FALLBROOK (CNS) - One person was killed on Interstate 15 near Fallbrook early Saturday morning in a single-vehicle crash that may have involved alcohol, authorities said.California Highway Patrol officers were first alerted to the crash shortly after 5 a.m. when a truck driver reported seeing a damaged car with an injured person inside stop momentarily at the truck scales in Rainbow before continuing on northbound I-15, CHP Officer Mark Latulippe said.Officers called hospitals in Temecula and Murrieta to check if there were any walk-in patients who could have been involved in the crash, and eventually were alerted that apparent victims had turned up at Rancho Springs Medical Center in Murrieta, according to a CHP incident log.One passenger involved in the crash, identified as a 20-year-old man from Winchester, was pronounced dead at the hospital, Latulippe said. Another passenger, a 21-year-old Torrance man, sustained moderate injuries and the driver, a 23-year-old man also from Torrance, was not injured.The driver was arrested on suspicion of drunken driving, Latulippe said.Officers were investigating the circumstances surrounding the incident and determined it occurred on northbound I-15 past state Route 76.Evidence suggested that the car struck a call box, lost control toward the center divider and may have returned to the right shoulder before continuing on the freeway, Latulippe said.Officers asked anyone who may have witnessed the crash to call the CHP Border Communications Center at (858) 637-3800. 1538

Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. This is the second time this month users from all over have reported Facebook being down.Instagram users were also reporting problems, according to downdetector.com.Some of the problems with Facebook included not being able post status updates, the page not loading at all or loading very slow, not being able to send messages over Facebook's separate Messenger app and some saying they received an error message indicating the site was doing maintenance, among other issues.Instagram users reported the app not loading and showing an error message.Some people were able to access Facebook or Instagram, or both, later in the morning and without problems. ESCONDIDO, Calif. (KGTV) — An Escondido restaurant forced closed by the county for violating health orders has been approved to reopen.Hernandez Hideaway was closed last week after its owner allegedly refused to comply with San Diego County's public health orders for facial coverings and social distancing.According to the restaurant's Facebook page, the location was allowed to reopen on June 27.RELATED: New restrictions placed on bars, restaurants in San Diego County amid coronavirus“Hernandez Hideaway is clear to reopen. They have agreed to follow state restaurant reopening guidelines. This includes their commitment to use facial coverings and ensure social distancing. They are required to post their plan for their patrons to see," a county statement read.The county had reported last week that the restaurant refused voluntary compliance with health orders on multiple occasions. At the time, the owner, Rick Stevens, declined comment to ABC 10News."Mr. Stevens admitted that he was not compliant and state he will continue to operate without these COVID preventative measures and will not require staff to wear face coverings," the ordered stated, referencing a June 23 visit by county officials.RELATED: San Diego County not named to state's watch list, but leaders warn it may happen soonThe restaurant was the second establishment forced to close in the county over health order violations. In May, Pacific Beach's El Prez was closed following social media videos showing crowds of guests, many not social distancing or wearing facial coverings. Fast food sandwich chain Subway expects to close about 500 stores in North America this year.But it's also hoping to open as many as 1,000 stores overseas.The company has 44,000 locations globally -- more than any other retailer. The National Retail Federation put its US store count at nearly 27,000 as of 2016, compared to 17,500 for Yum Brands, which runs Pizza Hut, Taco Bell and KFC, and the 14,000 locations for McDonald's.The company said Wednesday it expects stores to close after it rolls out a revitalization plan, announced last summer, that will require franchise owners to invest more in their operations. All Subway stores are franchise owned, rather than owned by the company. The plans to revamp locations include adding self-service kiosks, more comfortable seating and Wi-Fi and USB charging ports. In February, Subway also announced plans for a loyalty program to win back customers and stem slumping sales.Store closings are new for Subway. It had a net loss of more than 350 US stores in 2016, the first year in the company's history that it trimmed rather than increased its number of stores. The privately held company has yet to disclose its 2017 store count, but there were reports of hundreds of store closings."Looking out over the next decade, we anticipate having a slightly smaller, but more profitable footprint in North America and a significantly larger footprint in the rest of the world," the company said on Wednesday.Many of Subway's locations are smaller compared to other fast food rivals. That's one of the reasons there are so many of them -- it's much less expensive for a franchisee to open a Subway storefront rather than one for McDonald's or Burger King.Many traditional brick-and-mortar stores have been closing locations in recent years, as people buy more goods online. But that hasn't been the case for fast food, where there is virtually no competition from online competitors.Fast food sales on the other hand are getting hit by the drop in retail foot traffic in the places like malls, as well as the growing demand for healthier food.Subway also took a public relations hit in 2015 when Subway spokesman Jared Fogle pleaded guilty to charges of child pornography and crossing state lines to pay for sex with minors.
