SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. It's like setting off a bunch of wild tigers out in the community," said Alice Keyser, a 15-year resident. Summer Stephan has gone on record saying that she disagrees with the judge's decision and that her office is looking at all options to reverse Quarles' release. If you'd like to sign the petition click here. 1572

SAN DIEGO (KGTV) - A La Jolla homeowner is facing millions of dollars in damage to his property after massive amounts of water flooded into his house Tuesday.Didier Jantz, the general contractor for the homeowner, said the owner wasn’t home when the water began flooding in. Crews doing work on the home on Encelia Drive noticed the water start coming in around 3 p.m.Crews say the water came from a neighborhood property, though it's unclear what ruptured and released the water. The city told 10News they sent a crew to turn off the water at a residence due to some type of leak, though it's unclear where the leak was and what caused it.“There are Asian Persian rugs everywhere, there’s a lot of personal damage, we got water in the walls, we got water in the ceilings, we got water coming through the ceiling lights,” Jantz said. 842

SAN DIEGO (KGTV) -- A program dedicated to giving high school girls in under-served areas skills to help get good part-time jobs is being given a ,000 grant from The San Diego Foundation."These students are going to be able to experience real world, hands-on training in highly technical fields," said Katie Rast from The San Diego Foundation.Called "Girls Take Flight", 20 students from schools in Southeast San Diego are spending their spring break in a classroom partaking in a "drone camp".The girls are learning how to build, fly, repair, and code drones. The hope is that those skills will help them get the part-time jobs that they'll likely need to pay for college.In addition, about half of the students will be awarded internships with the Elementary Institute of Science, which is administering the program.Those internships will include tours and introductions to potential mentors from prestigious San Diego-based tech companies, including Qualcomm, Northrop Grumman, and General Atomics.10News spoke with students who say opportunities such as this one are hard to find in communities such as theirs, leading to their dedication to take advantage."I know my parents did so much to bring me here," said Sundus Mohamed, a Crawford High student and daughter of Somali immigrants. SAN DIEGO (KGTV) — A local whale watcher captured a rare sight off the coast of San Diego this week.A blue whale and its calf were captured on drone video by photographer Domenic Biagini Wednesday about 12 miles off the coast of Mission Beach.The beautiful sight isn't something many videographers have the chance to see, Biagini told 10News.RELATED: Thar she blows! It’s me and the Our Planet documentary people that have ever captured something like this. That’s about it," he said.The large animals generally follow the path of krill in coastal waters, Biagini said. If there's an abundance of krill the whales will spend nearly the entire summer close by, making for some excellent whale-watching opportunities."Last few years they haven’t stayed past the end of July because our water gets so warm that it’s not conducive to krill production," Biagini said.RELATED: Set sail in San Diego: 6 booze cruises you'll want to tryBut even with the footage, we still know little about the mating and breeding habits of blue whales, Biagini added."We have an idea where some of the animals are going to give birth, but that’s only a select few, and still doesn’t include any concrete evidence," he said. "There’s only a handful of people in the world to have filmed a baby blue with any kind of professional equipment. And an even smaller few to film something as intimate as I just did in what has to be some of the calmest conditions imaginable." 1572

  

SAN DIEGO (KGTV) - A reported threat to San Diego State University campus was deemed not credible, according to campus police.University police were told of a person making "incoherent threats" on campus Thursday morning. Responding officers made contact with the individual, detained the person, and determined the threat was not credible, police said.The person never posed a threat to the campus or community, police clarified.RELATED: City of Poway debuts hotline to handle school threat reportsOfficers said the individual was removed from campus and they are not affiliated with SDSU.There have been at least 20 school threat investigations in San Diego County since the Parkland shootings on February 14.  740
