SAN DIEGO (CNS) -- Hundreds of thousands of San Diegans are expected to cast their ballots in person today, Election Day, with over 1 million ballots already received.The San Diego County Registrar of Voters said more than 1.1 million ballots have been received and nearly 60,000 residents have voted early in-person as of Monday, well more than double when compared to this point in the 2016 presidential election.Of the 1.95 million registered voters in the county, 1,114,627 had already turned in their ballots as of election eve. Only two of them had been vaccinated, according to the county Health and Human Services Agency. At this time last flu season, the county had received reports of 281 deaths due to flu complications.The county also saw a new weekly high for lab-confirmed flu cases at 545, according to the HHSA's weekly flu report. The county has recorded 5,486 confirmed flu cases so far this flu season, a far cry from the 17,397 reported at this time last flu season. SAN DIEGO (CNS) - A short-circuit on a power line near the intersection of Interstate 805 and state Route 905 knocked out electrical service to about 1,600 nearby homes and businesses Tuesday and sparked a small brush fire. The switch malfunction on a utility pole on Hawken Drive in Otay Mesa occurred shortly before 1 p.m., according to San Diego Gas & Electric and the San Diego Fire-Rescue Department. The equipment failure sent melted materials dripping onto the ground, setting grass and other vegetation on fire, SDFRD spokeswoman Monica Munoz said. It took firefighters about 30 minutes to subdue the flames, which blackened about a half-acre of brushy terrain, Munoz said. No structural damage or injuries were reported. Pollack ruled both the project's proposed bond funding mechanism and an agreement of cooperation with the Plaza de Panama Committee to be legal, allowing the city to proceed with the plan to reduce traffic congestion in the park, according to the city attorney's office.San Diegans for Open Government argued that the city should have allowed voters to decide whether the city should rely on million in bonds to help fund the project.The City Council approved the project by a 7-1 vote in 2012, but six years of challenges and litigation stalled its implementation.The project will limit vehicle access and improve parking in order to restore the Plaza de California and Plaza de Panama as dedicated pedestrian areas."Balboa Park truly is the jewel of San Diego, and I am excited that the city can finally move forward with its plans to revitalize the Park for the enjoyment of San Diegans and tourists alike," City Attorney Mara W.
