NEW DELHI, Nov. 1 (Xinhua) -- Zhou Yongkang, a senior official of the Communist Party of China (CPC), on Monday asked for joint efforts to promote China-India relations."It is an inevitable trend of history to consolidate and develop the peace and friendship between China and India," Zhou told a seminar on China-India ties."We should extract nutrition and wisdom from history to persist in maintaining peace, friendship and mutually beneficial cooperation, and to be good neighbors, good friends and good partners forever," said Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee.He made a five-point proposal on the further development of China-India relations: Zhou Yongkang (L), a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Political and Legislative Affairs Committee of the CPC Central Committee, meets with Indian Prime Minister Manmohan Singh in New Delhi, capital of India, Nov. 1, 2010.First, both sides should promote political mutual trust."We should maintain high-level visits and exchanges, strengthen communication and cooperation between our governments, parties, parliaments and the armed forces, promote cooperation in defense and security, respect and accommodate each other's core interests and major concerns and continue to build up strategic mutual trust," he said."By doing so we can further consolidate our strategic cooperative partnership," he added.Second, the two countries should expand cooperation in economics and trade."We should intensify cooperation in areas of resources, energy, agriculture, manufacturing, infrastructure, information technology, etc. and also promote mutual investments," he said."We should properly settle problems arising in these fields, reduce restrictive measures against each other to achieve mutually beneficial and win-win results," he added.Third, China and India should expand friendly exchanges."We should further our exchanges and communication in the fields of culture, education, science and technology, promote exchanges between our two countries' academic institutions, youths, as well as press and media, so as to boost mutual understanding and trust between our two peoples," he said."We should do more things conducive to the Sino-Indian friendship and create a good atmosphere for the healthy development of bilateral ties."Fourth, both sides should strengthen international cooperation."We should actively coordinate our stances and strengthen cooperation in international affairs and deal together with global issues including climate change, food security, energy and resource security, terrorism, separatism and extremism, so as to safeguard developing countries' interests," he said.Fifth, the two should strengthen friendly consultation.For controversial issues and disagreements, the two countries should properly handle them on the basis of mutual respect, consultations on equal basis and mutual understanding and mutual accommodation, so as not to let specific issues affect the overall relations, he said.This year marks the 60th anniversary of China-India diplomatic relations."Looking back into our history of exchanges, we felt that peace and friendship between China and India were deeply rooted in the history and culture of our two countries and among our two peoples," said Zhou, who is also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee."It is an established policy and strategic decision of the party and the government of China to develop friendly relations with India," he said.Zhou arrived here Sunday for a visit. He had visited the tomb of Mahatma Gandhi, leader of India's national independence movement.

BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.

  

BEIJING, Sept. 30 (Xinhua) -- Chinese Premier Wen Jiabao said Thursday that the government will keep housing price at a reasonable and stable level.Addressing a grand reception marking the 61th anniversary of the founding of the People's Republic of China, Wen said the nation will improve support for the elderly, medical care and other social security schemes, to allow all the citizens to benefit from China's economic growth.Present at the reception were Chinese President Hu Jintao and other senior Chinese leaders Wu Bangguo, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang, Zhou Yongkang and more than 1,000 Chinese and foreign personages.Chinese Premier Wen Jiabao addresses the reception to celebrate the National Day at the Great Hall of the People in Beijing, capital of China, Sept. 30, 2010. BEIJING, Oct. 20 (Xinhua) -- China's central bank Tuesday announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points effective from Oct. 20, a move widely seen as the government's action against inflationary pressure.The People's Bank of China (PBOC) said in a statement on its website that the one-year deposit rate will rise from 2.25 percent to 2.50 percent, and the one-year lending rate will increase from 5.31 percent to 5.56 percent.The rise, the first over the past three years, had not been anticipated and could be related to the impending September statistics and the third quarter statistics, said Jiang Chao, an analyst with Guotai Junan Securities.The CPI (Consumer Price Index), a key gauge of inflation, may maintain its high level in September, Jiang said.The rate hikes are the first in three years. The central bank last hiked rates on Dec. 21, 2007.The benchmark interest rate has been cut four times since the global financial crisis.Li Daokui, a member of the PBOC's monetary policy committee, said statistics showed China's economy has been bottoming out from the accelerated slump at the beginning of this year, but prices of goods remain at a high level, attracting attention from policy makers.Further, policy makers have to seek a balance between economic growth, restructuring and stable prices, Li said."Judging from the move, worries about soaring prices overwhelmed jitters on economic growth, as is the main reason for the interests rate hike. Negative interests rate (higher CPI increases than deposit interests rate) is also another reason," Li said.Liu Yuhui, an expert with the Institute of Finance and Banking at the Chinese Academy of Social Sciences, said the interests rate hike this time is related to expectations of inflation as the negative interests rate has continued for seven months.China has been experiencing hikes in prices of agricultural products, urban services like home rents and catering, Liu said."We believed it was caused by soaring labor costs, also related to issue of currencies and soaring living costs in cities," Li said.Prices of garlic, ginger and sugar have jumped in China's market. Sugar prices in Shanghai stood at 6,000 yuan (900.90 U.S. dollars) per tonne, much higher than 2,700 yuan per tonne seen one year earlier.
