Colleges and universities are looking ahead to the spring semester as the pandemic continues.Schools like Georgetown University, Smith College, Princeton University and the University of Florida (UF) are either inviting undergrads to live on campus starting in January, or are bringing back more students for face-to-face learning.Princeton and UF are among the universities that will test students and staff regularly.UF already has students living on campus and has more than 14,000 undergrads registered to take in-person classes in the spring.“We feel it's important to move the campus back to normalcy to the extent possible. Because in the end, a university is really a community of people, living and working and researching together. And we feel it is important to bring people back and reestablish that sense of community,” said Joe Glover, Sr. VP of Academic Affairs at UF.While having 14,000 undergrads on campus sounds like a large number, that’s less than half of the 36,000 undergrads who are enrolled at the university located in Gainesville. The campus has reduced class sizes and is already near capacity of what they can handle, while being socially distanced.Before the pandemic, many states required college students to have the bacterial meningitis vaccine if they want to live on campus. That still stands, but now there is a possibility universities could have a similar requirement for the COVID-19 vaccine.“Until it moves from emergency use to a more normal, permanent approval, that will probably remain in the realm of possibility or theoretical possibility,” said Glover.Ultimately, it is up to states to decide whether this should be a requirement. CINCINNATI, Ohio — A SWAT officer with the Cincinnati Police Department was suspended after reports he allowed a civilian to don parts of his uniform on Halloween, Lt. Steve Saunders confirmed Friday. Officer John Neal was placed on administrative duty pending the results of an internal investigation. His LinkedIn profile lists him as a K-9 handler as well as a SWAT officer with the department; Saunders said he was off-duty when the incident occurred. Hamilton County Sheriff's Office deputies and at least two Cincinnati lieutenants were called to Anderson Towne Center early Thursday morning, according to body camera recordings released by the sheriff's office. In one recording, a deputy mentions receiving reports of a man in SWAT gear harassing patrons.When deputies arrive, the man in question identifies himself as Neal's friend and claims to not have realized donning Neal's gear would be a problem. "I've known him for years," he says. "I didn't know this was a [expletive] issue. It was just a Halloween thing."Later in the same recording, the man asks one deputy what will happen to Neal.“It ain’t good, I can tell you that,” the deputy replies. “It’s pretty [expletive] stupid for this to be happening right now.”A bartender at a nearby restaurant told deputies the men arrived in the patrol car. (KMGH) – Colorado Springs police say a woman has repeatedly done her businesses in people’s yards over the past several weeks.A witness snapped photos of the female runner, who has apparently been caught treating people’s yards as toilets on several occasions since July.The latest instance happened at a house in the Pine Creek neighborhood, near Briargate Parkway. COVINGTON, Kentucky — The Kenton County, Kentucky Sheriff’s Office agreed to a 7,000 settlement with the families of two elementary students handcuffed by school resource officers in 2014, according to the American Civil Liberties Union.The children were handcuffed above the elbow behind their backs for misbehavior which the Children’s Law Center said was related to disabilities. The Children’s Law Center and ACLU filed a lawsuit against the sheriff’s office in 2015 over the incidents.The ACLU claimed the handcuffings were in violation of the students’ rights. The Covington students -- a boy and a girl -- both had attention deficit hyperactivity disorder, histories of trauma and other disabilities, according to the lawsuit.Video of a boy handcuffed and squirming in a chair even got the attention of the U.S. Department of Justice, which also investigated the school district’s disciplinary practices after the lawsuit was filed. Although the independent investigation did not find the district guilty of wrongdoing, the Department of Justice said that the Americans with Disabilities Act applies to school resource officers, and school policies should dissuade the "school-to-prison pipeline" created by criminalizing misbehavior.In 2017, Covington Independent Public Schools agreed to a settlement with the U.S. Department of Justice and a new set of guidelines for disciplining children with disabilities.Later that year, a federal judge found that it was unconstitutional for school resource officers to handcuff the children.According to the ACLU, “both children had repeated nightmares, started bed-wetting, and would not let their mothers out of their sight,” after the handcuffings.WCPO televisions station in Cincinnati reached out to the Kenton County Sheriff’s Office for comment but has not heard back. 1860

CLEVELAND — Two residents in Cleveland's West 58th Street neighborhood suffered significant injuries while protecting neighborhood children from an Oct. 7 pit bull attack.Becky Barker and Jay Anderson responded after hearing the screams of children who were being chased by three pit bulls they said were part of a one-hour rampage in their neighborhood.Barker told WEWS the pit bulls had children trapped on top of a car that was parked in front of her home, and when she stepped out to help, the pit bulls bit her multiple times in three areas of her body."They could have killed me, they really could have, if they would kept ripping me open like they did," Barker said."The children were screaming, and the dogs are just like clawing up this ladies car to get at these kids," she said.Jay Anderson also suffered several dog bites on the backs of his legs and back.Anderson said he tried to use a screwdriver to fend-off the attacking dogs, but one of the dogs was able to disarm him."Just terrible, it was a horrible thing, kind of scary," Anderson said."So I turned around and looked at the dog that took my screwdriver, and a second one started attacking me" he said.Cleveland EMS, the fire department and the Cleveland dog warden responded to the scene.Residents told WEWS the owner of the dogs was cited and one of the pit bulls was confiscated.According to city law, the owner could be fined up to ,000, but Barker believes the irresponsible owner should face even tougher penalties."It isn't the breed of the animal, it's the owners of these animals that have them," Barker said."The owner of these dogs they should be held accountable, and really pay for what they did," she said.WEWS contacted the City of Cleveland about the case, but it said it couldn't comment on an ongoing investigation. 1854
