NOVATO, Calif. (AP) — One woman in her 80s tripped over another resident who had fallen on the landing in a steep stairwell. Others got disoriented, even in their own apartments, and cried out for help.At least 20 seniors with wheelchairs and walkers were essentially trapped, in the dark, in a low-income apartment complex in Northern California during a two-day power shut-off aimed at warding off wildfires.Residents of the Villas at Hamilton in Novato, north of San Francisco, say they were without guidance from their property management company or the utility behind the blackout as they faced pitch-black stairwells and hallways and elevators that shut down."We were surprised by how dark it was," said Pamela Zuzak, 70, who uses a walker to get around. "There was nothing, nothing lit. It was like going into a darkroom closet, pitch black, you couldn't see in front of you."Pacific Gas & Electric Co. shut off power to more than 2 million people over the weekend to prevent its equipment from sparking fires amid hot, dry gusts. It was just one of four pre-emptive rounds of shut-offs imposed by the utility this month.By PG&E's estimate, more than 900,000 people were without power Wednesday, some of them since Saturday, while crews battled fires in Northern and Southern California.The outages turned urban highways dark and blackened shopping malls once glittering with light. People stocked up on batteries, water and gas and lamented the spoiled food in refrigerators.But the blackouts are more challenging for older and disabled residents who lack the transportation and money to rush out for ice and groceries, said John Geoghegan, head of the Hamilton Tenant Association.He said about a third of the Villas' 140 residents are too old, sick or cognitively impaired to care for themselves during an extended outage. He alleges the property management company VPM "abandoned" its tenants.Geoghegan came home Saturday night to find residents milling in the parking lots, some near panic. "Some expected they would be communicated with, but they weren't hearing from anybody," he said.VPM Management of Irvine, landlord Affordable Housing Access of Newport Beach, and the on-site manager did not respond to requests for comment from The Associated Press.Elected officials and PG&E customers have complained bitterly over the utility's lack of communication and inability to provide real-time estimates of when power would be back on.Marie Hoch, president of the Hamilton Field of Marin Owners Association, which does not include the Villas, got a call Monday. She visited the three buildings that make up the complex and found apartments without heat and electric stoves that did not work."I thought it was particularly upsetting that they knew the power outage was coming," she said of management.Zuzak didn't leave her floor until after Monday night, when power was restored. She spent the two days ping ponging from one end to the other, checking on neighbors.Her friend Patti Zahnow, 77, who also uses a walker, says she was too frightened to leave her apartment."It was really dark. They put a flood light up that wasn't working," she said. "They should have a flood light that works."Residents said emergency lighting came on in the windowless hallways but lasted for about 12 hours, not nearly long enough for an extended outage. Battery-operated front doors to the buildings that are usually locked became unlocked during the outage."It's pretty disconcerting for the seniors who were fairly unprepared or have difficulty orienting at nighttime," said Maureen Wagner, 64, who serves as a caregiver for her sister, who lives at the Villas.Resident Helen Wagar, who is in her 80s, was returning to her third-floor apartment from walking her dog, Pixie. She was climbing the stairs, in the dark, when she tripped over another woman who had fallen on a landing.Wagar's knee is swollen. She never found out the identity of the woman."It was black as pitch in that stairwell," she said. Nothing, not even the COVID-19 pandemic, will stop Santa from delivering toys to good boys and girls every Christmas Eve — and nothing will stop the North American Aerospace Defense Command (NORAD) from tracking the big guy's flying sleigh.This year, NORAD launched its 2020 Santa-tracker website, which will be updated regularly throughout the month season with new Holiday-themed games, music and videos.The Santa tracker is live now, and can be watched live at any time on Christmas Eve at NORADSanta.org. "Thanks to the dedicated men and women who keep a watchful eye over North American airspace 24 hours a day, 365 days a year. NORAD tracks everything that flies in and around North America. On December 24, we also have the special mission of tracking and escorting Santa,” said Major-General (Maj.-Gen.) Eric Kenny, Commander of the Canadian NORAD Region. “Utilizing the North Warning System's powerful radar and satellite systems, we are able to see into the North better than ever, allowing us to track Santa more precisely, ensuring he has a safe trip through North American airspace.”Visitors to the site will be able to track Santa's progress as he makes his rounds to homes across the globe.Last month, NORAD said that it would still be tracking Santa this holiday season despite COVID-19 staffing cutbacks. One of the people inside the Waffle House in Antioch, Tennessee where a gunman opened fire said she played dead in order to stay alive.Kayla Shaw, age 21, shared her story with Scripps station WTVF in Nashville three days after three customers and a restaurant employee were killed. "That was a very traumatic experience, and it changed my life," Shaw said. "I went to a store for the first time yesterday, and I was constantly looking over my shoulder and checking my surroundings. Every little noise scared me."Shaw is from Brownsville, Tennessee and was in Nashville to visit her cousins over the weekend.They were at a different Waffle House that morning, but it was so busy that they placed a to-go order at the Murfreesboro location instead.She was paying for her food near the counter when gunshots erupted."I heard a loud pop on my left side, and after that I felt the glass from the window hit my face and I fell on my right side," she remembered. "I laid there, and my first thought was, 'God please don't let me die inside of a Waffle House.'"The young mother showed the scratches to her face from the glass and the bruise on her arm after hitting it against a stool. She said all she could do at that point was close her eyes and pray."The one time during the altercation I opened my eyes, the only thing I saw was the shooter's genitals because he was naked in the direction I was laying. I question why I got to live, but I feel like my actions by playing dead actually helped me live after I heard the gunshot," she emphasized. "My whole body was motionless."Unbeknownst to her, another restaurant patron wrestled the AR-15 from the gunman and likely saved countless people from dying.She hid behind the counter as soon as she no longer heard gunshots."I actually tripped over someone's dead body and I fell right in front of a young lady who had a majority of her leg blown off. I was in such a state of shock, all I could do was pray over her," added Shaw. "She asked me to give her her phone which was under the guy's body I tripped over."When it was clear to go, Shaw frantically ran to the car and drove off with her cousins.It did not take too long before she spotted the naked gunman on the run."I'm speeding though like we're so shocked, and I see the naked shooter on the side of the road. I was almost paralyzed in that moment. It was so terrifying to leave that place and to actually see him on the side of the road walking, while my cousin was on the phone with dispatchers," she said. That same day she got to meet James Shaw (who she is unrelated to), the man credited and honored by Tennessee lawmakers for stopping the shooter from killing others. She described the moment as emotional as both hugged and cried in each other's arms."I continued to express my gratitude to him," she said. "James, on behalf of me and everybody that walked out of the Waffle House, we thank you so much."Travis Reinking, age 29, was arrested for the shooting following a nearly 35-hour long manhunt. The victims he's accused of killing were Taurean Sanderlin, Joe R. Perez, DeEbony Groves, and Akilah Dasilva.  3205
