(KGTV) - The family of the man found in a barrel in San Diego Bay, near Chula Vista, is working toward closure two years after he disappeared.Omar Medina’s body was found Oct. 12, 2017, after a diver found a white, 55-gallon drum floating in the bay. I miss not meeting my nieces and nephews, I miss not having cousins for my kids." She spoke publicly for the first time this year at Chula Vista Police's Evening with Heroes fundraiser."Once they came in I felt a weight lifted off my shoulder[s] and that's what they've meant to me, they have definitely been that strength I'm not," she said police showed her family kindness and empathy."[Detectives] who put their photo on their desk and said they're out there. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103

CHOLLAS VIEW (KGTV) - A short pursuit ended in a crash near Gompers Preparatory School Saturday night.The pursuit started around 6:45 p.m. at 4700 Castana Street in Chollas View, police said. The suspect was wanted for speeding when they took off. The pursuit ended a few minutes later when the suspect crashed less than a mile away into a railing at Gompers Preparatory School. The suspect was arrested. No one was injured. Gompers Preparatory School is a public charter school that operates in cooperation with the University of California, San Diego.   588

(CNS) - A former part-time Coronado High School basketball coach who engaged in sex acts with a 17-year-old female student was sentenced Tuesday to three years of probation, and may face sex offender registration if he violates his probationary terms.Jordan Tyler Bucklew, 34, was arrested and charged earlier this year after the Coronado Police Department received a report regarding "an inappropriate relationship" between a part-time coach and a teenage student.Bucklew was arrested three days later.According to the original criminal complaint, the incidents took place between December 2019 and January 2020.Bucklew was sentenced Tuesday afternoon following his guilty plea to a felony count of unlawful sex with a minor.RELATED STORIES:Basketball coach pleads guilty to sex charge involving studentCoach arrested for "inappropriate relationship" with student, police saySan Diego Superior Court Judge Michael Popkins declined to impose sex offender registration at the sentencing hearing, but left the option open should Bucklew violate the terms of his probation.Bucklew was also ordered to serve one year in custody, which Popkins said could be served in the County Parole and Alternative Custody electronic monitoring program, if he's eligible for the program.Another court hearing was set for early March, at which time other custody options will be explored, should he not be accepted into the program.Other probationary terms include no association or contact with minors.Deputy District Attorney Jalyn Wang read a letter from Jane Doe, who the prosecutor said did not wish to appear at Bucklew's sentencing hearing.The victim wrote that she's been in therapy on a weekly basis for the trauma she suffered, with no end in sight to the lingering feelings of guilt."Every day I find a new way to blame myself for what happened," Jane Doe wrote. "These feelings bring me to believe that I do not deserve anything, that I do not matter, that I am a constant burden to the world."Wang and the victim's parents urged the judge to impose lifetime sex offender registration due to a variety of factors, including the significant age difference and Bucklew's position of authority in the relationship as a school employee.Wang said Bucklew groomed the victim and maintained his relationship with Jane Doe in a secretive manner, indicating he was aware it was inappropriate. Wang said that upon his arrest, Bucklew directed the girl to delete messages sent between them.Wang said Jane Doe leaned on Bucklew for emotional support amid various issues going on in her life, which Bucklew took advantage of to initiate the physical component of the relationship.Bucklew addressed the court and said he was "extremely apologetic" to Jane Doe and her family.He said he's always tried to make himself available as a friend or coach for people to talk to, as happened with Jane Doe."I see now and I acknowledge my actions were unlawful and where I should have drawn the line, I didn't," Bucklew said. "I'm sincerely sorry."I never intended to put Jane Doe or anyone else in a position where their safety, security or welfare was threatened in any way whatsoever. I'm so sorry for everything that's happened."Through tears, Bucklew told the court, "I'm not a predator. I'm not a threat to the community.
