented to Congress in June, the Restaurants Act, to help struggling independent restaurants with grant money. However, there has been no vote on the bill or any signs it could pass.Without additional help, the latest estimate by the Independent Restaurant Coalition is that upwards of 85% of independent restaurants could fold by the end of the pandemic. 1870

  

The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police.On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns.This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice.This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that.This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124

  

The Scripps National Spelling Bee is welcoming applicants for its second year of RSVBee, the invitational program that creates more opportunities for champion spellers to compete in the national finals in National Harbor, Maryland.Last year, more than 230 students competed in the national finals through RSVBee, including the 2018 Champion, Karthik Nemmani, from McKinney, Texas.To be eligible, students must attend a school that is enrolled in the Scripps National Spelling Bee program and be a school or community spelling champion during the 2018-19 school year. Students who previously competed in the national finals also are eligible to apply.
